The Holy See has long been recognised as a subject of international law and as an active participant in international relations. It is distinct from the city-state of the Vatican City, over which the Holy See has "full ownership, exclusive dominion, and sovereign authority and jurisdiction".
Diplomatic relations between the Holy See and the State of Israel, as well as a concordat defining the status and fiscal and property rights of the Catholic Church and related entities within Israel. Formal diplomatic relations between the two states were established after the adoption of the Fundamental Agreement by the two States on 30 December 1993. A Vatican Nunciature in Israel and an Israeli embassy in Rome were simultaneously opened on 19 January 1994. From the Vatican's point of view, the establishment of diplomatic relations between the two states is part of the Christian–Jewish reconciliation; and from the Israeli point of view, the normalization of diplomatic relations. Prior to the establishment of diplomatic relations, the interests of the Catholic Church in Israel were looked after by the Apostolic Delegate to Jerusalem and Palestine, the Latin Patriarch of Jerusalem and the Custodian of the Holy Land, all of which continue to function.

The head of the nunciature is the Apostolic Nuncio to Israel, who is the holder of a diplomatic position within the Holy See and acts as nuncio (ambassador) of the Holy See to Israel. The office's work takes place in the broader backdrop of Holy See–Israel relations that have evolved considerably since 1994.
Mordechay Lewy is an Israeli diplomat who served as Israel's Ambassador to the Holy See between 12 May 2008 and 31 July 2012. Twice married and the father of three, Lewy joined the Israeli Ministry of Foreign Affairs in 1975. His nomination as Ambassador to the Holy See in May 2008 followed postings to Bonn, Stockholm and Berlin, where he served as the first Consul General after the Unification from 1991 to 1994. In 2000 he returned there as the embassy DCM. His first ambassadorial assignment was to Bangkok and Phnom Penh during the years 1994 to 1997. Lewy also served as the Jerusalem Municipality Mayor's Special Advisor for Religious Communities in a 4-year assignment between 2004 and 2008.
The Apostolic Nunciature to Djibouti is an ecclesiastical office of the Catholic Church in Djibouti. It is a diplomatic post of the Holy See, whose representative is called the Apostolic Nuncio with the rank of an ambassador. The title Apostolic Nuncio to Djibouti is held by the prelate appointed Apostolic Nuncio to Ethiopia; he resides in Ethiopia.
The Apostolic Nunciature to Papua New Guinea is an ecclesiastical office of the Catholic Church in Papua New Guinea. It is a diplomatic post of the Holy See, whose representative is called the Apostolic Nuncio with the rank of an ambassador. The Apostolic Nuncio to Papua New Guinea is usually also the Apostolic Nuncio to the Solomon Islands upon his appointment to said nation. The nuncio resides in Port Moresby.
