West Liberty University (WLU) is a public university in West Liberty,West Virginia. It is West Virginia's oldest college or university. It offers more than 70 undergraduate majors plus graduate programs,including a master's degree in education,a physician assistant studies program,and an online MBA. WLU's athletic teams,known as the Hilltoppers,are charter members of the NCAA Division II Mountain East Conference with nearly 400 student-athletes participating in 16 intercollegiate sports,including football,basketball,wrestling,track,acrobatics &tumbling and baseball.

The other 10 secessionist states had not yet been readmitted,and therefore were not seated.

The congressional reapportionment based on the 1860 United States Census was performed assuming the seceded states were still in the union,increasing the number of congressional districts to 241. West Virginia was given three seats from Virginia after the former broke away from the latter to rejoin the union as a separate state. The seceded states remained unrepresented and left 58 vacancies. Republicans lost 22 seats and the majority,while Democrats gained 28.

Due to redistricting,this was the first House of Delegates election in which all members were elected from single member districts,with West Virginia following a trend of states phasing out multi-member districts in recent decades.
