Paper Tiger Television (PTTV) is a non-profit, low-budget public access television program and open media collective based in New York City. Currently operating from Brooklyn, PPTV was co-founded by media activist and Academy Award nominated documentary filmmaker Dee Dee Halleck in 1981. It focuses on raising media literacy and exists as a protest to corporate control over broadcast mediums.
Founded to promote freedom of speech and access to means of communication, the volunteer-run non-profit organization is a collective action in response to systems of hierarchical power.
The collective celebrated its 25th anniversary on October 11, 2007 with a premiere of the video Paper Tiger Reads Paper Tiger Television at the Anthology Film Archives. In 2018, in collaboration with Halleck's other collective, Deep Dish Television, Paper Tiger Television released a 10-part video series about resistance to the rise of far-right political movements. Founded in part by Dee Dee Halleck, Paper Tiger Television grew out of the Public-access television series, Communications Update, which ran on Manhattan Cable TV. The first Paper Tiger programs featured communications scholar Herbert Schiller reading the New York Times , the "steering mechanism of the ruling class". [2]
In 1986, Paper Tiger Television created Deep Dish Television, the first grassroots satellite distribution network in the United States. Deep Dish Television distributed the work of independent videomakers, filmmakers, and activists in curated series on a variety of political topics. [3]
Known for its democratic goals and anti-commercialism agenda, Paper Tiger Television is mainly recognized for incorporating a DIY visual style in its programming. The creators and reporters frequently made use of handmade signs, backdrops, and other unpolished set pieces which had highlighted the grassroots tone of PTTV's videos and drew more attention to the production process. For instance, one of their special live broadcasts begins with a lengthy introduction to PTTV's mission, with the text laid over a brightly colorful backdrop:
"Our lives are increasingly influenced by the large corporations that make and distribute information. Their power rests on false assumptions. This legitimacy is a paper tiger. Investigation into the corporate structure of the media and critical analysis of their methods and meanings can be a way of demystifying the information industry. A critical consciousness about communications is necessary for cultural autonomy and democratic control of information resources." [4]

Since its launch in the early 1980s; Paper Tiger Television has influenced and supported grassroots media activist organizations by providing an innovative model for community media and spurring the global development of a do-it-yourself (DIY) community media movement.
Among viewers, historians, scholars, and creative media makers[ who? ], the early age of Paper Tiger Television is remembered for its radical political mission and irreverent, ultra-low-budget antics in emphasizing this mission. PTTV's engagement with critiques of mass culture and politics, and providing of innovative leadership for documentary filmmakers, artists, media literacy educators and social justice media movements around the world helped bring more attention to the potential powers of alternative media combined with the rising technology of broadcast television.
Many PTTV programs examine a particular aspect of the communications industry, from print media to TV to movies, seeing its impact on public perception and opinion. Other videos represent the people and views which are largely absent from the mainstream media. Cultural scholar Douglass Rushkoff describes the impact of PTTV as such:
"Perhaps it was the voltage created by the potential difference between what was airing on the networks and what was actually going on around the country that gave Paper Tiger the burst of energy it needed to become a full-fledged force in national television during the Gulf War." [5]
Dee Dee Halleck, one of PTTV's founders, went on to launch Deep TV (now Deep Dish Satellite Network) in 1986, which was the first national independent satellite network. [6]

Alternative media are media sources that differ from established or dominant types of media in terms of their content, production, or distribution. Sometimes the term independent media is used as a synonym, indicating independence from large media corporations, but generally independent media is used to describe a different meaning around freedom of the press and independence from government control. Alternative media does not refer to a specific format and may be inclusive of print, audio, film/video, online/digital and street art, among others. Manhattan Neighborhood Network (MNN) is an American non-profit organization that broadcasts programming on five public-access television cable TV stations in Manhattan, New York City. MNN operates two community media centres – in midtown Manhattan and East Harlem – and provides facilities to community producers and organizations who want to create programming to air on one of MNN's five channels. It is considered to be the largest community media center in the United States.
DeeDee Halleck is a media activist, founder of Paper Tiger Television and co-founder of Deep Dish Television, the first grass roots community television network. She is a Professor Emerita in the Department of Communication at the University of California, San Diego.

Gay Cable Network (GCN) was one of the first cable television networks which openly appealed to a gay and lesbian audience. It was established in 1982 in New York City by Lou Maletta, was broadcast on Manhattan Cable Television channel 35 and wound down operations in 2000–2001. It initially broadcast a series titled Men and Films, which explored male erotica, and evolved to host a wider variety of content, including news and current affairs programs which covered political developments affecting the LGBT community and the HIV/AIDS epidemic. Throughout its time, GCN provided coverage of the Democratic and Republican National Conventions, with on-floor correspondents interviewing candidates and delegates, as well as coverage of the 1987 and 1993 LGBT rights marches on Washington. A documentary aired on GCN, Out in the 90's, earned the network a Special Recognition Award at the inaugural GLAAD Media Awards in 1990.
Arleen Schloss is an American performance artist, video/film artist, sound poet, director and curator of the lower Manhattan art, video, performance art and music scenes. Schloss began her influence through A's – an interdisciplinary loft space in New York City that became a hub for music, exhibitions, performance art, films and videos. Artists and performers such as Jean-Michel Basquiat, Eric Bogosian, Phoebe Legere, Sonic Youth, Liquid Liquid, Carolee Schnemann, Alan Vega, Martin Wong, and Aei Wei Wei performed, exhibited and got their start at A's. In the 1990s A's became A's Wave where website works and other forms of digital media were shown.

Via this "performative embodiment," she deconstructs and analyzes popular media by inserting chroma-keyed cut-outs of her own body into appropriated mass media images, where she interrogates the representation of ideology and the transparency of photographic space in U.S. popular culture.
Nathalie Magnan was a media theoretician and activist, a cyber-feminist, and a film director. She taught at both universities and art schools, and is known for initiating projects linking Internet activism and sailing with the Sailing for Geeks project. She also co-organised the Los Angeles Gay and Lesbian Film Festival in 1984. She died at home of breast cancer.
Manhattan Community Access Corp. v. Halleck, No. 17-1702, 587 U.S. ___ (2019), was a United States Supreme Court case related to limitations on First Amendment-based free speech placed by private operators. The Court held that a public access station was not considered a state actor for purposes of evaluating free speech issues in a 5–4 ruling split along ideological lines. Prior to the Court's decision, analysts believed that the case had the potential to determine whether limitations on free speech on social media violate First Amendment rights. However, the Court's narrow holding avoided that issue.
