Lew Allen Jr. was a United States Air Force four-star general who served as the tenth Chief of Staff of the United States Air Force. As chief of staff,Allen served as the senior uniformed Air Force officer responsible for the organization,training,and equipping of 750,000 active duty Air Force,Air National Guard,Air Force Reserve,and civilian personnel serving in the United States and overseas. As a member of the Joint Chiefs of Staff,he and the other service chiefs function(ed) as the military advisers to the Secretary of Defense,the National Security Council,and the president.

Gustavo "Gus" C. Garcia was an American civil rights attorney. Garcia worked with fellow attorney Carlos Cadena in the landmark case Hernández v. Texas (1954),arguing before the US Supreme Court for the end of a practice of systematic exclusion of Hispanics from jury service in Jackson County,Texas. Even though Mexican Americans composed more than 10% of the county's population,no person of Mexican ancestry had served on a jury there and in 70 other Texas counties in over 25 years. The high court,led by Chief Justice Earl Warren,ruled that United States citizens could not be excluded from jury duty based on national origin,because such exclusion denied the accused a jury of his peers.

In addition to his most recent position as Under Secretary of Defense and his previous appointment as Assistant Secretary of the Air Force,Hale has also served in the National Security Division of the Congressional Budget Office and as Executive Director of the American Society of Military Comptrollers. Hale is a fellow of the National Academy of Public Administration and a former member of the Defense Business Board. He was appointed to the National Commission on the Future of the Army by Representative Adam Smith (D-WA).

Prior to that,General Welsh served as Commander of U.S. Air Forces in Europe,as the Associate Director for Military Affairs of the Central Intelligence Agency,and as the Vice Commander of Air Education and Training Command. In earlier portions of his career,he served as a fighter pilot and was a commander at the squadron,group and wing level,in addition to assignments in training,operations,intelligence and acquisitions. He also served as the Commandant of the United States Air Force Academy. He was born in San Antonio,Texas,and entered the Air Force in June 1976 as a graduate of the Air Force Academy.

At the time of his retirement,Flowers had served more than 46 years on active duty,making him the longest-serving airman in Air Force history and the longest serving African American in the history of the United States Department of Defense. Prior to his retirement,the enlisted members of Air Education and Training Command presented Flowers with the Order of the Sword,the Air Force enlisted force's highest honor for officer leadership.
