The Oceania Football Confederation (OFC) is one of the six continental confederations of international association football. The OFC has 13 members, 11 of which are full members and two which are associate members not affiliated with FIFA. It promotes the game in Oceania and allows the member nations to qualify for the FIFA World Cup.

Shamsaei has been named AFC Futsal Player of the Year on three occasions. He has also won eight AFC Futsal Championships with Iran. Shamsaei is regarded as the Ali Daei of futsal by the Asian Football Confederation.

Football is a sport with a comparatively brief history in Bhutan, having had an initial period of favour in the mid-twentieth century, when it was first introduced to the country by visiting teachers from India and Europe.
