The Delaware Black Caucus, also known as the DBC, is a non-partisan American public policy, research and educational organization. The DBC is composed of African Americans elected as mayors, council members in the state of Delaware, as well as members of the Delaware General Assembly.
The mission of the DBC is to serve as a non-partisan policy-oriented catalyst that educates future leaders and promotes collaboration among legislators, business leaders, minority-focused organizational leaders, and organized labor to effect positive and sustainable change in the African American community. The DBC works to broaden and elevate the influence of African Americans in the political, legislative, and public policy arenas in Delaware. The DBC creates, identifies, analyzes and disseminates policy-oriented information critical to advancing African Americans and people of African descent towards equity in economics, health and education.

Delaware is a state in the Mid-Atlantic and Northeastern region of the United States. It borders Maryland to its south and west, Pennsylvania to its north, New Jersey to its northeast, and the Atlantic Ocean to its east. The state's name derives from the adjacent Delaware Bay, which in turn was named after Thomas West, 3rd Baron De La Warr, an English nobleman and the Colony of Virginia's first colonial-era governor.
Dover is the capital and second-most populous city of the U.S. state of Delaware. It is also the county seat of Kent County and the principal city of the Dover metropolitan statistical area, which encompasses all of Kent County and is part of the Philadelphia–Wilmington–Camden, PA–NJ–DE–MD, combined statistical area. It is located on the St. Jones River in the Delaware River coastal plain. It was named by William Penn for Dover in Kent, England. As of 2020, its population was 39,403.
Cheswold is a town in Kent County in the U.S. state of Delaware. It is part of the Dover, Delaware Metropolitan Statistical Area. The population was 1,923 in 2020.
Smyrna is a town in Kent and New Castle counties in the U.S. state of Delaware. It is part of the Dover metropolitan statistical area. According to the U.S. Census Bureau, as of 2020, the population of the town is 12,883.
Elsmere is a town in New Castle County, Delaware, United States, bordering the city of Wilmington along Wilmington's western border. According to the 2010 Census, the population of the town is 6,131.
The Congressional Black Caucus (CBC) is a caucus made up of African-American members of the United States Congress. Representative Steven Horsford from Nevada is the caucus chairperson, having succeeded Joyce Beatty from Ohio in 2023. Historically, the CBC mainly consisted of members of the Democratic Party, although its founders envisioned a non-partisan organization and there were many instances of bipartisan collaboration with Republicans.

It is the third-largest political party in Vermont behind the Democratic and Republican parties. As of 2023, the party has one member in the Vermont Senate and five members in the Vermont House of Representatives, as well as several more affiliated legislators who caucus with the Democratic Party.
The National League of Cities (NLC) is an American advocacy organization that represents the country's 19,495 cities, towns, and villages along with 49 state municipal leagues. Created in 1924, it has evolved into a membership organization providing education, research, support, and advocacy to city leaders across America. Based in Washington, D.C., it is considered part of the 'Big Seven', a group of organizations that represent state and local governments in the United States. NLC provides training and other resources to municipal officials, holds conferences, and conducts federal advocacy efforts on behalf of cities, towns and villages.

It conducts research on issues affecting African Americans, publishes a yearly report on key legislation, and sponsors issue forums, leadership seminars and scholarships. Although linked with the Congressional Black Caucus (CBC), the Congressional Black Caucus Foundation is a separate nonprofit group that runs programs in education, healthcare and economic development.

The 2016 United States House of Representatives election in Delaware was held on November 8, 2016, to elect the U.S. representative from the state of Delaware from Delaware's at-large congressional district. The election coincided with the 2016 U.S. presidential election, as well as other elections to the House of Representatives, elections to the United States Senate and various state and local elections. The primaries were held on September 13.

The 2024 United States Senate election in Delaware will be held on November 5, 2024, to elect a member of the United States Senate to represent the state of Delaware. Primary elections will take place on September 3, 2024. Incumbent Democrat Tom Carper, who was re-elected with 60.0% of the vote in 2018, has announced he will not seek re-election to a fifth term in office.
