The fifth election to Dyfed County Council was held in May 1989. [1] It was preceded by the 1985 election and followed by the 1993 election. There were extensive boundary changes at this election.
The Independents remained the largest party with Labour the nearest challenger.
Minor boundary changes. This ward was largely based on the previous Teifiside No.3 Ward. Dewi Lewis, who previously represented Cardigan, chose to contest Aberporth on this occasion after the siting Liberal member retired.

Aberporth is a Welsh coastal village, local-government community and electoral ward in Ceredigion. The population at the 2001 Census, was 2,485, of whom 49 per cent could speak the Welsh language. At the 2011 Census, the population of the community was 2,374 and of the village 1241. Aberporth's beaches have earned Blue Flag status.
Carmarthen railway station is on the edge of the town of Carmarthen, Wales, south of the River Towy. It is on the West Wales Line. The station and most of the passenger trains serving it are operated by Transport for Wales. Great Western Railway also run a limited service between Carmarthen and London Paddington, usually one train each way daily with additional services on Sunday.
The Carmarthen and Cardigan Railway was a 7 ft 1⁄4 in broad gauge railway line in south-west Wales that was intended to connect Carmarthen on the South Wales Railway with Cardigan. In fact, it was unable to raise the necessary capital and was loss-making from the time of opening the first short section of its line in 1860, and it was in receivership for much of its life. It eventually reached Llandyssil in 1864, but was not extended further during its independent existence.
Carmarthen East and Dinefwr is a constituency of the National Assembly for Wales. It elects one Assembly Member by the first past the post method of election. The Pembroke Deanery is a Roman Catholic deanery in the Diocese of Menevia, Swansea, Wales that covers several churches in Pembrokeshire and the surrounding area. In the early 2010s, the Aberystwyth Deanery was dissolved and its churches in Ceredigion were distributed to the surrounding deaneries. The churches in the north, such as those in Aberystwyth, became part of the Llandrindod Wells Deanery, Lampeter went to the Carmarthen Deanery and the western churches, such as those in Cardigan, became part of the Pembroke Deanery.
The office of High Sheriff of Dyfed was established in 1974 as part of the creation of the county of Dyfed in Wales following the Local Government Act 1972, and effectively replaced the shrievalties of the amalgamated counties of Cardiganshire, Carmarthenshire and Pembrokeshire.
