Gabriel Rodrigo Ribeiro Tavares Bernardino (born 1964) is a Portuguese mathematician [1] who has been serving as the chairman of the European Insurance and Occupational Pensions Authority (EIOPA) from 2011 to 2021. [2] [3]
Bernardino was born in Bombarral,a village north of Lisbon. His father was a farmer. [4] He holds degrees in mathematics and statistics from the Universidade Nova de Lisboa. [5]
During Portugal's presidency of the Council of the European Union in 2007,Bernardino chaired the initial Council working group responsible for negotiating the Solvency II directive and the Accounting Expert Group. [6] From 2009 to early 2011,he served as chairman of the managing board of the Committee of European Insurance and Occupational Pensions Supervisors (CEIOPS),EIOPA's predecessor. [2]
Bernardino took up the post of chairman of the newly created European Insurance and Occupational Pensions Authority on 1 March 2011,for a first five-year term. His nomination followed a pre-selection of the European Commission and was confirmed by the European Parliament after a public hearing on 1 February 2011. [7] On 16 December 2015,the European Parliament reelected Bernardino for a second five-year term,which started on 1 March 2016 and ended in February 2021. As Chairman of EIOPA,he was responsible for the strategic direction of the financial regulatory authority.
Financial regulation is a form of regulation or supervision,which subjects financial institutions to certain requirements,restrictions and guidelines,aiming to maintain the stability and integrity of the financial system. This may be handled by either a government or non-government organization. Financial regulation has also influenced the structure of banking sectors by increasing the variety of financial products available. Financial regulation forms one of three legal categories which constitutes the content of financial law,the other two being market practices and case law.

The Pan-European Pension Product (PEPP) or like Pan-European Personal Pension Product is a proposed pension which will be available to residents of the European Union. The PEPP is designed to give the 240 million savers in the EU a better choice in the fragmented and uneven European market,where options are nearly non-existent in some member states. PEPPs are regulated by the Regulation 2019/1238. This regulation lays the legal foundation for a single European market for personal pensions. The PEPP will be complementary to existing state,occupational and private pension systems on national level. After endorsement by the European Parliament and official adoption by the European Council the PEPP regulation was published in July 2019 and will enter into application in August 2020. The first PEPPs are expected to be offered in late 2021.
