Foreign relations of Kazakhstan are primarily based on economic and political security. The Nazarbayev administration has tried to balance relations with Russia and the United States by sending petroleum and natural gas to its northern neighbor at artificially low prices while assisting the U.S. in the War on Terror. Kazakhstan is a member of the United Nations, Collective Security Treaty Organization, Organization for Security and Co-operation in Europe, North Atlantic Cooperation Council, Commonwealth of Independent States, the Shanghai Cooperation Organisation, and NATO's Partnership for Peace program. Kazakhstan established a customs union with Russia and Belarus, transformed into the Eurasian Economical Community then in 2015 into the Eurasian Economic Union. President Nazarbayev has prioritized economic diplomacy into Kazakhstan's foreign policy.

Equivalent to other countries' ministries of foreign affairs, it was created on 2 September 2020 through the merger of the Foreign & Commonwealth Office (FCO) and the Department for International Development (DFID). The Monterrey Consensus was the outcome of the 2002 Monterrey Conference, the United Nations International Conference on Financing for Development. in Monterrey, Mexico. It was adopted by Heads of State and Government on 22 March 2002. Over fifty Heads of State and two hundred Ministers of Finance, Foreign Affairs, Development and Trade participated in the event. Governments were joined by the Heads of the United Nations, the International Monetary Fund (IMF), the World Bank and the World Trade Organization (WTO), prominent business and civil society leaders and other stakeholders. New development aid commitments from the United States and the European Union and other countries were made at the conference. Countries also reached agreements on other issues, including debt relief, fighting corruption, and policy coherence.

The Obama–Medvedev Commission, officially known as the U.S.–Russia Bilateral Presidential Commission, was announced on July 6, 2009 by President of the United States Barack Obama and President of the Russian Federation Dmitry Medvedev during President Obama's visit to Moscow, as a way to improve communication and cooperation between the governments of Russia and the United States. The two Presidents announced that the work of the Commission would be coordinated by Secretary of State Hillary Clinton and Russian Foreign Minister Sergei Lavrov.
