Subdivisions of Libya have varied significantly over the last two centuries. Initially Libya under Ottoman and Italian control was organized into three to four provinces, then into three governorates (muhafazah) and after World War II into twenty-five districts (baladiyah). Successively into thirty-two districts (shabiyat) with three administrative regions, and then into twenty-two districts (shabiyat). In 2012 the ruling General National Congress divided the country into governorates (muhafazat) and districts (baladiyat). While the districts have been created, the governorates have not.

The Baladiyah (singular), or baladiyat (plural), is the intended second-level administration subdivision of Libya being reintroduced in 2012 by the General National Congress with Law 59 on the system of local administration, dividing the country into governorates (muhafazat) and districts (baladiyat), with baladiyah having local councils. As the proposed governorates have not been created, the 22 districts continue to serve as the primary administrative divisions of Libya.

Ziyad Jamil Abdel Fattah is a Palestinian politician, writer, journalist and novelist, born in Tulkarm, Palestine. He is one of the leaders of the Fatah movement, founder of the Palestinian News Agency, a member of the Palestinian National Council in the Palestine Liberation Organization for several sessions, and the former president of Federation of Arab News Agencies (FANA), the Palestinian General Authority for Consultations, and the Palestinian National Library. Abdel Fattah was very close to late president Yasser Arafat, and he witnessed all the events on his side. Abdel Fattah has been dubbed "the legend of the Palestinian revolution media."
