Mohammad Abdul Momen is a civil servant and secretary of the Public Security Division of the Ministry of Home Affairs. [1] He was appointed after the fall of the Awami League government led by Sheikh Hasina and he sent a number of police officers into retirement after his appointment. [2] [3] [4] He is a member of the board of governors of Bangladesh Institute of International and Strategic Studies. [5]
Momen joined the Bangladesh Civil Service in 1982. [6]
Momen was sent to forced retirement on 6 June 2013. [6]
Momen was appointed Secretary of the Public Security Division on 18 August 2024 after the Sheikh Hasina-led Awami League government fell. [7] At the same time four others were made contractual secretaries, Sheikh Abdur Rashid in the Secondary and Higher Education Division, Ehchanul Haque in Roads and Highways Department, Nasimul Gani in Public Department of President Mohammed Shahabuddin's Office, and M. A. Akmal Hossain Azad in Ministry of Railway. [7] He replaced Md Mokabbir Hossain who was transferred to the Ministry of Science and Technology after serving three days as Secretary of the Public Security Division. [6] [8] At the same time the advisor in charge of the Ministry of Home Affairs was changed from Brigadier General M. Sakhawat Hossain to Lieutenant General Jahangir Alam Chowdhury. [8]
Momen sent three senior police officers, Mohammad Ali Miah, Mahbubur Rahman, and Joydeb Kumar Bhadra, into forced retirement. [9] In September, he sent sent nine more police officers, AKM Hafiz Akhtar, Bashir Ahmed, Devdas Bhattacharya, Khandker Lutful Kabir, Mir Rezaul Alam, Imam Hossain, Mizanur Rahman, Chowdhury Manjurul Kabir, Dadon Fakir, Shamim or Rashid Talukder, and Rafiqul Islam, into forced retirement. [10] He then sent Krishna Pada Roy, Md Mozammel Haque, and Sarder Rakibul Islam into retirement. [11] He sent three more police officers, Harun Ur Rashid, Shahabuddin Khan, and Kh Mahid Uddin, into forced retirement in October. [12] He rehired five police officers, Abdullah Al Mamun, Ali Hossain Khan, Delwar Hossain Mia, Nazmul Karim Khan, and Zillur Rahman, who were sent to retirement by the previous Awami League government. The 21 August 2004 Dhaka grenade attack took place at an anti-terrorism rally organised by Awami League on Bangabandhu Avenue on 21 August 2004. The attack left 24 dead and more than 500 injured. The attack was carried out at 5:22 pm after Sheikh Hasina, the leader of opposition had finished addressing a crowd of 20,000 people from the back of a truck. Hasina also sustained some injuries in the attack. The involvement of BNP-Jamaat led government is still debated.
The Criminal Investigation Department is a specialized intelligence and investigation wing of the Bangladesh Police. It is headquartered in Malibagh, Dhaka and maintains a training school named the Detective Training School. Personnel attached to this wing essentially work in plain clothes. Mohammad Ali Mia, BPM, PPM is the head of the Criminal Investigation Department.

During his tenure as DMP Commissioner, Dhaka Metropolitan Police was considered to be at its peak.
Chowdhury Abdullah Al-Mamun is a Bangladeshi police officer who was sacked for involvement in mass killing during the Bangladesh student protest. He is now in custody. Mamun served as the 31st Inspector general of Bangladesh Police (IGP) who served from 30 September 2022 to 6 August 2024. Previously, he served as director general of Rapid Action Battalion (RAB). He was made the DG of RAB in April 2020. Prior to join RAB, he was the chief of Criminal Investigation Department (CID).
Barrister Mahbubur Rahman is a retired Bangladeshi police officer and the former chief of the Criminal Investigation Department.
The Jail Killing refers to the murder of four leaders of the Awami League political party in Bangladesh by army officers who carried out a coup d'état there on 15 August 1975. The four killed were former President Syed Nazrul Islam, former prime ministers Tajuddin Ahmad and Muhammad Mansur Ali, and President of Awami League A. H. M Qamaruzzaman.
Sheikh Hemayet Hossain Mia is a retired Bangladeshi police officer and former head of the Criminal Investigation Department. Earlier, he served as an Additional Inspector General of Police at the Armed Police Battalion.
Mohammed Nazibur Rahman is an additional inspector general of the Bangladesh Police and former rector of Police Staff College, Bangladesh. He is the former principal of Bangladesh Police Academy. He is a former commissioner of Khulna Metropolitan Police and director of the National Security Intelligence. He had previously served in the Bangladesh High Commission to India and was the first chief of the Bangladesh Police's Anti-Terrorism Unit.
Mohammed Shahabuddin, natively known as Chuppu, is the 16th and incumbent President of Bangladesh. A jurist, civil servant and politician, he was elected unopposed in the 2023 presidential election in the nomination of the ruling Awami League. Prior to his presidency, Shahabuddin served as a district and sessions judge and a commissioner of the Anti-Corruption Commission from 2011 to 2016.

Md Mokbul Hossain is a retired Ministry of Information and Broadcasting Secretary. He was sent into forced retirement before his tenure ended citing public interest.
Md. Nojibur Rahman is a retired civil servant and former chairman of the National Board of Revenue. He is the chairman of Capital Market Stabilization Fund. He is the former Principal Secretary of Prime Minister Sheikh Hasina.

Later, he was promoted to the position of secretary and is currently serving as the 25th Cabinet Secretary of Bangladesh.
Md Aminul Islam Khan is a retired Bangladeshi civil servant and former senior secretary of the Ministry of Home Affairs. He was the secretary of the Ministry of Primary and Mass Education. He was arrested and charged with murder of the fall of the Sheikh Hasina led Awami League government.

M. A. Akmal Hossain Azad is secretary of the Health Services Division and former secretary of the Ministry of Railways. He was appointed on a contractual basis after the fall of the Awami League government.
