Parikipandla Narahari (born 1 March 1975) also known as P. Narahari is an Indian civil servant employed by the Indian Administrative Services and author. [1] According to Tehelka , Narahari, in his capacity as District collector of Gwalior, is one of India's few civil servants to use social media platforms such as Twitter and Facebook to interact with citizenry to solve their problems. The issues citizens of Gwalior raise on Narahari's wall were automatically directed to concerned departments. [2] [3] The Better India recognized Narahari as 10 most inspiring IAS officers of the year 2017. [4] Narahari is one among of those rare professional officers to be credited as Publicity Advisor to three successive governments of different parties.

Narahari has written eight books, Who Owns Mhow? and The Making of Ladli Laxmi Yojna. The latter concerns the Ladli Laxmi Yojana, an initiative of the Government of Madhya Pradesh planned by Narahari which later inspired Beti Bachao, Beti Padhao Yojana. [5] He also wrote the song Ho Halla which was sung by Shaan. In 2020, he started the program of Swachhta Ke Sur [6] [7] under Swachh Bharat Abhiyan to make people aware, which included Bollywood singer Shaan, Shankar Mahadevan, Javed Ali, [8] Payal Dev, Rishiking and Dev Negi.

Early life

Narahari was born to Satyanarayana and Sarojana on 1 March 1975. His grandparents belong to Chintagattu village near Warangal. Narahari studied mechanical engineering at Osmania University and was selected to work with Indian Engineering Services in 1999. He was also selected for organisations Bharat Dynamics Limited (BDL), National Aluminium Company (Nalco) and Gas Authority of India Limited (GAIL). He was selected as Scientist-B at Advanced Research Centre International (ARCI), Department of Science and Technology, Government of India. He worked in this organisation from January 2000 to August 2001 till he joined the Indian Administrative Services in September 2001. He completed his schooling from India Mission Secondary School, Basantnagar. He completed Intermediate from NLVRGSRVJC(APRJC) Nimmakuru. [9] he was brought up in basanthnagar, Peddapalli mandal, Karimnagar district, Telangana. [10]

Career

He joined the Indian Administrative Service in 2001. [1] In 2002, he was posted as Assistant Collector at Chhindwara. He became the Assistant Collector and City Magistrate, Murar along with SDO (Revenue) & SDM Dabra in Gwalior in 2003, SDO (Revenue) & SDM Mhow in Indore in 2004. He was appointed as Municipal Commissioner of Indore Municipal Corporation in 2005. In 2006, he became Project Director ICDS & IFAD, managing director WFDC and ex-officio Deputy Secretary in Women and Child Development Department, Bhopal. In April 2007, he was transferred as chief executive officer of Chhindwara Zila Parishad and ex-officio Additional Collector (Development) there. On 9 August 2007, he became District Magistrate and Collector of Seoni, later in 2009 as DM & Collector of Singrauli, then as DM & Collector of Gwalior in 2011 and lastly as DM & Collector of Indore in 2015 and served till 2017. After serving as Revenue Secretary [11] and Secretary & Commissioner of Aviation, Public Relations, Urban Administration Departments of Government of Madhya Pradesh and as Managing Director, Madhya Pradesh Marketing Coorperative Federation. P Narahari IAS is presently posted as Secretary and Commissioner, Department of Micro, Small & Medium Enterprises (MSME) Industries and Secretary, Sport & Youth Welfare, Government of Madhya Pradesh. [12] He served as VC of MCNUJC from 8 January to 25 February 2019 and once again from 19 April to 21 May 2020.

He made Gwalior district 95% barrier-free in two years to help persons with disabilities, senior citizens, women easily access public spaces. Thus making Gwalior an example for other cities in India as reported by Satyamev Jayate . [13] [14] [15]

In Indore as District Collector he focused on health, education and Smart Cities Mission. [16] Indore also became the cleanest city in India under Swachh Bharat Abhiyan where Narahari played a key role. Narahari is credited for not only establishing Social Media wing in the Public Relations Department of Government but also making it a frequently-used tool for publicity of the government programs, policies and activities.

Ladli Laxmi Yojana is a scheme introduced by Government of Madhya Pradesh. It was inaugurated by Chief Minister Shivraj Singh Chouhan on 2 May 2007, which was followed by expansion to six additional states including Uttar Pradesh, Bihar, Delhi, Chhattisgarh, Jharkhand and Goa. It came into effect from 7 April 2007.

Hrishikesh Pandey better known by his stage name Rishiking is an Indian music composer, rapper, filmmaker and screenwriter. Rishiking is the founder of the motion picture production company Mahagatha and Director of Folk Culture India Association. He is the creative director of International Film Festival of Madhya Pradesh IFFMP. His films and songs have a mixture of awareness and solutions for the society that brought him recognition and praise from the Government of India. He changed the way of rapping in India and gave new direction to the society through rap. He along with P Narahari IAS launched the musical program Swachhta Ke Sur in 2020 under Swachh Bharat Mission to make people aware through music, which included Bollywood singer Shaan, Shankar Mahadevan, Javed Ali, Payal Dev and Dev Negi.

"Ho Halla" is an Indore Swachhta Anthem song for the 2017 edition of Swachh Survekshan, sung by Shaan, composed by Rishiking and conceived by Parikipandla Narahari, an IAS Officer serving as the district collector. The purpose of the song was to encourage the city of Indore to achieve the highest levels of cleanliness. It became very popular in Indore with residents using the track as their caller tunes.

<span class="mw-page-title-main">Swachhta Ke Sur</span>

Swachhta ke sur is a musical program in which people are made aware of Swachh Bharat by conducting live musical concerts through Bollywood singers. The program started on 12 January 2020 from Ujjain, Madhya Pradesh in which Bollywood singer Payal Dev and Rishiking gave a presentation. Through this program, auditioning new singers is also provided to them through a platform. This concept was developed by Urban Administration and Development, Madhya Pradesh Commissioner P Narahari IAS. The program is directed by Rishiking under the banner of Folk Culture & Ree Musical.

Vikram Award is an award given by the Government of Madhya Pradesh, India, for outstanding performance in national and international competitions or contribution in the field of sports. The Vikram Award was instituted on May 15, 1990, with a purpose to acknowledge outstanding individual sporting achievements in events such as the Olympic Games, Asian Games, and National Games of India. It is the highest sports award in Madhya Pradesh, granted to athletes who are residents of the state and have competed in national and international senior-level competitions for a minimum of two years within the past five years. The award includes a cash prize of ₹1,00000, along with a blazer, tie, and certificate, presented by the Madhya Pradesh Government through the Madhya Pradesh Sports Authority. Provisions exist for offering government jobs to Vikram Awardees in Class III and IV category positions.
