David Wandendeya Wakikona is a Ugandan aviator and politician, who previously served in the Cabinet of Uganda as State Minister for Northern Uganda (2 June 2006 until 27 May 2011) and State Minister of Trade & Antiquities (May 2011 to June 2016).^[2] He was also the elected Member of Parliament representing Manjiya County in Bududa District from 2001^[3] until 2016.

Background and education

He was born in Bududa District on 26 November 1950. In 1971, he obtained a commercial pilot license from the East African Civil Aviation Authority, then based at the Soroti Airport. In 1993, he was awarded the Diploma in Flight Operations from CASI in Beirut. The following year, he received the Diploma in Government Operations from the same institution. In 1995, the International Aviation Management Training Institute in Canada, awarded him the Diploma in Aviation Management. In 1999, he received the degree of Bachelor of Arts in Aviation from the University of Western Sydney in Australia. In 2007 he was awarded the degree of Bachelor of Arts in Public Administration & Management by Nkumba University.^[3]

Work experience

From 1991 until 1992, Wakikona served as the Chief Licensing & Flight Inspection Officer for the Civil Aviation Authority of Uganda. From 1993 until 1998, he served as the Director of the East African Civil Aviation Academy, also known as the Soroti Flying School, in Soroti, Eastern Uganda. From 1999 until 2000, he served as the General Manager of Uganda Air Cargo, a government-owned cargo airline.^[4] In 2001, he joined politics, contesting the parliamentary seat of Manjiya County in Bududa District. He won,^[5] and was re-elected in 2006 and again in 2011. On 1 June 2006, he was appointed State Minister for Northern Uganda in the Office of the Prime Minister,^[2] a position he maintained until May 2011. In the cabinet reshuffle of 27 May 2011, he was moved as State Minister to the Trade & Antiquities portfolio.^[3] He replaced Gagawala Wambuzi in that role, who was dropped from the Cabinet.^[6]

In the run-up to the 2016 general election, Wakikona was defeated by John Baptist Nambeshe in the National Resistance Movement primary for Manjiya County, and consequently he did not contest the election. Following the election, in June 2016 Wakikona was replaced as State Minister for Trade by Michael Werikhe Kafabusa.

Personal life

Wakikona was widowed in 2017.^[7] He belongs to the National Resistance Movement political party. He is reported to have special interest in current affairs and soccer.

In the cabinet reshuffle of 27 May 2011, he retained his cabinet post. He also serves as the elected Member of Parliament for "Bwamba County", Bundibugyo District.

Ephraim Kamuntu is a Ugandan management scientist and politician. He has been the Minister of Justice and Constitutional Affairs in the Cabinet of Uganda since 14 December 2019. Previously, he served as Minister of Water and Environment from August 2012 to June 2016. He is also an ex-officio Member of the Parliament of Uganda because of his Cabinet position.

MusumbaIsaac Isanga is a Ugandan lawyer and politician. He served as the State Minister for Regional Foreign Affairs, from June 2006 until May 2011. In the cabinet reshuffle on 27 May 2011, he was dropped from the cabinet and was replaced by Asuman Kiyingi. He also served as the elected Member of Parliament (MP), representing "Buzaaya County", Kamuli District, from 1996 until 2011. During the 2011 national elections, he lost to Muzaale Martin Kisule Mugabi, during the National Resistance Movement (NRM) primaries. In 2016, he bounced back into the 10th parliament, representing Buzaaya County, in Kamuli District, on the NRM ticket. Michael Werikhe Kafabusa, commonly known as Werikhe Kafabusa, is a Ugandan politician who currently serves as State Minister for Trade in the Cabinet of Uganda. He previously served as the State Minister for Housing from June 2006 until May 2011. In the Cabinet reshuffle of 27 May 2011, he was dropped from the cabinet, before returning as State Minister for Industry. He also serves as the elected Member of Parliament representing Bungokho County South, Mbale District, having served continuously in that role since 1996.

Urban Tibamanya is a Ugandan lawyer and politician. He was the State Minister for Urban Development in the Ugandan Cabinet from 2006 until 2011. Although the cabinet reshuffle of 2009 did not affect his cabinet post, the cabinet reshuffle of 27 May 2011 caused him to be replaced by Justine Lumumba Kasule. He also served as the elected Member of Parliament for Kashari County, Mbarara District, from 2006 until 2011. During the 2011 national election cycle, he lost to Wilberforce Rutashokwa Yaguma in the National Resistance Movement (NRM) political party primaries. He then ran as an Independent candidate, but still lost to Yaguma, who is the current incumbent MP for that constituency.

Simon Ejua is a Ugandan politician. He was the state minister for transport in the Ugandan Cabinet from 1 June 2006 until 27 May 2011. He survived the cabinet reshuffle of 16 February 2009. He was appointed to that position on 27 May 2011. He replaced Alintuma Nsambu, who was dropped from the Cabinet. Prior to that, he served as the State Minister for Luweero Triangle in the Office of the Prime Minister, from 2009 until 2011. Nyombi Thembo is also a former Member of Parliament (MP), for "Kassanda County South", Mubende District. He has continuously represented the constituency since 2001.

Adolf Kasaija Mwesige is a Ugandan lawyer and politician who served as Minister of Defence and Veterans Affairs in the Cabinet of Uganda from 6 June 2016 to 8 June 2021. He previously served as Minister of Local Government from 18 February 2009 to 6 June 2016. He has also been the elected Member of Parliament for Bunyangabu County, Kabarole District, since 1996. He has previously served as Cabinet Minister of Gender and Social Issues from 1 March 2015, until 6 June 2016. Previously he served as Minister of Security from 27 May 2011 until 1 March 2015. Muruli Mukasa also serves as the Member of Parliament for Budyebo County in Nakasongola District.

Henry Banyenzaki is a Ugandan politician who served as the elected Member of Parliament for Rubanda County West, Kabale District. From 2011 to 2016, he served as the State Minister for Economic Monitoring in the Office of the President in the Cabinet of Uganda.

Sam Engola is a Ugandan businessman and politician. He is the current State Minister for Housing in the Ugandan Cabinet. He was appointed to that position on 27 May 2011. He replaced Michael Werikhe Kafabusa, who was dropped from the Cabinet. In the cabinet reshuffle of 1 March 2015, he retained his cabinet portfolio. Christine Hellen Amongin Aporu is a Ugandan educator and politician. She served as the State Minister for Teso Affairs in the Office of the Prime Minister in the Cabinet of Uganda. She was appointed to that position on 27 May 2011. She represented Kumi District in Parliament as a women's representative.

The East African Civil Aviation Academy (EACAA), also known as the Soroti Flying School, is a Ugandan school that trains aircraft pilots and aircraft maintenance engineers.

Judith Nalule Nabakooba is a Ugandan politician and former policewoman. She is currently the Minister of Lands, Housing and Urban Development, in the Cabinet of Uganda. She was appointed to that position on 8 June 2021.

Robinah Nabbanja is a Ugandan educator and politician who serves as the Prime Minister of Uganda, having been nominated to the office on 8 June 2021. She was formally confirmed by the Parliament on 21 June 2021. She replaced Ruhakana Rugunda, who was named to the post of Envoy For Special Duties In The Office Of The President of Uganda. She is the first female prime minister of Uganda.

Peter Ogwang is a Ugandan politician. He is the current Minister of State for Sports in the Ugandan Cabinet. He was appointed to that position on 22 July 2022, replacing Denis Obua. Previously, he was the State Minister for Economic Monitoring and had earlier served as the State Minister for Information, Communication, ICT and National Guidance. He is also the elected Member of Parliament for Usuk County in Katakwi District, in the 10th Parliament (2016-2021).
