Khagan Bek is the title used by the bek (generalissimo) of the Khazars.
Khazar kingship was divided between the Khagan and the Bek or Khagan Bek. Contemporary Arab historians related that the Khagan was purely a spiritual ruler or figurehead with limited powers, while the Bek was responsible for administration and military affairs.
In the Khazar Correspondence, King Joseph identifies himself as the ruler of the Khazars and makes no reference to a colleague. It has been disputed whether Joseph was a Khagan or a Bek; his description of his military campaigns make the latter probable. A third option is that by the time of the Correspondence (c. 950–960) the Khazars had merged the two positions into a single ruler, or that the Beks had somehow supplanted the Khagans or vice versa.
Some sources refer to the Khazar Bek as ishad (a Göktürk military rank) or Malik (Arabic for "king", also used as a high rank). He was theoretically the subordinate of the Khagan but in reality controlled the military and civil government for the Khazar khaganate.
Khan is a historic Mongolic and Turkic title originating among nomadic tribes in the Central and Eastern Eurasian Steppe to refer to king. It first appears among the Rouran and then the Göktürks as a variant of khagan and implied a subordinate ruler. The date of his reign is unknown, as the date of the conversion is hotly disputed, though it is certain that Bulan reigned some time between the mid-8th and the mid-9th centuries. Nor is it settled whether Bulan was the Bek or the Khagan of the Khazars.
Joseph ben Aaron was king of the Khazars during the 950s and 960s. Joseph was the son of Aaron II, a Khazar ruler who defeated a Byzantine-inspired war against Khazaria on numerous fronts. Joseph's wife was the daughter of the king of the Alans.
A Khazar ruler during the early 10th century CE, Aaron ben Benjamin was the son of the Khazar king Benjamin. Whether Aaron, like the rest of the Bulanids, was a Khagan or a Bek is an unresolved issue.

According to ibn Fadlan, the Jāwashīghar was an official in the Khazar government under the command of the Kündür Khagan, in turn under Khagan Bek's command. Ibn Fadlan did not describe the duties of this officer.
Khan-Tuvan Dyggvi, according to Omeljan Pritsak, was the name of a Khazar khagan of the mid 830s. He led a rebellion of the Kabars against the Khagan Bek. As this rebellion took place roughly contemporaneously with the conversion of the Khazars to Judaism, Pritsak and others have speculated that the rebellion had a religious aspect. Omeljan Pritsak speculated that a Khazar khagan named Khan-Tuvan Dyggvi, exiled after losing a civil war, settled with his followers in the Norse-Slavic settlement of Rostov, married into the local Scandinavian nobility, and fathered the dynasty of the Rus' khagans. Constantine Zuckerman dismisses Pritsak's theory as untenable speculation, and no record of any Khazar khagan fleeing to find refuge among the Rus' exists in contemporaneous sources.
Hanukkah or Chanukkah ben Obadiah was a hypothetical Khazar ruler who probably reigned during the mid to late ninth century CE. Hanukkah was the son of Obadiah and succeeded his nephew Manasseh I to the throne. No contemporary records from his reign survive; however, he is known from the Khazar Correspondence between Hisdai ibn Shaprut and the Khazar king Joseph. As with the other Bulanids, it is unclear whether Hanukkah was a khagan or a khagan bek; however, most modern scholars lean towards the latter possibility. Historical authenticity and accuracy of the only document mentioning his name has been questioned.
Hezekiah ben Obadiah was a hypothetical ruler of the Khazars, probably in the mid ninth century CE. He was the son of Obadiah, the descendant of Bulan who brought rabbinical scholars to and built yeshivot in Khazaria. Nothing is known about Hezekiah's reign and the historical authenticity and accuracy of the only document mentioning his name has been questioned. As with other Bulanid rulers, it is unclear whether Hezekiah was Khagan or Khagan Bek of the Khazars, although the latter is more likely.
