Silchar is a city and the headquarters of the Cachar district of the state of Assam, India. It is second largest city of North Eastern Region after Guwahati in terms of area, population and GDP. It is also administrative capital of Barak Valley division. It is located 343 kilometres south east of Guwahati. He was a member of the Assam Legislative Assembly being elected 7 times. He was first elected in 1967. In 2015, he was made a Cabinet Minister of Assam.

Kesab Chandra Gogoi was an Indian politician who was the Chief Minister of the state of Assam for two months in 1982. For most of his political career, he was a member of Indian National Congress. He was a finance minister in the Assam state cabinet twice and a member of the Assam Legislative Assembly from Dibrugarh constituency.

He was the vice president of the Editors' Guild of India and authored seven books in Assamese and English. A 2005 recipient of the Kanaklata Barua and Mukunda Kakati Memorial Award, Kakati was awarded the fourth highest civilian award of the Padma Shri by the Government of India in 1991.

Prasanta Phukan is a Bharatiya Janata Party politician from Assam. He has been elected in Assam Legislative Assembly election in 2006, 2011, 2016 and 2021 from Dibrugarh. He is the incumbent MLA of Dibrugarh. In 2021, Prasanta Phukan won the Assam Legislative Assembly Election with a margin of 38005 votes. He was the Chairperson of the Managing Committee of Assam Medical College and Hospital, Dibrugarh, before he resigned.
