Fidelis Oyakhilome (born 13 April 1939) was Nigerian military governor of Rivers State from January 1984 until August 1986 during the administrations of Generals Muhammadu Buhari and Ibrahim Babangida. [1]
Oyakhilome was born on 13 April 1939 in Ewu,Ishan in Edo State. He joined the Nigerian Police Force in 1959. He studied law at the University of Ife (now Obafemi Awolowo University),Ile-Ife (1965–1968) and then at the Nigerian Law School,Lagos (1968–1969),being called to the Nigerian Bar on graduation. [2]
Oyakhilome became Chief Superintendent of Police,Criminal Investigation Division of the Rivers State Police,Port Harcourt (1972–1974). He served in Grenada (1975–1977). [2] He became military governor of Rivers State in January 1984 after the military overthrow of the Nigerian Second Republic. On 19 April 1984,Oyakhilome signed the edict establishing the Rivers State School of Basic Studies,later to become the Rivers State College of Arts and Science in Port Harcourt. [3] As governor he successfully increased agricultural output in the state. [4] His "School to Land" program made headline news,but was later abandoned as enthusiasm waned. [5] He was redeployed on 26 August 1986,replaced by Colonel Anthony Ukpo. [6]
Oyakhilome was chairman of the National Drug Law Enforcement Agency (NDLEA) (1988–1991). [2] He was dismissed after being accused of having a relationship with Jennifer Madike,a Lagos businesswoman and socialite who had been arrested for drugs-related offences. [7] Before her arrest,she had a successful career with her company,Biofrika Ventures,and through real estate,and was a constant subject of the gossip columns. [8] She was arrested on a charge of collecting US$80,000 from three men,claiming she was going to give the money to Oyakhilome to secure the release of two suspected drug dealers. [9] The United States later unsuccessfully applied for extradition of one of the dealers on charges of heroin smuggling. [10]
After leaving the NDLEA,Oyakhilome became head of his own private law firm. [2] He represented retired police officers at the National Political Reform Conference in 2005. [11] In 2009,he was vice-chairman of the Association of Retired Police Officers of Nigeria (ARPON). [12] He was an investor in EBS Nigeria,a previously unknown firm that in June 2006 gained a major contract for supply of anti-retroviral drugs from the Federal Ministry of Health. Other directors included retired military officers Brigadier General Abu Ahmadu and Major General David Jemibewon. [11]
In 2008,as a consultant to the National Universities Commission (NUC) he gave a list of 33 "universities" that were operating illegally in Nigeria since they had not been licensed by the Federal Government and NUC. [13]

Obafemi Awolowo University (OAU) is a federal government-owned university that is located in the ancient city of Ile-Ife,Osun State,Nigeria. The university was founded in 1961 and classes commenced in October 1962 as the University of Ife by the regional government of Western Nigeria,which was led by Samuel Ladoke Akintola. It was renamed "Obafemi Awolowo University" on 12 May 1987 in honour of Obafemi Awolowo (1909–1987),the first premier of the Western Region of Nigeria,whose idea the university was.
The Nigeria Police Force is the principal law enforcement and the lead security agency in Nigeria. Designated by the 1999 constitution as the national police of Nigeria with exclusive jurisdiction throughout the country,as at 2016 it has a staff strength of about 371,800. There are currently plans to increase the force to 650,000,adding 280,000 new recruits to the existing 370,000. The Nigeria Police Force is a very large organisation consisting of 36 State commands and Federal Capital Territory (FCT) grouped into 17 zones and 8 administrative organs. The agency is currently headed by IGP Usman Alkali Baba. In 2020,it underwent major overhauls.
Ogbonna Okechukwu Onovo is a former Inspector General of the Nigerian Police (IGP),serving from July 2009 to September 2010. He was appointed IGP upon the retirement of Mike Mbama Okiro.
The National Drug Law Enforcement Agency (NDLEA) is a federal law enforcement agency in Nigeria under the Federal Ministry of Justice charged with eliminating the growing,processing,manufacturing,selling,exporting,and trafficking of hard drugs. The agency was established by Decree Number 48 of 1989. The NDLEA is present in international airports,seaports,and border crossings. The NDLEA also targets the leaders of narcotics and money laundering organizations.
Ahmadu Giade,a retired deputy commissioner of police,was appointed chairman of the Nigerian National Drug Law Enforcement Agency (NDLEA) in November 2005. He replaced Bello Lafiaji,who was dismissed by President Obasanjo due to allegations of corruption. Giade has also served as Special Assistant on Narcotic Drugs and Psychotropic Substances to the president of Nigeria,Muhammadu Buhari.
Mohammed Buba Marwa,is a retired Nigerian army brigadier general,who has served as Chairman of the National Drug Law Enforcement Agency (NDLEA) since January 2021. He previously served as governor of Lagos State from 1996 to 1999 during the military regime of Generals Sani Abacha and Abdulsalami Abubakar and governor of Borno State from 1990 to 1992 during the military regime of General Ibrahim Babangida.

Dominic Obukadata Oneya was Administrator of Kano State,Nigeria from August 1996 to August 1998 during the military regime of General Sani Abacha,then Administrator of Benue State from August 1998 to May 1999 during the transitional regime of General Abdulsalami Abubakar,handing over power to the elected executive governor George Akume on 29 May 1999. Later,he became Chairman of the Nigeria Football Association.

The University of Port Harcourt was ranked the sixth in Africa and the first in Nigeria by Times Higher Education in 2015. In July 2021,Prof. George Owunari was appointed substantive Vice-Chancellor of the university.
David Medayese Jemibewon(Listen) is a retired Nigerian Army major general who served as military governor of the now defunct Western State during the military regime of General Murtala Muhammed,governor of Oyo State after it had been created from part of the old Western State during the military regime of General Olusegun Obasanjo,and later as Minister of Police Affairs in the cabinet of President Olusegun Obasanjo after the return to democracy. He was a contender for the Kogi West Senatorial District in Kogi State.

Parry Benjamin Osemwegie Osayande is a retired Deputy Inspector General of police. He was the commissioner of police of the former Bendel state during the Anini saga which terrorised Nigeria in the 1980s. Under his watch as commissioner of police in the now defunct Bendel state,Lawrence Anini,the infamous armed robber was captured and executed. In 1990,Parry Osayande directed the operations which suppressed the Bauchi religious inspired riots in which several people died. In 1992,Osayande led the Federal Government delegation to Namibia under the auspices of the United Nations Transition Assistance Group to monitor the behaviour,conduct and activities of the South West African Police and assist Namibian citizens to hold free and fair elections. Osayande retired as Deputy Inspector General of police in 1992. He was later appointed as Chairman of the Police Service Commission in 2010 by the Goodluck Jonathan administration,a position he held until 2014. Osayande served in several committees set up by the Nigerian Federal Government to reform the Police force.
