Karl Edward Rice, known online as Karl Rock, is a New Zealand blogger [3] and YouTuber based in India. He is best known for his vlogs, which are centred around his travels in the Indian subcontinent, and his book How to Travel in India. [4] [5] [6] [7]
Rock was born in 1982 in Auckland, New Zealand where he attended and graduated from the University of Auckland. [8] He frequently travelled to India. [9] [10] [11] In 2019, he married Manisha Malik, an Indian woman from Haryana; [12] [13] he resided with Malik in Delhi until his blacklisting by the Government of India in 2020, which cancelled his travel visa. [14] Rock holds dual citizenship of New Zealand and the Netherlands. [15]
During the COVID-19 pandemic, Rock received public praise on Twitter from Arvind Kejriwal, the chief minister of Delhi, for his efforts in donating plasma at a donation bank of the Government of Delhi. [16]
As part of an investigation with BBC Panorama, Rock teamed up with Jim Browning, a scambaiter and fellow YouTuber, for a joint infiltration into a large-scale technical support scamming operation in the Indian city of Gurgaon, Haryana. [17] The duo recorded footage of the scamming facility via drones and CCTV, and also downloaded 7000 scam-call recording files from the scammers' computers. Their investigation video series was centred around the tendency of scammers to target elderly people and computer-illiterates in countries such as the United Kingdom, the United States, and locally in the Indian subcontinent. In July 2021, Rock uploaded a video on YouTube explaining that his travel visa was cancelled shortly after he left India in October 2020 to travel to Pakistan through Dubai. Upon his attempts to apply for a new visa in Dubai, he was informed that he had been blacklisted by the Government of India and was prohibited from re-entering India. [20] He had last entered the country in November 2019. [20] [21] Rock stated that there was no official reason provided by the Indian government for his blacklisting and that he had not received any response from India's Ministry of Home Affairs following his attempts to contact them. [1] In a statement, India's Ministry of External Affairs and Ministry of Home Affairs stated that Rock had been blacklisted for "multiple visa violations on his last visit". In the context of the blacklisting, an Indian government official stated that Rock had committed a violation by engaging in business activities while on a tourist visa. [22]
Rock returned to India in April 2022, after the restrictions on his entry into the country had been lifted. Rock had promised in April 2022 to make a video about the specifics of this case, but as of May 2024 [update] he has not done so. [23]

He previously was the chief minister from 2013 to 2014 and was serving since 2015. He is also the national convener of the Aam Aadmi Party (AAP) since 2012. He has represented the New Delhi constituency in the Delhi Legislative Assembly since 2015 and from 2013 to 2014.

Manish Sisodia is an Indian politician, journalist and former social activist who served as the first Deputy Chief Minister of Delhi from 2015 to 2023. He represents the Patparganj constituency in Delhi Legislative Assembly since 2015 and had also represented the constituency from 2013 to 2014. He was in judicial custody on corruption charges in the major Delhi liquor scam between February 2023 and August 2024. He received bail from the Supreme Court of India on 9 August 2024, which according to him was a "victory for honesty and truth", even though his party leader was still in jail at that time and has not yet been proven innocent. He is one of the founding members of the Aam Aadmi Party (AAP) and a member of its National Executive Committee.

Legislative Assembly elections were held in Delhi on 8 February 2020 to elect 70 members of the Delhi Legislative Assembly. Voters turnout was recorded at 62.82%, a decline of 4.65% from the previous assembly election in Delhi but 2.2% more than the 2019 Indian general election in Delhi. The term of the assembly elected in 2015 expired on 22 February 2020. The Aam Aadmi Party, led by Arvind Kejriwal won 62 seats to claim an absolute majority in the elections.
The first case of the COVID-19 pandemic in the Indian capital of Delhi was reported on 2 March 2020. Delhi has the seventh-highest number of confirmed cases of COVID-19 in India. The total number of cases reported as of Apr 2022, is 1,867,572 consisting of 26,158 deaths and 1,840,342 who have recovered.
A Tablighi Jamaat religious congregation that took place in Delhi's Nizamuddin Markaz Mosque in early March 2020 was a COVID-19 super-spreader event, with more than 4,000 confirmed cases and at least 27 deaths linked to the event reported across the country. Over 9,000 missionaries may have attended the congregation, with the majority being from various states of India, and 960 attendees from 40 foreign countries. On 18 April, 4,291 confirmed cases of COVID-19 linked to this event by the Union Health Ministry represented a third of all the confirmed cases of India. Around 40,000 people, including Tablighi Jamaat attendees and their contacts, were quarantined across the country.

Aam Aadmi Party Delhi or AAP Delhi is a state wing of Aam Aadmi Party. AAP became a state party in Delhi in 2013. The party contested its first election in Delhi in 2013 and was successful in winning 28 seats in a hung assembly. It got outside support from Indian National Congress and Arvind Kejriwal became the Chief Minister of Delhi but he resigned after 49 days due to differences with INC. In the following 2015 elections, AAP won 67 of the 70 seats in the assembly, limiting BJP at just 3 seats and INC with none and Kejriwal was sworn in as the Chief Minister of Delhi. AAP formed the government again in the subsequent 2020 Delhi Legislative Assembly election, winning 62 seats.
Arvind Kejriwal, the chief minister of Delhi, India, was arrested on 21 March 2024 around 09:00 pm IST after not responding to nine summons from the Enforcement Directorate (ED) in connection with the Delhi liquor scam, becoming the first sitting chief minister in Indian history to be arrested. He was given interim bail by the Supreme Court of India from 10 May 2024 to 1 June 2024 to campaign for 2024 Indian general election. Kejriwal surrendered at the Tihar Jail on 2 June 2024 after the expiration of this bail. A Delhi trial court granted bail to Kejriwal on 20 June, which was stayed by the Delhi High Court on 21 June before he could be released. Kejriwal was questioned for three days and arrested on 26 June 2024 by Central Bureau of Investigation (CBI) from Tihar Jail and subsequently was sent to judicial custody till 12 July. The Supreme Court granted interim bail to Kejriwal in money laundering case related to the alleged excise policy scam on 12 July 2024, but he remained in Tihar Jail as he was also arrested by CBI in corruption case related to the alleged liquor policy scam. The Supreme Court granted bail to Kejriwal on 13 September 2024 in the CBI corruption case.
