Sir Jonathan Stephen Cunliffe,CB (born 2 June 1953) is a senior British civil servant,currently serving as Deputy Governor of the Bank of England for Financial Stability.
Cunliffe studied at Manchester University. He lectured at the University of Western Ontario,before joining the UK Department of the Environment and Transport in 1980. [1] [2]
He was appointed Deputy Director for International Finance at HM Treasury in 1998,then promoted to Director of International Finance,and then managing director of Macroeconomic Policy and International Finance. In 2001 he became managing director of Finance,Regulation and Industry for a year,before reverting to managing director of Macroeconomic Policy and International Finance. In 2005 Cunliffe's position was promoted to that of Second Permanent Secretary,remaining managing director of Macroeconomic Policy and International Finance,later focussed to managing director of International and Finance. In 2007 following Gordon Brown's appointment as Prime Minister,Cunliffe was appointed Head of the European and Global Issues Secretariat. This role included being the Prime Minister's Advisor on International Economic Affairs and on the EU in the Prime Minister's Office. [1] [4]
On 24 June 2011,Number 10 announced that Cunliffe would replace Kim Darroch as British Permanent Representative to the EU in January 2012. [5] He was replaced in the role by Ivan Rogers.
Cunliffe currently serves as Deputy Governor of the Bank of England for Financial Stability. He took up the role in November 2013 and is an ex officio member of the Bank's Financial and Monetary Policy Committees and its Court of Directors. [6] He replaced Paul Tucker when the latter was passed over for promotion to Governor in favour of Mark Carney,and chose instead when the announcement was made in June 2013 to lecture at Harvard. [7]
In September 2020,Cunliffe was appointed to the UK Holocaust Memorial Foundation by the then Communities Secretary Robert Jenrick. [8]
Cunliffe oversaw "Project Bookend",the Bank of England's project to examine the possible economic effects of the UK leaving the EU following the upcoming 2016 United Kingdom European Union membership referendum. [9] This was alleged to have been inadvertently revealed after a senior official emailed details about the project to an editor at The Guardian newspaper. [9]
Cunliffe suggested in a March 2014 speech at Chatham House that the domestic banks were too big to fail (TBTF),and instead of the nationalisation process used in the case of HBOS,RBS and threatened for Barclays (all in late 2008),could henceforth be bailed-in. [7]
Cunliffe,who is Anglo-Jewish, [10] married his wife at the New London Synagogue in St John’s Wood,north-west London. [11] He has two daughters,one of whom works as an online editor at the New Statesman. [12] [1] He was appointed a Companion of the Order of the Bath ("CB") in the New Year Honours 2001, [13] and made a Knight Bachelor in the New Year Honours 2010. [14]

The governor of the Bank of England is the most senior position in the Bank of England. It is nominally a civil service post,but the appointment tends to be from within the bank,with the incumbent grooming their successor. The governor of the Bank of England is also chairman of the Monetary Policy Committee,with a major role in guiding national economic and monetary policy,and is therefore one of the most important public officials in the United Kingdom.

Walter Cunliffe,1st Baron Cunliffe,GBE was a British banker who established the merchant banking business of Cunliffe Brothers in London,and who was Governor of the Bank of England from 1913 to 1918,during the critical World War I era. He was created 1st Baron Cunliffe in 1914. He chaired the Cunliffe Committee which reported in 1918 with a plan for the monetary policy of the central bank and government after the war,which helped to shape fiscal policy.

He was formerly the Deputy Governor of the Bank of England,with responsibility for financial stability,and served on the Bank's Monetary Policy Committee from June 2002 until October 2013 and its interim and then full Financial Policy Committee from June 2011. In November 2012 he was turned down for the position of governor in favour of Mark Carney. In June 2013,Tucker announced that he would leave the Bank of England,and later that he would be moving to Harvard. He was knighted in the 2014 New Year Honours for services to central banking. His first book,Unelected Power,was published in May 2018 and his second book,Global Discord was published in November 2022.
Mark Joseph Carney is a Canadian economist and banker who was the governor of the Bank of Canada from 2008 to 2013 and the governor of the Bank of England from 2013 to 2020. He is chairman,and head of impact investing at Brookfield Asset Management since 2020,and was named chairman of Bloomberg Inc.,parent company of Bloomberg L.P.,in 2023. He was the chair of the Financial Stability Board from 2011 to 2018. Prior to his governorships,Carney worked at Goldman Sachs as well as the Department of Finance Canada.

She previously served as president and vice chancellor of the London School of Economics from 2017 to 2023. She also serves on the board of directors of the Bill &Melinda Gates Foundation.

Charlotte Mary Hogg is a British management consultant and senior executive in financial services and central banking. In October 2017 she was appointed as CEO of Visa’s European operations. She was the chief operating officer of the Bank of England between 2013 and 2017,and additionally served briefly as Deputy Governor at the Bank of England from 1 March 2017 to 14 March 2017,before resigning from both positions because she had failed to declare that her brother was employed in the banking industry.
