Nirex was a United Kingdom body set up in 1982 by the UK nuclear industry to examine safe, environmental and economic aspects of deep geological disposal of intermediate-level and low-level radioactive waste (LLRW).

History

Originally known as the Nuclear Industry Radioactive Waste Executive, it became United Kingdom Nirex Limited in 1985. The ownership of Nirex was transferred from the nuclear industry to the UK Government departments DEFRA and DTI in April 2005, and then to the UK's Nuclear Decommissioning Authority (NDA) in November 2006. Nirex's staff and functions were integrated into the NDA in April 2007, at which point Nirex ceased trading as a separate entity. Nirex's role continued through the activities of the Radioactive Waste Management Directorate of the NDA, which later became Radioactive Waste Management Ltd (now trading as Nuclear Waste Services).

Nirex had gained widespread notoriety during the 1980s as the focus for widespread public opposition to the burying of nuclear waste in the UK. Nirex was based at Harwell, Oxfordshire and had several roles:

Nirex was also involved in keeping the UK abreast of international expertise in research and development into the disposal of radioactive waste.

During the mid-1980s proposals for low-level nuclear waste repositories at Billingham, Elstow, Bradwell, Fulbeck, and South Killingholme were abandoned due to local opposition. In 1989, work began on two possible sites to take both intermediate and low-level waste near Dounreay in Caithness and near Sellafield in Cumbria. Following preliminary investigations at both sites, Nirex announced plans in October 1992 to build a “Rock Characterisation Facility” (RCF) at Sellafield. Nirex critics including Cumbria County Council, Friends of the Earth and Greenpeace argued that the RCF was an integral part of Nirex's repository plans and in effect a 'trojan horse' for an intended nuclear waste repository. It was also successfully argued that the RCF proposal was scientifically flawed and that Nirex's scientific knowledge was insufficient to prove that disposal was safe for any site. In 1997, following a five-month local planning inquiry, the Secretary of State for the Environment rejected Nirex's case.

The Inquiry Inspector said "chemical containment is new and untried, with more experimentation and modelling development indubitably required. This work would to my mind be particularly difficult and important because of the problems of meaningfully testing some of the components of the concept. Implicitly Nirex feels unable to credit the notion that this barrier would fail; but the lack of any calculation based on an adverse, as distinct from a conservative, interpretation of this chemical containment seems to me to be an unfortunate omission from the emerging safety case, particularly having regard to FOE's impressive critique of the concept.". In essence, it is a definition by exclusion, and LLW is that category of radioactive wastes that do not fit into the other categories. If LLW is mixed with hazardous wastes as classified by RCRA, then it has a special status as mixed low-level waste (MLLW) and must satisfy treatment, storage, and disposal regulations both as LLW and as hazardous waste. While the bulk of LLW is not highly radioactive, the definition of LLW does not include references to its activity, and some LLW may be quite radioactive, as in the case of radioactive sources used in industry and medicine.

A deep geological repository is a way of storing hazardous or radioactive waste within a stable geologic environment. It entails a combination of waste form, waste package, engineered seals and geology that is suited to provide a high level of long-term isolation and containment without future maintenance. This will prevent any radioactive dangers. A number of mercury, cyanide and arsenic waste repositories are operating worldwide including Canada and Germany and a number of radioactive waste storage sites are under construction with the Onkalo in Finland being the most advanced.

Nuclear power in the United Kingdom generated 16.1% of the country's electricity in 2020. As of August 2022, the UK has 9 operational nuclear reactors at five locations, producing 5.9 GWe. It also has nuclear reprocessing plants at Sellafield and the Tails Management Facility (TMF) operated by Urenco in Capenhurst.

Nuclear decommissioning is the process leading to the irreversible complete or partial closure of a nuclear facility, usually a nuclear reactor, with the ultimate aim at termination of the operating licence. The process usually runs according to a decommissioning plan, including the whole or partial dismantling and decontamination of the facility, ideally resulting in restoration of the environment up to greenfield status. The decommissioning plan is fulfilled when the approved end state of the facility has been reached.

Deep borehole disposal (DBD) is the concept of disposing high-level radioactive waste from nuclear reactors in extremely deep boreholes instead of in more traditional deep geological repositories that are excavated like mines. Deep borehole disposal seeks to place the waste as much as five kilometres (3 mi) beneath the surface of the Earth and relies primarily on the thickness of the natural geological barrier to safely isolate the waste from the biosphere for a very long period of time so that it should not pose a threat to humans and the environment. The concept was originally developed in the 1970s, but in 2014, a proposal for a first experimental borehole was proposed by a consortium headed by Sandia National Laboratories.

The Low Level Waste Repository is the UK's central long-term store for low-level radioactive waste located on the West Cumbrian coast near Drigg village and opened in 1959. It is a subsidiary of the Nuclear Decommissioning Authority.

<span class="mw-page-title-main">High-level radioactive waste management</span> Management and disposal of highly radioactive materials

High-level radioactive waste management concerns how radioactive materials created during production of nuclear power and nuclear weapons are dealt with. Radioactive waste contains a mixture of short-lived and long-lived nuclides, as well as non-radioactive nuclides. There was reportedly some 47,000 tonnes of high-level nuclear waste stored in the United States in 2002.

<span class="mw-page-title-main">Trawsfynydd nuclear power station</span> Decommissioned nuclear power plant in Wales

Trawsfynydd nuclear power station is a former Magnox nuclear power station situated in Snowdonia National Park in Gwynedd, Wales. The plant, which became operational in 1965, was the only nuclear power station in the UK to be built inland, with cooling water that was taken from the artificial Llyn Trawsfynydd reservoir which also supplies the hydro-electric Maentwrog power station. It was closed in 1991. Its ongoing decommissioning by Magnox Ltd was expected to take almost 100 years, but in 2021 the Welsh government arranged for the power station to be redeveloped using small-scale reactors.

<i>Nuclear Power and the Environment</i>

Nuclear Power and the Environment, sometimes simply called the Flowers Report, was released in September 1976 and is the sixth report of the UK Royal Commission on Environmental Pollution, chaired by Sir Brian Flowers. The report was dedicated to "the Queen's most excellent Majesty." "He was appointed "to advise on matters, both national and international, concerning the pollution of the environment; on the adequacy of research in this field; and the future possibilities of danger to the environment." One of the recommendations of the report was that:

"There should be no commitment to a large programme of nuclear fission power until it has been demonstrated beyond reasonable doubt that a method exists to ensure the safe containment of longlived, highly radioactive waste for the indefinite future."

The Czech Radioactive Waste Repository Authority was established on 1 June 1997 as a state organisation established by the Ministry of Industry and Trade. In 2001, SÚRAO assumed the status of a government agency. The Authority is headed by its managing director, Dr. Jiří Slovák. The governing body of SÚRAO consists of its Board which is made up of representatives from the government, radioactive waste producers and the general public. The managing director and members of the Board of SÚRAO are directly appointed by the Minister of Industry and Trade.

<span class="mw-page-title-main">Dorothy Gradden</span>

Dorothy Anne Gradden OBE is a British Nuclear Engineer for Sellafield Ltd. She leads the projects to decommission the large "legacy" ponds. These are nationally important projects as part of country's nuclear clean up operation on "Britain’s biggest and most hazardous nuclear waste site". In 2017 she was given an OBE and in 2019 the Nuclear Decommissioning Authority recognised her as a role model in their Safety and Wellbeing Awards.
