Regina is the capital city of the Canadian province of Saskatchewan. The city is the second-largest in the province, after Saskatoon and is a commercial centre for southern Saskatchewan. As of the 2016 census, Regina had a city population of 215,106, and a Metropolitan Area population of 236,481. Statistics Canada has estimated the CMA's population to be 261,684 as of 2019. It is governed by Regina City Council. The city is surrounded by the Rural Municipality of Sherwood No. 159.
The University of Regina is a public research university located in Regina, Saskatchewan, Canada. Founded in 1911 as a private denominational high school of the Methodist Church of Canada, it began an association with the University of Saskatchewan as a junior college in 1925, and was disaffiliated by the Church and fully ceded to the University in 1934; in 1961 it attained degree-granting status as the Regina Campus of the University of Saskatchewan. It became an autonomous university in 1974. The University of Regina has an enrolment of over 15,000 full and part-time students. The university's student newspaper, The Carillon, is a member of CUP.

He was elected to represent the electoral district of Regina Rosemont in the Legislative Assembly of Saskatchewan in the 2007 election, and was re-elected in the 2011 election, and 2016 election. Wotherspoon was a candidate for the party's leadership in 2013. In 2016, the NDP caucus elected Wotherspoon to serve as Leader of the Opposition following the defeat of Cam Broten in the 2016 provincial election and the party's provincial council elected him interim leader.

The school was named after Earle Parkhill Scarlett, a Calgary physician, educator, scholar and writer. The school is run by the Calgary Board of Education. Scarlett is located on Elbow Drive and Canterbury Drive, and is one of few high schools servicing the deep south districts.
