The Department of Agriculture and Fisheries is a department of the Queensland Government which aims to maximise the economic potential for Queensland's primary industries on a sustainable basis through strategic industrial development. The section known as Biosecurity Queensland is responsible for biosecurity matters within the state.

Functions

Department of Agriculture and Fisheries provides expertise and support that increases primary industries productivity, expands markets and assists with adaption to change. [11] It conducts research, policy advice, protects against pests and diseases, maintains animal welfare standards, as well as managing fisheries.

History

The first functions of the Department of Agriculture and Fisheries began in 1855 when a sheep scab inspector began work in the New South Wales colony of Moreton Bay. After Queensland's Separation, livestock diseases were addressed through regulations administered by the Stock Branch in the Queensland Colonial Secretary's Office. [12] The Stock Branch was established by the Queensland chief inspector of stock Patrick Robertson Gordon. [13]

Biosecurity

The Biosecurity Queensland section [14] is responsible for coordinating efforts to minimise the risks and effects of threatening pests and diseases. [15] Biosecurity Queensland is responsible for weed management in the state. [16]

In 2009, Biosecurity Queensland was successful in its attempt to eradicate a citrus canker outbreak in Central Queensland.

The Tree of Knowledge was successfully cloned in 2008 by workers at the former Department of Primary Industries. [17]

The overarching federal legislation, Biosecurity Act 2015 , the state's Biosecurity Act 2014 , [18] and the Queensland Biosecurity Strategy 2018–2023 [19] govern and guide the department's responsibilities with regard to biosecurity.

Research

In 2009, Primary Industries and Fisheries (now Agriculture, Fisheries and Forestry) together with the University of Queensland were granted federal funding to study how methane emissions from cattle and sheep could be reduced. [20]

From 1897 to 1921 the department published the Queensland Agricultural Journal .

Biosecurity in New Zealand guards against threats to agriculture and biodiversity, with strict border control measures being taken to prevent unwanted organisms from entering the country. New Zealand is an island nation that is geographically isolated from any other significant landmass. The species that are present evolved in the absence of organisms from elsewhere and display a high degree of endemism. Notable is the lack of land-based mammals, except for two species of bat. Indigenous species are at risk from population decline or extinction if any invasive species are introduced. The Ministry for Primary Industries (MPI) is the government department in charge of overseeing New Zealand's biosecurity. The Biosecurity Act 1993, which was a world first for biosecurity control, was passed to "restate and reform the law relating to the exclusion, eradication, and effective management of pests and unwanted organisms".

National biosecurity in Australia is governed and administered by two federal government departments, the Department of Health and the Department of Agriculture, Fisheries and Forestry. The Biosecurity Act 2015 (C'wealth) and related legislation is administered by the two departments and manages biosecurity risks at the national border. The Act aims to manage biosecurity risks to human health, agriculture, native flora and fauna and the environment. It also covers Australia's international rights and obligations, and lists specific diseases which are contagious and capable of causing severe harm to human health. Each state and territory has additional legislation and protocols to cover biosecurity in their jurisdiction (post-border) including the detection of pests and diseases that have breached the national border.

Its key areas of work include primary sector industries, and biosecurity.
