Civic Exchange is a Hong Kong-based public policy think tank and registered charity.
It was founded in 2000 by politician Christine Loh (陸恭蕙),and environmental researcher Lisa Hopkinson (何麗莎). Past CEOs include Loh,Yan-yan Yip,Maura Wong and Winnie Cheung. Its board,headed by Evan Auyang,includes directors with backgrounds in business,philanthropy,law and medicine. [1] Local district councilor Paul Zimmerman sits on its Board.
Civic Exchange positions itself as independent and non-partisan. Its main areas of research are air quality,the environment,nature conservation,urban design and planning,and wellbeing. [2]
Since 2011,the Lauder Institute at the University of Pennsylvania has ranked Civic Exchange among the top 50 environmental think-tanks in the world. [3]
Civic Exchange cooperates with government departments,educational institutions,businesses and the public. It works to improve dialogue between civil society and the government.
Civic Exchange has conducted numerous local and regional research studies on topics like roadside emissions,environmental governance,public health and the Pearl River Delta (PRD).
In 2017,it published a report on Hong Kong residents' exposure to the pollutant PM2.5. [4]
For more than a decade,Civic Exchange has worked on the problem of ship emissions in the PRD. [5]
In early 2017,Civic Exchange published a baseline study of the public's awareness and attitudes towards biodiversity conservation,based on Cantonese-language polling of more than 1,000 respondents. [6] It showed a "very low" level of awareness and concern about biodiversity among the Hong Kong public.
In 2014,the Environmental Investigation Agency's report "Routes of Extinction" identified Hong Kong as a major smuggling hub for illegal timber and other wildlife products. Later that year Civic Exchange published Taking from the Wild:Moving Towards Sustainability in Hong Kong's Wildlife Trade [7] .
Civic Exchange studies sustainable transport planning,land policy,waterfront design,urban renewal,walkability,public open space,and the "small house policy," a local issue related to Hong Kong's villages. It has also conducted comparative reports between Hong Kong and other Asian cities.
In February 2017,CEx measured and outlined urban public space across Hong Kong. [8] Its argument was that Hong Kongers received far less of such space - like public parks and playgrounds - than residents of other similarly dense Asian cities. The report was the result of a crowdsourcing campaign that raised more than HK $300,000. [9]
A major recent focus has been walkability. In October 2016,Civic Exchange hosted the international Walk21 Conference, [10] which included more than 150 speakers from around the world. Then-Chief Secretary of the Hong Kong Government,and current Chief Executive candidate Carrie Lam was the keynote speaker. [11] That was followed by the launch of a Walkability initiative in December 2016. [12] [13] Its panel includes architect Christopher Law and architect Rocco Yim of Rocco Design Architects.
From 2016 to 2017,Civic Exchange produced a series of reports comparing wellbeing and satisfaction in major Asian cities like Hong Kong,Singapore and Shanghai. [14]
Civic Exchange first published a policy review of the Small House Policy in 2003,followed by Small House Policy II:An Update in 2013. Their latest report Small Houses,Big Effects:Public Opinion Survey on the Small House Policy, [15] published in 2015,helps stakeholders consider the best approach to dialogue on this topic.
Aside from the main focuses addressed through Civic Exchange's publications and events,the organization also runs other programmes.
Civic Exchange offers an internship programme in research and communications,open during the summer months (May to August). [16]
Civic Exchange holds or co-hosts regular conferences,talks,workshops and public discussions to generate engagement from government,academics,NGOs and a broader public. Civic Exchange is independently funded. Nearly all of the organization's funding comes from donations on specific projects,rather than general donations. According to its 2015-16 annual report,57% of funding came from Hong Kong non-profits and foundations,29% from Hong Kong businesses,and the rest from government,the public sector,individuals and overseas donors. HK Magazine was a free English-language alternative weekly published by HK Magazine Media Group in Hong Kong. Launched in 1991,it offered coverage of local affairs,social issues as well as entertainment listings. The 1000th issue was published in 2013,the same year that it was sold to the South China Morning Post (SCMP) group. The magazine printed its final issue on 7 October 2016. This was the third SCMP subsidiary to close since the takeover of the newspaper by the Alibaba Group.

An air quality index (AQI) is an indicator developed by government agencies to communicate to the public how polluted the air currently is or how polluted it is forecast to become. As air pollution levels rise,so does the AQI,along with the associated public health risk. Children,the elderly and individuals with respiratory or cardiovascular problems are typically the first groups affected by poor air quality. When the AQI is high,governmental bodies generally encourage people to reduce physical activity outdoors,or even avoid going out altogether. When wildfires result in a high AQI,the use of masks such as N95 respirators outdoors and air purifiers incorporating HEPA filters indoors are also encouraged.

Christine Loh Kung-wai,SBS,OBE,JP,Chevalier de l’Ordre National du Mérite,is a former Hong Kong Legislative Councillor,founder and CEO of Civic Exchange,founder of the Citizens Party,and founder of Hong Kong Human Rights Monitor. From 2012 to 2017,she was Under Secretary for the Environment in the government of CY Leung. From April 2019 to March 2020,she was Special Consultant to the HKSAR Chief Executive of Ecological Civilization and the Greater Bay Area,attached to the Policy Innovation and Co-ordination Office.
The South China Morning Post (SCMP),with its Sunday edition,the Sunday Morning Post,is a Hong Kong-based English-language newspaper owned by Alibaba Group. Founded in 1903 by Tse Tsan-tai and Alfred Cunningham,it has remained Hong Kong's newspaper of record since British colonial rule. Editor-in-chief Tammy Tam succeeded Wang Xiangwei in 2016. The SCMP prints paper editions in Hong Kong and operates an online news website that is blocked in mainland China.
Air pollution in Hong Kong is considered a serious problem. In 2004,visibility was less than eight kilometers for 30 per cent of the year. Cases of asthma and bronchial infections have soared due to reduced air quality. However,in recent years,the hours of reduced visibility in Hong Kong have decreased by significant amounts compared to the previous ten years.
Clean Air Network is an independent non-governmental organisation exclusively focused on the issue of air pollution in Hong Kong. CAN aims to educate the public about the health impacts of air pollution and to mobilise public support for cleaner air in Hong Kong. According to Civic Exchange's environmental program director Mike Kilburn,CAN was created with the purpose of encouraging the public to speak out and support government measures that could improve the quality of air in Hong Kong.
The Small House Policy was introduced in 1972 in Hong Kong. The objective was to improve the then prevailing low standard of housing in the rural areas of the New Territories. The Policy allows an indigenous male villager who is 18 years old and is descended through the male line from a resident in 1898 of a recognized village in the New Territories,an entitlement to one concessionary grant during his lifetime to build one house.
Scholarism was a Hong Kong pro-democracy student activist group active in the fields of Hong Kong's education policy,political reform and youth policy. It was reported to have 200 members in May 2015.
