The December 2010 Israeli rabbi letter controversy was a scandal that erupted surrounding the appearance of two open letters, signed by a number of Israeli rabbis, that were discriminatory towards non-Jews in Israel. Although the letters sparked considerable outrage, evoking condemnation from prominent Israeli and American Jews and others, a poll showed that 44 percent of Israeli society supported the letters' messages. [1]
The rabbis' letter was a psak din (religious ruling) signed by an estimated 50 rabbis, that urged Israeli landowners not to rent apartments to Arabs, or any other non-Jews. [2] The letter was initiated by the chief rabbi of Safed, Shmuel Eliyahu. [3] On January 2, 2011, Eliyahu was summoned to an Israeli police interrogation on suspicion of incitement to racism, which is a crime in Israel, [4] but he refused to answer the summons. [2] [5]
Many of the rabbis who signed the letter were municipal rabbis, state employees in charge of religious services, who receive salaries paid for by the taxpayer. Among the signers were rabbis from Rishon LeZion, Ramat HaSharon, Herzliya, Kfar Saba and Holon (suburbs of Tel Aviv); from Jerusalem; and from other towns and settlements. [6]
According to a poll conducted by the Harry S. Truman Institute for the Advancement of Peace at the Hebrew University of Jerusalem, a narrow plurality of Jewish Israelis were opposed to the rabbis' call not to rent to Arabs: 48 percent opposed the statement, and 44 percent supported it. [7] [8] [9]
The second letter was released on December 28, 2010, by the Lehava organization. It was signed by at least 27 rebbetzins (rabbis' wives). It urged young Jewish women to not date Arabs, and to not work at locations where non-Jews might be present. [7]
Neturei Karta is a religious group of Haredi Jews, formally created in Jerusalem, then in Mandatory Palestine, in 1938, splitting off from Agudas Yisrael. Neturei Karta opposes Zionism and calls for a "peaceful dismantling" of the State of Israel, in the belief that Jews are forbidden to have their own state until the coming of the Jewish Messiah and that the state of Israel is a rebellion against God. While the Neturei Karta describe themselves as true traditional Jews, the more secular US-based Jewish Anti-Defamation League has described them as "the farthest fringes of Judaism".
Shas is a Haredi religious political party in Israel. Founded in 1984 under the leadership of Rabbi Ovadia Yosef, a former Israeli Sephardi chief rabbi, who remained its spiritual leader until his death in October 2013, it primarily represents the interests of Sephardic and Mizrahi Haredi Jews. The party works to end prejudice and discrimination against the Sephardic and Mizrahi community, and highlights economic issues and social justice.
Ovadia Yosef was an Iraqi-born Talmudic scholar, a posek, the Sephardi Chief Rabbi of Israel from 1973 to 1983, and a founder and long-time spiritual leader of Israel's ultra-Orthodox Shas party. Yosef's responsa were highly regarded within Haredi circles, particularly among Mizrahi communities, among whom he was regarded as "the most important living halakhic authority". He was however condemned for making numerous offensive statements about his opponents which made him a controversial figure in his later years.
Mordechai Tzemach Eliyahu, was an Israeli rabbi, posek, and spiritual leader.
Reuven "Ruvi" Rivlin is an Israeli politician and lawyer who served as the tenth president of Israel between 2014 and 2021. He is a member of the Likud party. Rivlin was Minister of Communications from 2001 to 2003, and subsequently served as Speaker of the Knesset from 2003 to 2006 and 2009 to 2013. On 10 June 2014, he was elected President of Israel. His term ended on 7 July 2021.
Shmaryahu Yosef Chaim Kanievsky was an Israeli Haredi rabbi and posek. He was a leading authority in Haredi Jewish society on legal and ethical practice. Known as the "Prince of Torah", much of his prominence came through Torah education and advice about Jewish law.
The Tal Committee was an Israeli public committee appointed on 22 August 1999 which dealt with the special exemption from mandatory military service in the Israel Defense Forces (IDF) given to Israeli ultra-Orthodox Jews which had been the status quo from the time of Ben Gurion, as well as extending mandatory military service to Israeli-Arabs. The committee was appointed by Prime Minister Ehud Barak and was initially headed by former Supreme Court Justice Tzvi Tal. The committee was later headed by Yohanan Plesner before its official dissolution on 2 July 2012, two days before submitting its report, hence the term Plesner Committee.
Eliyahu Bakshi-Doron was an Israeli rabbi who served as Rishon LeZion from 1993 to 2003. Prior to that he served as Sephardi Chief Rabbi of Bat Yam and Sephardi Chief Rabbi of Haifa.
Rabbi Shlomo Chaim Hacohen Aviner is an Israeli Orthodox rabbi, born in France. He is the rosh yeshiva of the Ateret Yerushalayim yeshiva in Jerusalem, and the rabbi of the Israeli settlement Bet El. He is considered one of the spiritual leaders of the Religious Zionist movement.
Mordechai (Moti) Elon is an Israeli Religious Zionist rabbi. He has headed several Orthodox Jewish social organizations and institutions, most notably as Rosh Yeshiva of Yeshivat HaKotel in the Jewish Quarter of Jerusalem from 2002 to 2006. He has also hosted television and radio shows.
Tuba-Zangariyye or Tuba az-Zanghariyya is a Bedouin town in the Northern District of Israel. Located in the Korazim Plateau, it achieved local council status in 1988. It was formed by the merger of two villages, Tuba and az-Zangariyye. Populated by the Bedouin tribe of El Heib, Tuba is situated near Kfar Hanassi, overlooking the Jordan River, and sits 250 meters above sea level. In 2019 it had a population of 6,776.
Shmuel Eliyahu is an Israeli Orthodox rabbi. He is the Chief Rabbi of Safed and a member of the Chief Rabbinate Council.
Rabbi Dov Lior is an Israeli Orthodox rabbi, who served as the Chief Rabbi of Hebron and Kiryat Arba in the southern West Bank until late 2014. He is also the rosh yeshiva of the Kiryat Arba Hesder Yeshiva, and also heads the "Council of Rabbis of Judea and Samaria".
Yitzhak Yosef is the Sephardi Chief Rabbi of Israel, the rosh yeshiva of Yeshivat Hazon Ovadia, and the author of a set of books on halakha called Yalkut Yosef.

Lehava is a far-right and Jewish supremacist organization based in Israel that strictly opposes Jewish assimilation, objecting to most personal relationships between Jews and non-Jews. It is opposed to the Christian presence in Israel. It has an anti-miscegenation focus, denouncing marriages between Jews and non-Jews forbidden by Orthodox Jewish law.
The price tag attack policy, also sometimes referred to as "mutual responsibility", is the name originally given to the attacks and acts of vandalism committed primarily in the occupied West Bank by Israeli Jewish fundamentalist settler youths against Palestinian Arabs, left-wing Israeli Jews, Israeli Arabs, Christians, and Israeli security forces. The youths officially claim that the acts are committed to "exact a price from local Palestinians or from the Israeli security forces for any action taken against their settlement enterprise".
Ben-Zion "Bentzi" Gophstein is a political activist affiliated with the radical right in Israel, a student of Meir Kahane, and founder and director of Lehava, an Israeli Jewish anti-assimilation organization. He was a member of the Council of Kiryat Arba, 2010-2013. In November 2019, he was indicted on charges of incitement to terrorism, violence and racism.
Shimon Baadani, also spelled Shimon Ba'adani, is a leading Sephardi rabbi and rosh kollel in Israel. He is the co-founder and dean of Kollel Torah V'Chaim in Bnei Brak, and serves as president of dozens of Torah institutions. He is also a senior leader of the Shas political party and a member of that party's Moetzet Chachmei HaTorah rabbinical leadership council.
Bezalel Yoel Smotrich is an Israeli lawyer and politician. The leader of the Religious Zionist Party, he previously served as a Knesset member for Yamina. He is the co-founder of the NGO Regavim, an organization that monitors and pursues legal action in the Israeli court system against constructions undertaken by Palestinians, Bedouins, and other Arabs in Israel and the West Bank without Israeli permits.
