In international relations, intergovernmentalism treats states (and national governments in particular) as the primary actors in the integration process. Intergovernmentalist approaches claim to be able to explain both periods of radical change in the European Union because of converging governmental preferences and periods of inertia because of diverging national interests.

Intergovernmentalism is distinguishable from realism and neorealism because it recognized the significance of institutionalisation in international politics and the impact of domestic politics upon governmental preferences.

Regional integration

European integration

The best-known example of regional integration is the European Union (EU), an economic and political intergovernmental organisation of 27 member states, all in Europe. [1] [2] The EU operates through a system of supranational independent institutions and intergovernmental negotiated decisions by the member states. [3] [4] [5] Institutions of the EU include the European Commission, the Council of the European Union, the European Council, the Court of Justice of the European Union, the European Central Bank, the Court of Auditors, and the European Parliament. The European Parliament is elected every five years by EU citizens.

The EU has developed a single market through a standardised system of laws that apply in all member states. Within the Schengen Area (which includes 22 EU and 4 non-EU European states) passport controls have been abolished. [6] EU policies favour the free movement of people, goods, services, and capital within its boundaries, [7] enact legislation in justice and home affairs, and maintain common policies on trade, [8] agriculture, [9] fisheries and regional development. [10]

A monetary union, the eurozone, was established in 1999 and is composed of 17 member states. Through the Common Foreign and Security Policy the EU has developed a role in external relations and defence. Permanent diplomatic missions have been established around the world. The EU is represented at the United Nations, the World Trade Organization, the G8 and the G-20.

Intergovernmentalism represents a way for limiting the conferral of powers upon supranational institutions, halting the emergence of common policies. In the current institutional system of the EU, the European Council and the Council play the role of the institutions which have the last word about decisions and policies of the EU, institutionalizing a de facto intergovernmental control over the EU as a whole, with the possibility to give more power to a small group of states. This extreme consequence can create the condition of supremacy of someone over someone else violating the principle of a "Union of Equals". [11] However, from a neo-functionalist viewpoint, some scholars argue that despite the appearance of intergovernmental dominance, the EU's supranational institutions have progressively expanded their influence through spillover effects, which gradually limit member states' control and enhance deeper integration. [12]

African integration

The African Union (AU, or, in its other official languages, UA) is a continental intergovernmental union, similar but less integrated to the EU, consisting of 54  African states. The AU was presented on 26 May 2001 in Addis Ababa, Ethiopia and officially founded on 9 July 2002 in Durban, South Africa to replace the Organisation of African Unity (OAU). [13] The most important decisions of the AU are made by the Assembly of the African Union, a semi-annual meeting of the heads of state and government of its member states. The AU's secretariat, the African Union Commission, is based in Addis Ababa, Ethiopia.

The European Coal and Steel Community (ECSC) was a European organization created after World War II to integrate Europe's coal and steel industries into a single common market based on the principle of supranationalism which would be governed by the creation of a High Authority which would be made up of appointed representatives from the member states who would not represent their national interest, but would take and make decisions in the general interests of the Community as a whole. It was formally established in 1951 by the Treaty of Paris, signed by Belgium, France, Italy, Luxembourg, the Netherlands, and West Germany and was generally seen as the first step in the process of European integration following the end of the Second World War in Europe. The organization's subsequent enlargement of both members and duties ultimately led to the creation of the European Union.

<span class="mw-page-title-main">European Economic Community</span> Former international organisation

The European Economic Community (EEC) was a regional organisation created by the Treaty of Rome of 1957, aiming to foster economic integration among its member states. It was subsequently renamed the European Community (EC) upon becoming integrated into the first pillar of the newly formed European Union (EU) in 1993. In the popular language, the singular European Community was sometimes inaccurately used in the wider sense of the plural European Communities, in spite of the latter designation covering all the three constituent entities of the first pillar. The EEC was also known as the European Common Market (ECM) in the English-speaking countries, and sometimes referred to as the European Community even before it was officially renamed as such in 1993. In 2009, the EC formally ceased to exist and its institutions were directly absorbed by the EU. This made the Union the formal successor institution of the Community.

The Treaty of Rome, or EEC Treaty, brought about the creation of the European Economic Community (EEC), the best known of the European Communities (EC). Originally the "Treaty establishing the European Economic Community", and now continuing under the name "Treaty on the Functioning of the European Union", it remains one of the two most important treaties in what is now the European Union (EU).

The European Communities (EC) were three international organizations that were governed by the same set of institutions. These were the European Coal and Steel Community (ECSC), the European Atomic Energy Community, and the European Economic Community (EEC), the last of which was renamed the European Community (EC) in 1993 by the Maastricht Treaty establishing the European Union. The European Union was established at that time more as a concept rather than an entity, while the Communities remained the actual subjects of international law impersonating the rather abstract Union, becoming at the same time its first pillar. The Treaty of Amsterdam, officially the Treaty of Amsterdam amending the Treaty on European Union, the Treaties establishing the European Communities and certain related acts, was signed on 2 October 1997, and entered into force on 1 May 1999; it made substantial changes to the Treaty of Maastricht, which had been signed in 1992.

European integration is the process of industrial, economic, political, legal, social, and cultural integration of states wholly or partially in Europe, or nearby. European integration has primarily but not exclusively come about through the European Union and its policies.

A supranational union is a type of international organization and political union that is empowered to directly exercise some of the powers and functions otherwise reserved to states. A supranational organization involves a greater transfer of or limitation of state sovereignty than other kinds of international organizations.

Between 1993 and 2009, the European Union (EU) legally comprised three pillars. The political structure of the European Union (EU) is similar to a confederation, where many policy areas are federalised into common institutions capable of making law; the competences to control foreign policy, defence policy, or the majority of direct taxation policies are mostly reserved for the twenty-seven state governments. These areas are primarily under the control of the EU's member states although a certain amount of structured co-operation and coordination takes place in these areas. For the EU to take substantial actions in these areas, all Member States must give their consent. Union laws that override State laws are more numerous than in historical confederations; however, the EU is legally restricted from making law outside its remit or where it is no more appropriate to do so at a state or local level (subsidiarity) when acting outside its exclusive competences. The principle of subsidiarity does not apply to areas of exclusive competence.

A continental union is a regional organization which facilitates pan-continental integration. Continental unions vary from collaborative intergovernmental organizations, to supranational politico-economic unions. Continental unions are a relatively new type of political entity in the history of human government. Throughout most of human history, political organization has been at the local level and in more recent centuries, the sub-regional ("regional")/sub-continental level ; however, starting with the advent of better transportation, weapons and communication there was for the first time the ability for a union of member states to organize at the continental level. After the devastation of the First and Second World Wars in the middle of the twentieth century, Europe began to slowly integrate with the founding of the "European Community", which became a political union covering much of the European continent.

<span class="mw-page-title-main">History of European integration (1948–1957)</span>

The year 1948 marked the beginning of the institutionalised modern European integration. With the start of the Cold War, the Treaty of Brussels was signed in 1948 establishing the Western Union (WU) as the first organisation. In the same year, the International Authority for the Ruhr and the Organization for European Economic Co-operation, the predecessor of the OECD, were also founded, followed in 1949 by the Council of Europe, and in 1951 by the European Coal and Steel Community, with the ensuing moves to create further communities leading to the Treaty of Rome (1957).

<span class="mw-page-title-main">Regional organization</span> International organizations that act within a specific region

Regional organizations (ROs) are, in a sense, international organizations (IOs), as they incorporate international membership and encompass geopolitical entities that operationally transcend a single nation state. However, their membership is characterized by boundaries and demarcations characteristic to a defined and unique geography, such as continents, or geopolitics, such as economic blocs. They have been established to foster cooperation and political and economic integration or dialogue among states or entities within a restrictive geographical or geopolitical boundary. They both reflect common patterns of development and history that have been fostered since the end of World War II as well as the fragmentation inherent in globalization, which is why their institutional characteristics vary from loose cooperation to formal regional integration. Most ROs tend to work alongside well-established multilateral organizations such as the United Nations. While in many instances a regional organization is simply referred to as an international organization, in many others it makes sense to use the term regional organization to stress the more limited scope of a particular membership.

The African Union is a geo-political entity covering the entirety of the African continent. Its origin dates back to the First Congress of Independent African States, held in Accra, Ghana, from 15 to 22 April 1958. The conference aimed at forming the Africa Day to mark the liberation movement of the African people each year, such as to free themselves from foreign dictatorship and to unite Africa. The Organisation of African Unity (OAU), was subsequently established on 25 May 1963 followed by the African Economic Community in 1981. Critics argued that the OAU in particular did little to protect the rights and liberties of African citizens from their own political leaders, often dubbing it the "Dictators' Club".

<span class="mw-page-title-main">International organization</span> Organization established by treaty between governments

An international organization, also known as an intergovernmental organization or an international institution, is an organization that is established by a treaty or other type of instrument governed by international law and possesses its own legal personality, such as the United Nations, the World Health Organization, International Union for Conservation of Nature, and NATO. International organizations are composed of primarily member states, but may also include other entities, such as other international organizations, firms, and nongovernmental organizations. Additionally, entities may hold observer status.

<span class="mw-page-title-main">Enhanced cooperation</span> European Union procedure

In the European Union (EU), enhanced cooperation is a procedure where a minimum of nine EU member states are allowed to establish advanced integration or cooperation in an area within EU structures but without the other member states being involved. As of October 2017, this procedure is being used in the fields of the Schengen acquis, divorce law, patents, property regimes of international couples, and European Public Prosecutor and is approved for the field of a financial transaction tax.

The area of freedom, security and justice (AFSJ) of the European Union (EU) is a policy domain concerning home affairs and migration, justice as well as fundamental rights, developed to address the challenges posed to internal security by collateral effects of the free movement of people and goods in the absence of border controls or customs inspection throughout the Schengen Area, as well as to safeguard adherence to the common European values through ensuring that the fundamental rights of people are respected across the EU.
