The 2023 Oksibil attacks were conducted by the separatist West Papua National Liberation Army (TPNPB) periodically on Oksibil, the seat of Bintang Mountains Regency, Highland Papua from 7 January to 12 January 2023. According to the Regional Police of Papua, the Bintang Mountains is one of 7 regencies that are vulnerable to separatist attacks. [1]
Sebby Sambom , the spokesman for TPNPB and OPM, disclosed on January 7 that the 35th Regional Defense Commando "Eastern Stars" (Indonesian : Kodap XXXV Bintang Timur) planned to kill Indonesian policemen, destroy police vehicles, and burn down a 4G tower in Oksibil. [2]
Combined TNI-Polri forces engaged in a shootout with an armed group on Kabiding Road for two hours. The altercation began when La Ode Jamaludin, a motorcycle taxi driver (Ojek), reported to local police that he had been shot on a bridge on Yapimakot Road. After the combined forces successfully repelled the armed group, they fled into a nearby forest. [3] According to Inspector General Mathius D. Fakhiri, three police officers—Second Inspector Jenudin, Police Brigadier Freying, and First Brigadier Romsumbre—were injured in the shootout. [4]
An armed group, possibly led by Nelson Mimin [5] or Ananias Ati Mimin, [6] burned down a classroom [7] and the teachers' room in the state vocational school SMKN 1 Oksibil building at around 10:30 AM local time. They also shot at Trigana and Dimonim Air aircraft, at 10:21 AM and 10:35 AM local time, respectively. [6] For Trigana Air, a cargo Ikairos Caravan registered under PK-HVV, [8] piloted by Captain Tohirin, was attacked when landing from Tanahmerah, Boven Digoel Regency. [5] After the attack, the aircraft returned to Tanah Merah. [9]
Because of the airliner attacks, Trigana Air temporarily suspended flights to and from Oksibil. [10] On January 12, the state-owned air traffic controller, AirNav Indonesia , evacuated all personnel from Oksibil Airport to Jayapura. [11] The armed group threatened to harm the newcomers if they did not leave the Bintang Mountains area. [6]
Spokesperson of the Free Papua Movement National Army - West Papua Revolutionary Organization (TPN-OPM), Sebby Sambom, declared his party's responsibility for the terrorist attack in the Bintang Mountains on Tuesday. The attack, which claimed the life of Police Brigadier Rudi Agung, was orchestrated by Anaias Mimin. "We will continue targeting the TNI-Polri forces stationed in the Bintang Mountains. Our objective is singular: to attain a referendum for Papua," Sebby asserted.
The 35th Regional Defense Commando (Kodap) of TPNPB ignited a fire at a Department of Population and Civil Record (Disdukcapil) office around 01:30 AM local time, which was finally extinguished around 03:15 AM local time. [12]
In Mabilabol village, Oksibil, an armed group led by Ananias Ati Mimin damaged a water pipe at 2:00 PM local time. Two days later, they also fired at a TNI aircraft ten times in Yapimakot village, Serambakon district, near Oksibil. [13]
Commander of Korem 172/PWY, Brigadier General JO Sembiring, stated that the economy in Oksibil was paralyzed by the separatist conflicts. [14] Impacted civilians evacuated themselves to the Koramil 1705-01 base and An-Nur Mosque. [15] By 13 January, 150 civilians in Oksibil had been internally displaced due to the engagement. [16] The Head of the National Human Rights Commission (Komnas HAM) Representative in Papua, Frits Ramandey, stated that there were two new autonomous regions, Central Papua Province and the Papua Highlands, [17] that were at risk of security disturbance in 2023.

Oksibil is a town and a district of Highland Papua in Indonesia that is also the administrative centre of the Pegunungan Bintang Regency. According to the 2010 census the district had a population of 4,087 inhabitants and on 2018 it increased to 4,566. The town is divided into eight villages (desa), with most populated one being Mabilabol with population of 1,460 in 2018 and the least populated one is Molbib Silibib with only 70 people living there according to Statistics Indonesia. Sex ratio in the district as of 2018 was 147 men for every 100 women. Other than being the most populated, Mabilabol is also the most densely populated village.
Nop Goliat Dekai Airport is an airport serving the town of Dekai, the capital of Yahukimo Regency, Highland Papua, Indonesia. Nop Goliat Airport is one of the seven pioneer airports that connects 517 villages in Yahukimo. The airport was built on an area of 230 hectares between 2004–2010 by using a budget of Rp321 billion. The airport was built to be a logistics distribution center in the highland region of Papua, as well as supporting the mobility of people and goods. Construction of airports is intended as a logistics distribution center for central highland region of Papua Province, which previously concentrated through Wamena Airport.
Operation Cartenz's Peace, formerly Operation Nemangkawi, is a joint-operation conducted by Indonesian National Armed Forces and Indonesian National Police to curb armed separatist rebels in Papua. According to Papua Regional Police head, Mathius Fakhiri, there are currently six active separatist groups located mainly in Papua highlands. While there are two groups which became less active or retired after Operation Nemangkawi. Tinggi Nambut faction under Goliath Tabuni were beaten in October 2018, and 10 members were subdued by Police. Goliath Tabuni moved to Gome District and presumed retired. Lanny Jaya faction under Purom Wenda became less active after Police operation in Balingga District and its headquarters in Kali Mau. Some members of this group left and "return" to Indonesia.

On 16 July 2022, a group of around 20 gunmen armed with long-barreled weapons and blades entered the Kampung of Nonggolait in Nduga Regency, Highland Papua, Indonesia. The attackers opened fire on a grocer, and then shot seven traders riding on a freight truck. Four bystanders were also shot.

The Nduga hostage crisis began on 7 February 2023 when Free Papua Movement insurgents attacked a plane and took its pilot and all five passengers hostage. While the passengers were soon released, New Zealander pilot Phillip Mark Mehrtens remains in captivity.
