On 16 July 2022, a group of around 20 gunmen armed with long-barreled weapons and blades entered the Kampung of Nonggolait (or Nogolait) in Nduga Regency, Highland Papua, Indonesia. The attackers opened fire on a grocer, and then shot seven traders riding on a freight truck. Four bystanders were also shot. [1]

During the shooting, eleven people were killed and two were wounded. All of the victims were men, most of whom came from other Indonesian islands. [1] Victims of the attack were Daeng Maramhli (42) ustad (Muslim cleric) of Nonggolait, Rev. Eliaser Baye (54) indigenous priest of Nonggolait from Kenyam, Yulius Watu (23), Habertus Goti (23), Taufah Amir (42), Johan (26), Alex (45), Sirajudin (27), Yuda Gurusinga (42), dan Mahmud Ismaul (50), driver for the Regent of Nduga. Meanwhile, survivors of the attack were Hasjon (41) severely harmed, and Sudarmintao hit by ricochet. [2] Meanwhile, the body of a construction worker Roy Manampiring (42) was found not far from the incident, according to local inhabitants travelling with him, the armed group block their route on their journey home to Nonggolait and killed Manampiring while the other fled to the jungle. [3]

Indonesian authorities suspected the Free Papua Movement's militant wing, the West Papua National Liberation Army (TPNPB), of responsibility, specifically of Army Tabuni and Egianus Kogoya group. [1] [4] [5] One of the perpetrators of the attack is Yotam Bugiangge, an Indonesian Army (TNI-AD) deserter with the former rank of Private Second Class. [6] The Indonesian National Police claimed that Bugiangge is one of the masterminds of the attack together with Kogoya. [7] The TPNPB claimed responsibility for the attack which was carried out by Egianus Kogoya, commander of Regional War Command (Kodap) III Ndugama-Derakma of the TPNPB, and his armed group and threatened to shoot more civilians including teachers and nurses. On 29 May 2023, the Indonesian National Police arrested "AK", a wanted TPNPB member from Kogoya's group who was involved in the attack. [10] [11]

Responses

The Indonesian Presidential Staff Office condemned the attack and promised legal action towards the perpetrators. [12]

The Communion of Churches in Indonesia (PGI) issued a five-point communique on 18 July, offering condolences on the death of Rev. Eliaser Baye. The communique also urged the Indonesian government to form an independent team to investigate the attack and the Indonesian security forces to utilize a "cultural approach" to prevent similar occurrences in the future. [13]

Amnesty International urged the Indonesian government to "stop the cycle of violence" and evaluate its approach on handling the Papua issue. [12]

The Trans-Papua Highway refers to 12 road segments, some under construction, across Western New Guinea in Indonesia, located in the island of New Guinea. The roads stretch from Sorong to Merauke with a total length of 4,325 km (2,687 mi). As of March 2017, 3,850 km (2,390 mi) of roads had been completed and construction on all the roads was predicted to finish in 2018, but construction was delayed in late 2018 due to armed conflict.

The Nduga massacre was a shooting of construction workers that occurred on 1 December 2018, in Nduga Regency, Papua, Indonesia. The shooting is considered to be part of the Papuan conflict. The West Papua National Liberation Army (TPNPB) acknowledged responsibility and the Indonesian government labeled the attack a massacre.

Operation Cartenz's Peace, formerly Operation Nemangkawi, is a joint-operation conducted by Indonesian National Armed Forces and Indonesian National Police to curb armed separatist rebels in Papua. According to Papua Regional Police head, Mathius Fakhiri, there are currently six active separatist groups located mainly in Papua highlands. While there are two groups which became less active or retired after Operation Nemangkawi. Tinggi Nambut faction under Goliath Tabuni were beaten in October 2018, and 10 members were subdued by Police. Goliath Tabuni moved to Gome District and presumed retired. Lanny Jaya faction under Purom Wenda became less active after Police operation in Balingga District and its headquarters in Kali Mau. Some members of this group left and "return" to Indonesia.

On Monday, 26 July 2021, a deaf Papuan man named Steven Yadohamang was assaulted by two Indonesian Air Force Military Police from Johanes Abraham Dimara Air Base, Merauke Regency, Papua. A video recording the incident went viral and sparked substantial national concern. There are several versions circulating on the internet of how the incident began. The incident caused public outrage both in Indonesia and overseas, as well as leading to some high-ranking officials being fired.

The 2023 Oksibil attacks were conducted by the separatist West Papua National Liberation Army (TPNPB) periodically on Oksibil, the seat of Bintang Mountains Regency, Highland Papua from 7 January to 12 January 2023. According to the Regional Police of Papua, the Bintang Mountains is one of 7 regencies that are vulnerable to separatist attacks.

<span class="mw-page-title-main">Nduga hostage crisis</span> 2023 incident in Highland Papua, Indonesia

The Nduga hostage crisis began on 7 February 2023 when Free Papua Movement insurgents attacked a plane and took its pilot and all five passengers hostage. While the passengers were soon released, New Zealander pilot Phillip Mark Mehrtens remains in captivity.

Egianus Kogoya is a military commander of Free Papua Movement (OPM).

On 23 February 2023 (UTC+9), a riot broke out in Sinakma, Wamena, Highland Papua when a crowd of Papuans attacked Indonesian security personnel following the arrest of two Bataks merchants accused of child kidnapping. In the ensuing clash, a number of buildings were damaged, with twelve civilians and rioters killed including both merchants. Tens of security personnel and civilians were also injured.

Paro is a village located in Paro District, Nduga Regency, Highland Papua, Indonesia. The village is a site where Nduga hostage crisis took place.
