Incumbent president of Kazakhstan Kassym-Jomart Tokayev originally announced his candidacy during the State of the Nation Address on 1 September 2022. [2] From there, he also proposed a constitutional change regarding the presidential term office to be extended for a nonrenewable seven-year term. [3] Tokayev was nominated for presidency by the People's Coalition on 6 October 2022, which consisted of several major pro-government political parties and public associations in support. [4] [5] He was officially registered as a candidate on 12 October by the Central Election Commission after garnering a total of 399,809 signatures. [6]
President Kassym-Jomart Tokayev became president following the 2019 election, where he secured his first five-year term of office upon the vote. Had Tokayev chose to run once his term expired the in originally scheduled 2024 presidential election, he would have been eligible by law to seek re-election and possibly continue hold office until 2029.
At the annual State of the Nation Address held on 1 September 2022, Tokayev announced the 2022 presidential election to take place in autumn. [7] From there, Tokayev voiced his interest to run for reelection and proposed a constitutional amendment in changing the president's term of office to a once seven-year term that was planned to be enacted after the elections were initially held, which would have shorten his second term in office to 2027. [8] However, the Parliament of Kazakhstan after public controversy regarding fears of extending presidential time in office, implemented the changes to the law prior before the vote, thus granting the opportunity for Tokayev to serve seven years as president upon being reelected. [9] Tokayev then signed the ratified constitutional amendments into law. [10] After setting the date for the 2022 election by a presidential decree, Tokayev reiterated his commitment to run again and hinted that his election manifesto would outline "new initiatives aimed at achieving socio-economic progress". [11]
Amidst receiving presidential nominations by a number of public associations and political parties, [12] Tokayev expressed his desire to be nominated from "a broad coalition of socio-political forces". [13] This led to the formation of the People's Coalition which included the pro-government parties of Amanat, Aq Jol Democratic Party, and People's Party of Kazakhstan and various public associations supporting Tokayev. [14] The People's Coalition held its first forum on 6 October 2022 that was attended by 2,000 representatives of political parties and more than 30 republican associations. [15] At the event, Tokayev's candidacy was endorsed by the coalition, where Tokayev gave speech in the seven principles in "governing the nation" that included: independence; foundation of the country; interests of the state; spiritual harmony; law and order; creativity; friendship, kindness and compassion. [16]
On 7 October 2022, Tokayev submitted his documents to the Central Election Commission (CEC) that included nominations from the republican public associations. [17] The CEC in the following day of 8 October ruled that Tokayev met necessary compliances and due to his incumbency, was exempted from undergoing the Kazakh state language exam process. [18] On 12 October 2022, Tokayev was officially registered by the CEC as candidate after submitting a total of 399,809 signatures in support. [19]
Älnur Iliaşev, a civil activist and lawyer, appealed to the Supreme Court of Kazakhstan and demanded the CEC to reject Tokayev's candidacy, in which he argued that Tokayev's decree in appointing snap elections violated the principles of voting rights and that the CEC deprived citizens' voting rights to what Iliaşev described the actions as being "illegal and unconstitutional". [20] Nevertheless, the Supreme Court following a hearing case ruled against Iliaşev's plea on 17 October 2022. [21]
Tokayev's campaign was formally launched with the opening of his republican headquarters on 21 October 2022 across Kazakhstan, which began distributing printed leaflets, publication of information materials in the media and social networks. [22] The following day on 22 October, a first meeting of the headquarters was held where chief of staff Erlan Qoşanov outlined the main task in explaining election programme of Tokayev to every electorate and detailed a plan in visiting a total of 207 settlements and hold "hundreds of campaign events". [23]
Tokayev's election visits were accompanied by members of his election headquarters beginning on 27 October, where they visited the Abai Region and met with with the elders and representatives of creative intelligentsia who were presented with Tokayev's election platform including its particular attention to the development of culture, support of the state language, restoration of historical and cultural monuments, along with proposed measures that would allow for development of villages. Tokayev's representatives then met with young students from the Alikhan Bokeikhan University where the canvassers noted that activities related to youth in the election program of Tokayev would be carried out regularly. The visit to Abai Region that same day concluded in a meeting with "Semei Cement" JSC labour collective. [24] [25]
On 28 October, representatives of Tokayev visited Ulytau Region. From there, the team held a meeting with region's residents in the Jezkazgan City House of Friendship and Culture of Peoples from where campaign headquarters' chief of staff Qoşanov described the Ulytau Region as "a sacred place that symbolises the unity of the nation". The representatives then attended several production enterprises such as the "ULYTAU NAN" LLP bakery and "Kazakhmys Smelting" LLP where they explained workers Tokayev's election initiatives in developing business, strengthening trade unions along with protection of labour rights, as well as modernisation of manufacturing processes. [26] [27]
By 29 October, Tokayev's election headquarters reported that it had received a total of 3,460 submitted proposals from voters ranging the topics in a following breakdown: [28] [29]
On 31 October, Tokayev's campaign staff visited Karaganda. There, they met with regional entrepreneurs where the development of the national economy and the stimulation of private business was discussed, with Qoşanov announcing that more than 5,000 campaign events were held. Toktar Aubakirov, a member of election headquarters, embarked the amount of campaign events as being "small", still addressed the need in adding the campaign supporting contribution "to change and renew Kazakhstan" and for everyone supporting Tokayev to "vote as one" on election day. That same day, the representatives paid a visit to Karagandy State University in meeting with students regarding Tokayev's policies on youth and education and later the "Kazakhstanskaya" mine where the campaigners outlined main priorities in supporting labour and improvements towards workers' safety. Qoşanov also met with a local 99 year old Great Patriotic War veteran, Erjan Bürkitov. [30] [31] [32] [33]
On 2 November, Tokayev's representatives paid visit to Almaty Region. In the regional village of Otegen Batyr, Aq Jol chairman Azat Peruashev held a meeting the staff of the children's clinical hospital, where main goals of the development of the national health care system specified in the election program of Tokayev were discussed. Then, the representatives visited the regional capital of Qonayev in meeting of the House of Culture attended by 200 people, which the topics in the development of regions and the renewal of rural infrastructure were mainly discussed. The representatives also talked with the mothers of many children regarding Tokayev's initiatives in supporting younger generation and providing social security for low-income families. [34] [35]
The republican headquarters of Tokayev's campaign had 226 offices with 7,000 workers and consisted of 474 staff members, public figures, representatives of all organiszations, scientific and expert communities, young people, famous athletes, lawmakers, as well as three parliamentary parties and 22 public associations. In a visit to his campaign headquarters on 26 October 2022, Tokayev presented his election programme titled "Just Kazakhstan: for all of us and for each of us. Now and always" (Kazakh : Әділетті Қазақстан: бәріміз және әрқайсымыз үшін. Қазір және әрдайым). [38] With the launch of his official campaign website on 28 October, [39] a full text of Tokayev's programme was published from there to which the proposed change aimed at "fundamental changes" within the economy, social sphere, and regional policies with the reforms ensuring an "effective response to the aspirations of the people" as well as "resilience to the extreme pressure of external challenges" consisting of three principles: [40] [41] [42] [43]

Kassym-Jomart Kemeluly Tokayev is a Kazakh politician and diplomat who has served as the President of Kazakhstan since March 20, 2019.
Snap presidential elections were held in Kazakhstan on 9 June 2019 to elect the President of Kazakhstan following the resignation of long-term President Nursultan Nazarbayev in March 2019. This was the sixth presidential election held since Kazakhstan's independence. The elections were not free and fair, and were widely denounced as a sham. Acting president Kassym-Jomart Tokayev of Nur Otan won the election.
Nadezhda Davydovna Tokayeva is a Kazakh public figure who served as the First Lady of Kazakhstan from 2019 to 2020, as the former wife of Kassym-Jomart Tokayev.
Älihan Ashanūly Smaiylov is a Kazakh politician who served as the prime minister of Kazakhstan from 2022 to 2024.
Presidency of Kassym-Jomart Tokayev began on 20 March 2019, when he assumed office shortly after resignation long-time President Nursultan Nazarbayev; as a Senate Chairman, Tokayev became the Presidential Designate in accordance to the Constitution and would serve as an acting head of state. After declaring snap presidential elections Tokayev, endorsed by Nazarbayev, become the candidate for the ruling Nur Otan party and swept 71% of the vote in the race, thus becoming officially the 2nd President of Kazakhstan. After being inaugurated on 12 June 2019, Tokayev pledged to uphold many of the previous policies by Nazarbayev and at the same time, continue and accelerate social and political reforms.
The 21st Nur Otan Extraordinary Congress was held on 28 January 2022 to elect the new chairman of Nur Otan after former President Nursultan Nazarbayev announced in stepping down from leading the largest ruling party in Kazakhstan for more than 20 years in November 2021 and the days of turmoil conflict that took place in early January. The congress was conducted remotely and attended by 389 delegates. For the first time since 1999, the Nur Otan unanimously elected incumbent President Kassym-Jomart Tokayev as its new party leader.
A constitutional referendum in Kazakhstan, locally called the Republican referendum, was held on 5 June 2022. It was the third referendum since Kazakhstan's independence in 1991, and the first since the 1995 referendum that established the current constitution. The amendments followed violent civil unrest in early January caused by worsening economic conditions and subsequent calls for rapid political reform. The referendum changed 33 of the document's 98 articles. Political commentators assessed that amendments would lessen the influence of the executive branch, grant more powers to the Parliament, and eliminate the powers that former president Nursultan Nazarbayev had retained after resigning from office in 2019.
Presidential elections were held in Kazakhstan on 20 November 2022 to elect the President of Kazakhstan. This was the seventh presidential election since Kazakhstan's independence from the Soviet Union in 1991. Incumbent president Kassym-Jomart Tokayev, an independent, was re-elected for a second term in a landslide, receiving 81% of the vote. His closest challenger, Jiguli Dairabaev of the Auyl Party, received just 3% of the vote, marking the first time since 2015 that all candidates other than the incumbent president failed to garner 5% or more of the vote. This was the first national election since 1999 in which the "against all" option was included on the ballot paper. It received 6% of the total vote. Voter turnout was 69%, the lowest ever in a Kazakh presidential election.
Snap legislative elections were held in Kazakhstan on 19 March 2023 to elect the members of the Mäjilis. This was the ninth legislative election since Kazakhstan's independence in 1991 and the first snap election for the Mäjilis seats since 2016. It was held alongside the local assembly elections.
The People's Coalition, officially the People's Coalition in Support of Kassym-Jomart Tokayev, was an electoral alliance in Kazakhstan formed on 6 October 2022 from various pro-government political parties and republican public associations in support of incumbent President Kassym-Jomart Tokayev's re-election bid for the 2022 presidential election.
Jiguli Dairabaev, the chairman of the Board "Association of Farmers of Kazakhstan" and the Committee of the Agro-Industrial Complex under the Presidium of "Atameken" National Chamber of Entrepreneurs, was nominated by the Auyl People's Democratic Patriotic Party for presidency on 30 September 2022. After submitting documents to the Central Election Commission (CEC) on 5 October 2022, Dairabaev went through a series of qualification procedures and was eventually registered as a candidate on 17 October for the 2022 presidential elections after collecting 125,081 signatures in support.
Nurlan Äuesbaev was confirmed as a candidate on 1 October 2022 by the Nationwide Social Democratic Party (JSDP), the only registered oppositional party in Kazakhstan which for the first contested the presidential election since its formation as Äuesbaev headed the JSDP's branch in the capital city of Astana. Äuesbaev's candidacy was then submitted to the Central Election Commission (CEC) for evaluation on 7 October, and from there passed a series of qualification process including the state language exam for Kazakh where he was declared as fluent on 10 October in by the linguistic commission and led for the CEC subsequently issuing a compliancy for Äuesbaev. Äuesbaev himself then began gathering supported signatures for his campaign, leading to him submitting a total of 120,908 signatures on 20 October, followed by his CEC registration as a candidate for the election.
On 7 October 2022, Qaraqat Äbden's campaign was formed after she received a presidential nomination by the National Alliance of Professional Social Workers (KÄQŪA). The following day on 8 October, Äbden submitted her documents to the Central Election Commission (CEC) to officially run for election. She then participated through a series of qualifications beginning with the Kazakh language exam on 10 October conducted by the linguistic commission which declared her as fluent. After having her compliancy established by the CEC on 11 October, Äbden collected a total of 121,314 signatures by 19 October for campaign support and in result, she received a registration certificate by the CEC, this allowing her to appear on the ballot.
Attorney and civil rights activist Saltanat Tursynbekova received her campaign endorsement by the Qazaq analary–dästürge jol (QA–DJ) public association on 11 October 2022 and that same day, she submitted her nomination to the Central Election Commission (CEC). Her knowledge of the state language exam for Kazakh was ruled as fluent by the linguistic commission on 12 October and was subsequently declared to be qualified to run for presidency by the CEC. From there, Tursynbekova carried out collection of signatures to which a total of 119,316 of them were submitted to the CEC, resulting her official registration as candidate on 20 October in the election.
Following the 2023 Kazakh legislative election, a process of government formation took place in Kazakhstan as incumbent prime minister Älihan Smaiylov alongside his cabinet resigned from the position on 29 March 2023 to serve briefly as acting minister before a new government was appointed.
A referendum on the construction of the first nuclear power plant in Kazakhstan took place on 6 October 2024. The initiative was aimed at reducing fossil fuel reliance, curbing greenhouse gas emissions and bolstering national electricity generation in light of frequent power outages in recent years. At the time of the referendum, Kazakhstan has not had any nuclear power generation capacity since 1999. President Kassym-Jomart Tokayev first proposed the idea of holding a referendum in 2019, and in September 2023, he officially announced that the referendum would take place to address the nation's need to develop nuclear power, leveraging Kazakhstan's status as the world's largest uranium producer. In June 2024, President Tokayev announced that the referendum would be held in autumn, with the specific date determined by the Government.
The Bektenov Government is the 19th and current composition of the government of Kazakhstan under the leadership of Prime Minister Oljas Bektenov. The government was formed on 6 February 2024, after Bektenov was appointed as the PM by President Kassym-Jomart Tokayev and received parliamentary approval, succeeding the previous cabinet led by Älihan Smaiylov. The initial composition of the cabinet featured four newly appointed ministers.
The first inauguration of Kassym-Jomart Tokayev as the president of Kazakhstan took place on Wednesday, 12 June 2019, at the Independence Palace in Nur-Sultan. The event marked the formal commencement of President Tokayev's five-year term, following a historic and peaceful transition of power for the first time in Kazakhstan's history. This transition occurred after Tokayev emerged victorious in the 2019 presidential election, succeeding Nursultan Nazarbayev, who resigned from office in March 2019. Prior to his inauguration, Tokayev had served as acting president.
Jaña Qazaqstan was a parliamentary group in the Mäjilis existing during the 7th convocation from 2022 to 2023. Its formation was a response to President Kassym-Jomart Tokayev's reform initiatives following the January Events.
