A referendum on the construction of the first nuclear power plant in Kazakhstan is planned to take place in the autumn of 2024. This was revealed in June 2024 by President Kassym-Jomart Tokayev. The exact date of the referendum is said to be decided in the future by the Government. [1]

If the referendum ends up being supported by the majority of voters, the nuclear power plant will be built near the Balkhash Lake, in the Ülken village of the Jambyl District, Almaty Region. Described by Tokayev as a necessary action to install a stable electricity source in the country, the idea of a nuclear power plant in Kazakhstan is seen as a possibly dangerous initiative by local ecologists and was protested against by the local population. The ecologists' concern comes from the already unstable water levels in the Balkhash. [1]

Background

The idea of holding a referendum was first raised in 2019 by President Tokayev. [2] This initiative aimed to reduce fossil fuel reliance, curb greenhouse gas emissions, and bolster national electricity generation in light of frequent power outages in recent years. [3] [4] [5] The idea emerged amidst public controversy stemming from Kazakhstan's history of environmental and public health issues due to Soviet nuclear weapon testing at the Semipalatinsk Test Site, as well as concerns about Russia's potential involvement in nuclear power development. [2] The Kazakh government engaged in public deliberations regarding the proposed construction of the Ülken Nuclear Power Plant, emphasizing careful consideration over haste in making their decision. In September 2023, it was officially decided that the referendum would be held, this was said by Tokayev while responding to the nation's need to develop nuclear power using the world's largest uranium production. [7] [8]

In 27 June 2024, at a speech during an awarding ceremony, President Tokayev announced, that the referendum will take place in the autumn of 2024. In the building of the Senate, Deputy Minister of Energy Sūñğat Esimhanov talked about the questions that will be asked on the referendum. According to him, the people will be asked only one thing, whether they support or are against the building of a nuclear power plant. However he also noted that this was "his opinion" and the details will be worked out by the Government. [9]

The people that would help with the construction are yet undecided. It is speculated, however, that Russian, South Korean or French companies would be in charge, the companies CNNC (China), Rosatom, KHNP and the EDF were specifically mentioned to be candidates. [9]

Snap presidential elections were held in Kazakhstan on 20 November 2022 to elect the President of Kazakhstan. This was the seventh presidential election since Kazakhstan's independence from the Soviet Union in 1991. Incumbent president Kassym-Jomart Tokayev, an independent, was re-elected for a second term in a landslide, receiving 81% of the vote. His closest challenger, Jiguli Dairabaev of the Auyl Party, received just 3% of the vote, marking the first time since 2015 that all candidates other than the incumbent president failed to garner 5% or more of the vote. This was the first election since 1999 in which the "against all" option was included on the ballot paper. It received 6% of the total vote. Voter turnout was 69%, the lowest ever in a Kazakh presidential election.

Incumbent president of Kazakhstan Kassym-Jomart Tokayev originally announced his candidacy during the State of the Nation Address on 1 September 2022. From there, he also proposed a constitutional change regarding the presidential term office to be extended for a nonrenewable seven-year term. Tokayev was nominated for presidency by the People's Coalition on 6 October 2022, which consisted of several major pro-government political parties and public associations in support. He was officially registered as a candidate on 12 October by the Central Election Commission after garnering a total of 399,809 signatures.

The utilization of nuclear power in Kazakhstan began with Kazakhstan's first nuclear power plant, the BN-350 fast-neutron reactor in Aktau, operating from 1973 to 1999, a Soviet era prototype investment preceding the BN-600 reactor. Since then, it has only operated four smaller research reactors and did not have nuclear electricity production capabilities. Kazakhstan is the number one country in the world for uranium production volumes, which is used for nuclear fuel. Current plans, reaching back to 1997, foresee the construction of two new nuclear power plants near the towns of Ulken and Kurchatov.

The Electoral district No. 12 is a single-mandate territorial constituency in Kazakhstan, represented in the lower chamber Mäjilis of the Parliament. It is one of two constituencies within the Almaty Region as its seat is centered in Kaskelen, which includes the regional districts of Balkhash, Ile, Jambyl, and Karasay.

New Kazakhstan is a concept developed by President Kassym-Jomart Tokayev that represents a forward-looking national aspiration for progress, renewal, and modernization in various aspects of Kazakhstan's governance and society. It was first proposed in 2022 following the January events as a response to the societal challenges and demands for change during that period.

The first inauguration of Kassym-Jomart Tokayev as the president of Kazakhstan took place on Wednesday, 12 June 2019, at the Independence Palace in Nur-Sultan. The event marked the formal commencement of President Tokayev's five-year term, following a historic and peaceful transition of power for the first time in Kazakhstan's history. This transition occurred after Tokayev emerged victorious in the 2019 presidential election, succeeding Nursultan Nazarbayev, who resigned from office in March 2019. Prior to his inauguration, Tokayev had served as acting president.

Jaña Qazaqstan was a parliamentary group in the Mäjilis existing during the 7th convocation from 2022 to 2023. Its formation was a response to President Kassym-Jomart Tokayev's reform initiatives following the January Events.

Ülken is a village in the Jambyl District of the Almaty Region and the administrative center of the Ülken rural district.
