Philip Plummer Jr. is a Republican member of the Ohio House of Representatives,representing the 39th House District. Plummer also serves as the Chairman of the Montgomery County Republican Party. Plummer previously served as Sheriff of Montgomery County,Ohio from 2008 to 2018.
Plummer joined the Montgomery County Sheriff's office in 1988 as a corrections officer,was later promoted to Deputy Sheriff,and eventually earned the rank of Sergeant. In November 2000,he was promoted to the rank of Major. In January 2004,he was placed in charge of the Personnel Office. In March 2005,he was promoted to Chief Deputy. Following the resignation of Sheriff David Vore in 2008,Plummer was appointed to the office to fill out the remainder of the term. [1]
Plummer spends his spare time as an assistant coach for the Butler High School wrestling team.[ citation needed ]
In 2014,Dr. Derrick L. Foward,President of the Dayton Unit of the National Association for the Advancement of Colored People NAACP,filed a complaint on behalf of the Citizens of Montgomery County,Ohio against 6 Sheriff Deputies who were participating in racially motivated text conversations that contained derogatory jokes and threats to the African American community in Dayton,and abroad. Sheriff Phil Plummer and Major Daryl Wilson met with Foward at the Dayton Unit NAACP office to discuss the issue. As a result of this complaint,Capt. Tom Flanders was terminated. Detective Mike Sollenberger was terminated. Deputy Joseph Connelly received a 30-day suspension,Deputy Jamie Horton received a 10-day suspension and Sgt. Brian Lewis received a 3-day suspension. Detective Brad Daugherty was not disciplined for his role in the text message case. [2]
In the 2018 Election,incumbent for the 40th District,Michael Henne was unable to run again due to term limits. Plummer decided to run and won an uncontested primary to become the Republican nominee. He then beat Ryan Taylor. On December 31,2018,Plummer resigned as Sheriff in order to be sworn in on January 3,2019,as State Representative.[ citation needed ]
In 2019,Plummer was made Vice Chair of Criminal Justice Committee for the 133rd General Assembly.[ citation needed ]
In 2019,Plummer co-sponsored legislation that would ban abortion in Ohio and criminalize what they called "abortion murder". Doctors who performed abortions in cases of ectopic pregnancy and other life-threatening conditions would be exempt from prosecution only if they "[took] all possible steps to preserve the life of the unborn child,while preserving the life of the woman. Such steps include,if applicable,attempting to reimplant an ectopic pregnancy into the woman's uterus". [3] [4] [5] Reimplantation of an ectopic pregnancy is not a recognized or medically feasible procedure. [3] [6]

The Human Life Protection Act,also known as House Bill 314 and the Alabama abortion ban,is an Alabama statute enacted on May 15,2019,that imposes a near-total ban on abortion in the state. Originally set to go into effect in November 2019,a legal challenge against the bill delayed implementation until 2022. The bill was passed in both chambers of the Alabama Legislature in a party-line vote and signed by Republican governor Kay Ivey. Under the Human Life Protection Act,a doctor who performs a banned abortion in the state of Alabama is guilty of a Class A felony,and could be sentenced to life imprisonment. Several proposed amendments that would have allowed abortions in cases of rape and incest were rejected.

Derrick Lee Foward is an American social activist and leader in the US civil rights movement. He is the 34th President of the Dayton Unit of the National Association for the Advancement of Colored People (NAACP). He is the youngest person to lead the local organization. Foward was first elected president on November 12,2006,defeating Gladys Gunn,longtime educator in the Dayton Public Schools District,receiving 53.09% of the votes. His first 2-year term commenced on January 1,2007,and expired on December 31,2008. Foward ran unopposed in 2008. He ran for re-election in 2010 and defeated Chris Cortner,retired General Motors Worker,receiving 75.57% of the votes. Foward ran unopposed in the Dayton Unit NAACP elections in the years of 2012,2014,2016,2018,2020 and 2022. He is currently in his eighth 2-year term which expires on December 31,2024. Foward also served in the following leadership roles within the Ohio Conference NAACP:1st Vice President;2nd Vice President;3rd Vice President;and Executive Committee Member. Foward also serves on the NAACP National Life Membership Committee and has served as the Chair of the NAACP National Credentials Committee for many years.
