James Larsen (born March 1965) is an Australian diplomat and bureaucrat currently serving as the Ambassador and Permanent Representative of Australia to the United Nations. He has previously worked as the Ambassador to Turkey and the Ambassador to Israel. [1]
Larsen was born in Geelong, [2] and later studied at the University of Melbourne,attaining a Bachelor of Arts and a Bachelor of Laws. [3] Before joining the Department of Foreign Affairs and Trade,Larsen worked as a commercial solicitor for MinterEllison from 1988 to 1991. [3] He joined DFAT in 1992,and worked as second secretary at the Australian embassy in Thailand from 1994 to 1997. [2] Larsen was then appointed as director of the Administrative and Domestic Law Group from 1998 to 2000,before joining the Australian embassy in Belgium as counsellor. [2] From 2004 to 2006 he was legal adviser and assistant secretary in the legal branch of DFAT. [2] In 2006 he was appointed Ambassador to Israel. In this post,he oversaw the relocation of the Australian embassy from Europe House to South Tel Aviv. [4] His next appointment was as Ambassador for People Smuggling Issues. [5] He then became principal advisor to Foreign Minister Bob Carr. [6] He served as the Ambassador to Turkey from 2014 to 2017. [7] Larsen was only 20 m (66 ft) from the blast in the March 2016 Ankara bombing. [8] [9] [10]
In 2020,he was appointed Deputy Secretary of the Department of Agriculture,Water and the Environment,and managed the industrial relations working group of the National COVID-19 Coordination Commission. [7] In 2021,Larsen was appointed Deputy Secretary of the Department of Climate Change,Energy,the Environment and Water and climate coordinator to manage the work undertaken by DFAT and the Department of Industry,Science,Energy and Resources. [7] Larsen's appointment as permanent representative to the UN was announced on 11 July 2023. [11] [12] He presented his credentials to the Secretary-General of the United Nations on 26 July 2023. In 2023,amidst the Israel–Hamas war,Australia abstained from voting on Resolution ES-10/L.25. Larsen explained that Australia believed the resolution to be incomplete,as it did not recognise Hamas as the perpetrators of the 7 October attacks on Israel,although Australia did "agree with the central proposition,that the humanitarian situation in Gaza is dire and human suffering is widespread and unacceptable." Larsen is married to Antoinette Merrillees,daughter of Robert Merrillees,who are also both career diplomats. [4] They have three children. [3]
Issues relating to the State of Israel and aspects of the Arab–Israeli conflict,and more recently the Iran–Israel conflict,occupy repeated annual debate times,resolutions and resources at the United Nations. Since its founding in 1948,the United Nations Security Council,has adopted 79 resolutions directly related to the Arab–Israeli conflict as of January 2010.
Israel–New Zealand relations are the foreign relations between the State of Israel and New Zealand. While Israel has an embassy in Wellington,New Zealand's embassy in Ankara,Turkey is accredited to Israel. Diplomatic relations between the two countries date back to January 1949. New Zealand has exported a mixture of agricultural and manufactured goods to Israel. In return,Israel has exported a range of manufactured goods to New Zealand. Bilateral relations between the two countries have been complicated by issues such as the 2004 Israel–New Zealand passport scandal,United Nations Security Council Resolution 2334,and the Israel-Palestine conflict.
The State of Israel and the Republic of Turkey formally established diplomatic relations in March 1949. Less than a year after the Israeli Declaration of Independence,Turkey recognized Israeli sovereignty,making it the world's first Muslim-majority country to do so. Both countries gave high priority to bilateral cooperation in the areas of diplomacy and military/strategic ties,while sharing concerns with respect to the regional instabilities in the Middle East. In recent decades,particularly under Turkey's Erdoğan administration,the two countries' relationship with each other has deteriorated considerably. However,diplomatic ties were reinstated after a normalization initiative in mid-2022. Relations soured again after the 2023 Hamas-led attack on Israel,Turkey condemning Israel and condoning Hamas. On 13 November 2024,Erdoğan announced that Turkey was severing all its diplomatic relations with Israel due to Israel's reluctance to end the war in Gaza.
Although relations began in 1835,diplomatic relations between Syria and the United States are currently non-existent;they were suspended in 2012 after the onset of the Syrian Civil War. Priority issues between the two states include the Arab–Israeli conflict,the Golan Heights annexation,alleged state-sponsorship of terrorism,etc. As of 2024,the United States had begun to work with the new Syrian government after the collapse of the former regime under the Assad family.
Canada and Israel share bilateral diplomatic,commercial,and cultural ties. Canada recognised Israel on 11 May 1949,three days before the first anniversary of the Israeli Declaration of Independence,and currently maintains an embassy in Tel Aviv;Israel maintains an embassy in Ottawa,at 50 O'Connor Street,and regional consulates in Montreal and Toronto.
The State of Israel is represented in the Russian Federation through an embassy in Moscow and a consulate-general in Saint Petersburg. Russia is represented in Israel through an embassy in Tel Aviv and a consulate in Haifa. Russia is a member of the Quartet on the Middle East. For many years,Israel was a haven for Russian Jews. This was especially the case during the aliyah from the Soviet Union in the 1970s and 1990s. Israel and the Soviet Union,Russia's predecessor state,were on opposing sides during the Cold War. However,the relationship between Israel and Russia has improved significantly since the early 2000s,with the election of the more pro-Israel Russian leader Vladimir Putin,and the election of the more pro-Russia Israeli leader Ariel Sharon. Putin has had a close relationship with long-serving Israeli prime minister Benjamin Netanyahu.
Israel–United Kingdom relations,or Anglo-Israeli relations,are the diplomatic and commercial ties between the United Kingdom and Israel. The British embassy to Israel is located in Tel Aviv. The UK has an honorary consul in Eilat and a non-accredited consulate-general in Jerusalem,that represents the United Kingdom in that city and the Palestinian territories. Israel has three representative offices in the United Kingdom:an Embassy located in London and consulates in Cardiff and Glasgow. As of 2023 trade exceeded 6.1 billion British pounds. Israel and the UK engage together in scientific research,defence and the development of new technologies,with the UK seeking to tap into Israel's considerable high technology sector through local British initiatives. The UK since 2011 has sought to partner British companies with Israeli advanced technology companies. The UK Israeli cooperation has generated £1.2 billion as well as 16,000 British jobs of 250 such partnerships. The United Kingdom and Israel are currently negotiating renewing a free trade agreement.
Ireland–Israel relations are foreign relations between Ireland and the State of Israel. Relations between the two countries have been complex and generally strained due to their conflicting positions on the Israeli–Palestinian conflict.
Israel–Singapore relations refers to the bilateral relations between the State of Israel and the Republic of Singapore. Relations between the two countries have been extremely cordial and friendly for more than half a century.

The Victoria Affair was a military operation conducted by the Israel Defense Forces (IDF) in March 2011 in which the Israeli Navy intercepted the vessel Victoria on the international waters in the Mediterranean,and discovered concealed weapons which,according to the IDF,were destined for Palestinian militant organizations in the Gaza Strip. The vessel was found to be carrying approximately 50 tons of weapons,including C-704 anti-ship missiles,rocket launchers,radar systems,mortar shells and rifle ammunition.

Palestine–Ukraine relations are bilateral relations between the State of Palestine and Ukraine. The Ukrainian Soviet Socialist Republic recognized Palestinian independence on 19 November 1988. Palestine recognized Ukraine as a sovereign state in February 1992. On 2 November 2001,the two countries established diplomatic relations and the Palestinian embassy opened the same day. Ukraine has supported UN resolutions against Israel's occupation of the Palestinian territories.But they are not on the best terms in the current global climate.
Italy has yet to recognize Palestine as a sovereign state,partly due to a desire to await the outcome of the currently stalled negotiations,and partly because the majority of European Union countries do not recognize it either. Nevertheless,Italy firmly backs the creation of the State of Palestine in accordance with the two-state solution. It also helps to fund UNRWA,which assists Palestinian refugees. Both nations are a part of the Union for the Mediterranean.
United Nations General Assembly Resolution ES-10/21 is a resolution of the tenth emergency special session of the United Nations General Assembly relating to the Israel–Hamas war.
The Israel–Hamas war sparked a major diplomatic crisis,with many countries around the world reacting strongly to the conflict that affected the momentum of regional relations. At least nine countries took the drastic step of recalling their ambassadors and cutting diplomatic ties with Israel. The conflict has also resulted in a renewed focus on a two-state solution to the ongoing conflict.
United Nations General Assembly Resolution ES-10/22 is a resolution of the tenth emergency special session of the United Nations General Assembly calling for an immediate ceasefire in the Israel–Hamas war,"immediate and unconditional" hostage release,"ensuring humanitarian access" and that "all parties comply with their obligations under international law".
