The following list sorts all cities (including towns and villages) in the Japanese metropolis of Tokyo with a population of more than 5,000 according to the 2020 Census. As of October 1, 2020, 31 places fulfill this criterion and are listed here. This list refers only to the population of individual cities, towns and villages within their defined limits, which does not include other municipalities or suburban areas within urban agglomerations.
The following table lists the 61 cities, towns, villages and special wards in Tokyo, according to the 2020 Census. The table also gives an overview of the evolution of the population since the 1995 census. [1] Officially, there has been no single Tokyo municipality since 1943. The listing for Tokyo in the table below is the combined population of the 26 special wards, which together form the former boundaries of Tokyo City before its merger with Tokyo Prefecture.

Japan is divided into 47 prefectures, which rank immediately below the national government and form the country's first level of jurisdiction and administrative division. They include 43 prefectures proper, two urban prefectures, one regional prefecture and one metropolis. In 1868, the Meiji Fuhanken sanchisei administration created the first prefectures to replace the urban and rural administrators in the parts of the country previously controlled directly by the shogunate and a few territories of rebels/shogunate loyalists who had not submitted to the new government such as Aizu/Wakamatsu. In 1871, all remaining feudal domains (han) were also transformed into prefectures, so that prefectures subdivided the whole country. In several waves of territorial consolidation, today's 47 prefectures were formed by the turn of the century. In many instances, these are contiguous with the ancient ritsuryō provinces of Japan.
A city is a local administrative unit in Japan. Cities are ranked on the same level as towns and villages, with the difference that they are not a component of districts. Like other contemporary administrative units, they are defined by the Local Autonomy Law of 1947.
Special wards are a special form of municipalities in Japan under the 1947 Local Autonomy Law. They are city-level wards: primary subdivisions of a prefecture with municipal autonomy largely comparable to other forms of municipalities.
The Greater Tokyo Area is the most populous metropolitan area in the world, consisting of the Kantō region of Japan as well as the prefecture of Yamanashi of the neighboring Chūbu region. In Japanese, it is referred to by various terms, one of the most common being Capital Region.
Japan has three levels of governments: national, prefectural, and municipal. The nation is divided into 47 prefectures. Each prefecture consists of numerous municipalities, with 1,719 in total as of January 2014. There are four types of municipalities in Japan: cities, towns, villages and special wards of Tokyo. In Japanese, this system is known as shikuchōson (市区町村), where each kanji in the word represents one of the four types of municipalities. Some designated cities also have further administrative subdivisions, also known as wards. But, unlike the special wards of Tokyo, these wards are not municipalities.
The bureaucratic administration of Japan is divided into three basic levels: national, prefectural, and municipal. They are defined by the Local Autonomy Law of 1947.
