Leon Howard (born 1955) is an American politician. He is a member of the South Carolina House of Representatives from the 76th District,serving since 1995. He is a member of the Democratic party. [1]
Howard currently serves as Chair of the Richland County Legislative Delegation [2] and serves on the House Ways and Means Committee. [3]
Richland County is a county located in the U.S. state of South Carolina. As of the 2020 census,its population was 416,147,making it the second-most populous county in South Carolina,behind only Greenville County. The county seat and largest community is Columbia,the state capital. The county was established on March 12,1785. Richland County is part of the Columbia,SC Metropolitan Statistical Area. In 2020,the center of population of South Carolina was located in Richland County,in the city of Columbia. The county is also the location of the geographic center of South Carolina,southeast of Columbia.
The South Carolina House of Representatives is the lower house of the South Carolina General Assembly. It consists of 124 representatives elected to two-year terms at the same time as U.S. congressional elections.

The legislature is bicameral and consists of the lower South Carolina House of Representatives and the upper South Carolina Senate. All together,the General Assembly consists of 170 members. The 9th district and the 8th district were lost after the 1840 census. The 5th district and the 6th district were also briefly lost after the Civil War,but both had been regained by the 1880 census.
