The Indian Administrative Service (IAS) is the administrative arm of the All India Services of Government of India. Considered the premier civil service of India, the IAS is one of the three arms of the All India Services along with the Indian Police Service and the Indian Forest Service. Members of these three services serve the Government of India as well as the individual states. IAS officers are also deployed to various government establishments such as constitutional bodies, staff & line agencies, auxiliary bodies, public sector undertakings, regulatory bodies, statutory bodies and autonomous bodies.
Collector-cum-District Magistrate, also known as Deputy Commissioner in some regions, is a pivotal administrative officer in the governance and management of a district in India. As a member of the esteemed Indian Administrative Service (IAS), the District Magistrate plays a crucial role in maintaining law and order, overseeing development initiatives, overseeing revenue administration, and ensuring effective implementation of government policies within the district. They are union civil service officer of the Indian Administrative Service (IAS) cadre, or the State Civil Service (SCS) cadre, who is responsible for general administration of all aspects of governance and economy, revenue collection and law & order maintenance of a District in addition to many other important roles. The post of Deputy Commissioner is a highly acclaimed post with high prestige among the people throughout India. In fact, according to some states' Warrant of Precedence, the DCs are kept at the 12th Article of Warrant alongside Brigadier or equivalent ranks in the armed forces, DIGs of police and District and Sessions judges within their jurisdiction. The Collector cum District Magistrate comes under the general supervision of divisional commissioners wherever the latter post exists. India has 748 districts as of 2021. Senior officers from state civil services can also be appointed as DC or DM. Generally, an IAS Officer becomes DC or DM after 5/6 years of his service. However, state public service officers in general takes minimum 15 years to 18 years to become DM or DC.

Poonam Kishore Saxena is a retired Indian Revenue Service (IRS) officer of the 1975 batch and the former Chairperson in the rank of Secretary of the Central Board of Direct Taxes (CBDT). She was the Director General of the Directorate General of Income Tax Investigation, the Director General of Administration, Recovery and Appeals and has also served as Member, CBDT before joining as the CBDT Chairman in April 2012 for a two-year tenure. She also served in senior positions in the Income Tax in Patna and Delhi. She was selected by the Appointments Committee of the Cabinet.

He also worked as the chairman of Goods and Services Tax Network from September 2017 to March 2021. Currently, he is Chairman of National Financial Reporting Authority.
