Michael W. Banks is an American law enforcement officer who is the current Chief of the United States Border Patrol. Previously,he served as the first Texas border czar.
Banks attended Southwestern College in Chula Vista,California,where he received an associate's degree in administration of justice,and South Texas College,where he earned a bachelor's degree in organizational leadership. He served as a member of the U.S. Navy Military Police. [1]
Banks joined the United States Border Patrol (USBP) as an officer and served in various positions in over 20 years of experience. [1] He held leadership positions in Texas,Arizona,and California,and was the USBP McAllen Station patrol agent in charge and the USBP Rio Grande Valley Sector executive officer and acting division chief. [1] He later was the acting deputy chief of operations for the USBP headquarters in Washington,D.C.,and after that,was the head agent for the USBP station in Weslaco. [2]
Banks retired from the Border Patrol in January 2023,due to disagreements with the immigration policies of President Joe Biden. [2] [3] Shortly after he retired,he was named by Texas Governor Greg Abbott as the state's first border czar on January 30,2023. [4] [5] Abbott said that Banks was to "tap his expertise to deploy strategies that reduce illegal immigration and keep our community safe," and tasked him with helping build the border wall. [3] He was an advisor to the governor for the border and assisted in Operation Lone Star,the state government's operation to control the U.S.–Mexico border. [6]
On January 16,2025,Banks was named by President-elect Donald Trump to be the Chief of the United States Border Patrol. [7]

Border support operations,formerly known as Operation Faithful Patriot,are currently being conducted as a United States Department of Defense domestic deployment and civil contingency at the Mexico–United States border. According to the United States Northern Command,the operation is being conducted in order to prevent a potential border crossing of migrants from Central America. There is an ongoing migrant crisis in North America concerning the illegal migration of people into the United States across the Mexico-United States border. U.S. Presidents Barack Obama and Donald Trump both referred to surges in migrants at the border as a "crisis" during their tenure. Following a decline in migrants crossing the border during the first Trump administration,illegal border crossings surged during the Joe Biden administration,with over 7.2 million migrants encountered between January 2021 and January 2024,not counting gotaways. Experts have attributed the increase in attempted crossings to pent-up demand,changes in global migration patterns,a change of perceptions by migrants about the ease of crossing,and incentives for migrants to try to cross again after Title 42 expulsions. The number of migrants sent back increased as a result,though the percentage sent back decreased. Border apprehensions fell back to 2020 levels in mid-2024.

Operation Lone Star (OLS) is a joint operation between the Texas Department of Public Safety and the Texas Military Department along the United States–Mexico border in southern Texas. The operation started in 2021 and is ongoing. According to Texas Governor Greg Abbott,the operation is intended to counter a rise in illegal immigration,the illegal drug trade,and human smuggling. Between fiscal year 2020 and fiscal year 2021,migrant apprehensions had risen 278% along the US–Mexico border. According to the governor's office,OLS has resulted in 513,700 migrant apprehensions,44,000 criminal arrests,and 489 million doses of fentanyl seized. As of April 2022,OLS was spending approximately $2.5 million per week and was expected to cost approximately $2 billion per year. Approximately 10,000 National Guard members were deployed in support of OLS at the height of the operation,with around 6,000 deployed as of November 2022. One year after the start of Operation Lone Star,Texas saw a 9% increase in migrant encounters along its border with Mexico,compared to a 62% increase in Arizona,California,and New Mexico along their respective borders with Mexico. As of June 2024,the Department of Public Safety has estimated a 74% drop in illegal border crossings since the start of OLS.
