The Illinois General Assembly (IGA) is the bicameral legislature of the U.S. state of Illinois and comprises the Illinois House of Representatives and the Illinois Senate. The General Assembly was created by the first state constitution adopted in 1818. The State Senate has 59 members while the House has 118 members, all elected from single-member districts. A Senate district is formed by combining two adjacent House districts. The current General Assembly is Illinois's 100th. The General Assembly meets in the Illinois State Capitol in Springfield, Illinois. Its session laws are generally adopted by majority vote in both houses, and upon gaining the assent of the Governor of Illinois. They are published in the official Laws of Illinois.
The Illinois House of Representatives is the lower house of the Illinois General Assembly, the bicameral legislature of the U.S. state of Illinois. The body was created by the first Illinois Constitution adopted in 1818. The House consists of 118 representatives elected from individual legislative districts for two-year terms with no limits; redistricted every 10 years, based on the 2010 U.S. census each representative represents approximately 108,734 people.
The 1998 United States House of Representatives elections were part of the midterm elections held during President Bill Clinton's second term. They were a major disappointment to the Republicans, who were expecting to gain seats due to the embarrassment Clinton suffered during the Monica Lewinsky scandal, and the "six-year itch" effect observed in most second-term midterm elections. However, the Republicans lost five seats to the Democrats, but retained a narrow majority in the House. A wave of Republican discontent with Speaker Newt Gingrich prompted him to resign shortly after the election; he was replaced by Congressman Dennis Hastert of Illinois.

Robin Lynne Kelly is an American politician from Illinois who has served as the U.S. Representative from Illinois's 2nd congressional district since 2013. A Democrat, Kelly served in the Illinois House of Representatives from 2003-07. She then served as chief of staff for Illinois State Treasurer Alexi Giannoulias until 2010. She was the 2010 Democratic nominee for State Treasurer, but was defeated in the general election. Prior to running for Congress, Kelly served as the Cook County Chief Administrative Officer.
Gregory S. Harris is a Democratic member of the Illinois House of Representatives, having represented the state's 13th district since 2007. He was elected in November 2006, having been selected by the 13th district's Democratic ward committeemen to replace Larry McKeon as the party's nominee on the November ballot. No Republican filed for the District 13 seat in downtown Chicago so he was elected unopposed. He also ran unopposed for re-election in 2008.
