A preighter, also known as cargo in cabin, is an aircraft originally intended to carry passengers but which is operated temporarily as a cargo aircraft by loading freight in the passenger cabin. The term is a portmanteau of "passenger" and "freighter" and is attributed to Lufthansa chief executive Carsten Spohr; it came to use as commercial airlines responded to the 2020 COVID-19 pandemic. [1]
A preighter is distinct from a combi aircraft, which has cargo aircraft features such as large outward-opening doors and a reinforced floor to accommodate oversize or heavy items, but has removable seats or is partitioned into passenger and freight areas.
Prior to the precipitous drop in air travel caused by the outbreak of COVID-19, cargo capacity in the belly hold of passenger aircraft accounted for half of global air freight, rising as high as 80% on transatlantic routes. [1] With the cancellation of many passenger flights and the corresponding loss of capacity in holds, existing dedicated freighter aircraft were insufficient to meet demand, and the price for air cargo increased. [2] [3]
Although passenger aircraft can be converted into dedicated cargo aircraft, this process may take years, whereas jets carrying cargo in the passenger cabin can be deployed much faster. [4] With a loss of freight capacity and the urgent need to distribute massive amounts of personal protective equipment around the world in the fight against COVID-19, hundreds of unused passenger aircraft were temporarily employed in a freighter role. [2] Such aircraft have also helped deliver mail, medical supplies, tools and other cargo. [3] [5]
In 2022, a temporary European Union Aviation Safety Agency rule facilitating the loading of cargo on passenger decks was allowed to expire, and declining air cargo rates rendered preighter operations increasingly uneconomical due to their inherent loading difficulties. [6] On the same year, coinciding with the lifting of the travel restrictions and the COVID-19 pandemic coming to an end, many preighters are getting reverted back to its passenger configuration.
Preighters can be operated either by temporarily removing seats or, in some cases, packing cargo onto existing seats. [2] [1] During the disruption of COVID-19, at least 200 passenger aircraft around the world were modified to serve as preighters by removing most or all of the cabin seating. [7] Cargo can also be stored securely between seats, in luggage bins or strapped down if seats are partially or completely removed. Limitations on where and how cargo may be safely transported in a passenger cabin may vary by the type of cargo. [3]
Carrying cargo by methods not originally designed, especially when it involves reconfiguring an aircraft, requires approval of the appropriate regulatory bodies for the regions where the aircraft operates. The International Air Transport Association further advises that a comprehensive safety assessment be completed in all cases. [8] In 2021, European regulators set a limit on total flight hours for preighters out of concern that carriers might underestimate possible increased fire risks.[ citation needed ]
Loading and unloading a preighter aircraft often requires more time and work by airline staff than would a dedicated freighter aircraft. [3] [9] The narrow doors and unreinforced floors in most passenger cabins cannot accommodate palletized cargo and large containers that can be rapidly loaded on freighters with large cargo doors and reinforced floors. [6] As there is no dedicated system for loading a preighter, most of the process must be completed manually by airline or airport staff, increasing costs and placing preighters at an economic disadvantage to freighters, particularly when cargo rates are low. [6] In some cases, the loading difficulties can take a significant physical toll on ground handling agents. [5]
Numerous major airlines have operated passenger aircraft as preighters since the beginning of the 2020 pandemic. [1] Notable examples include the following:
Additional carriers that have flown a preighter in some form include Lufthansa, Alitalia, KLM, SWISS, Qantas, Air Canada, Austrian Airlines, Vietnam Airlines, Cathay Pacific, Cebu Pacific, Delta Air Lines,Garuda Indonesia and United Airlines. Some carriers may even operate preighters after 2021 such as cargo airline MSC Air Cargo.
Cargo airlines are airlines mainly dedicated to the transport of cargo by air. Some cargo airlines are divisions or subsidiaries of larger passenger airlines. In 2018, airline cargo traffic represented 262,333 million tonne-kilometres with a 49.3% load factor: 52.1% for dedicated cargo operations, and 47.9% within mixed operations.
Air Canada is the flag carrier and the largest airline of Canada, by size and passengers carried. Air Canada is headquartered in the borough of Saint-Laurent, Montreal, Quebec. The airline, founded in 1937, provides scheduled and charter air transport for passengers and cargo to 222 destinations worldwide. It is a founding member of the Star Alliance. Air Canada's major hubs are at Toronto Pearson International Airport (YYZ), Montréal–Trudeau International Airport (YUL), and Vancouver International Airport (YVR).
Cathay Pacific Airways Limited, or simply Cathay Pacific, is the flag carrier of the Chinese special administrative region of Hong Kong, with its head office and main hub located at Hong Kong International Airport. The airline's operations and its subsidiaries have scheduled passenger and cargo services to more than 190 destinations and more than 60 countries worldwide including codeshares and joint ventures.
A wide-body aircraft, also known as a twin-aisle aircraft and in the largest cases as a jumbo jet, is an airliner with a fuselage wide enough to accommodate two passenger aisles with seven or more seats abreast. The typical fuselage diameter is 5 to 6 m. In the typical wide-body economy cabin, passengers are seated seven to ten abreast, allowing a total capacity of 200 to 850 passengers. Seven-abreast aircraft typically seat 160 to 260 passengers, eight-abreast 250 to 380, nine- and ten-abreast 350 to 480. The largest wide-body aircraft are over 6 m (20 ft) wide, and can accommodate up to eleven passengers abreast in high-density configurations.
Hong Kong Dragon Airlines Limited, also known as Cathay Dragon (國泰港龍航空) and until 2016, Dragonair, was a Hong Kong-based international regional airline, with its corporate headquarters and main hub at Hong Kong International Airport. In the final year before it ceased flying, the airline operated a scheduled passenger network to around 50 destinations in 14 countries and territories across Asia. Additionally, the airline had three codeshares on routes served by partner airlines. It had an all-Airbus fleet of 35 aircraft, consisting of A320s, A321s, and A330s.
The Boeing 747-400 is a large, long-range wide-body airliner produced by Boeing Commercial Airplanes, an advanced variant of the initial Boeing 747. The "Advanced Series 300" was announced at the September 1984 Farnborough Airshow, targeting a 10% cost reduction with more efficient engines and 1,000 nautical miles [nmi] of additional range. Northwest Airlines became the first customer with an order for 10 aircraft on October 22, 1985. The first 747-400 was rolled out on January 26, 1988, and made its maiden flight on April 29, 1988. Type certification was received on January 9, 1989, and it entered service with Northwest on February 9, 1989.
Ethiopian Airlines, formerly Ethiopian Air Lines (EAL), is the flag carrier of Ethiopia, and is wholly owned by the country's government. EAL was founded on 21 December 1945 and commenced operations on 8 April 1946, expanding to international flights in 1951. The firm became a share company in 1965 and changed its name from Ethiopian Air Lines to Ethiopian Airlines.
Air Hong Kong is an all-cargo airline based in Chek Lap Kok, Hong Kong, with its main hub at Hong Kong International Airport. The airline operates an express freight network to 13 destinations in nine countries, including China, Japan, Malaysia, Philippines, Taiwan, Singapore, South Korea, Thailand and Vietnam. It has a fleet of Airbus A300-600F General Freighters, which the airline was the launch customer of. Its head office is located on the fourth floor of the South Tower of Cathay Pacific City.
Etihad Airways is the national airline of the United Arab Emirates. Its head office is in Khalifa City, Abu Dhabi, near Zayed International Airport. The airline commenced operations in November 2003, and is the second-largest airline in the UAE after Emirates.
The largest airlines in the world can be measured in several ways. As of 2025, United Airlines was the largest by fleet size and Passenger destinations served; Delta Air Lines was the largest by revenue, assets, market, and brand value; American Airlines Group by passengers carried and employees; FedEx Express by freight tonne-kilometers; Southwest Airlines by routes; and Turkish Airlines by countries served.

Emirates SkyCargo is a cargo airline based in Dubai, United Arab Emirates. As of 2020, it is the fourth largest cargo airline worldwide in terms of the total freight tonne-kilometres flown and international freight tonne-kilometres flown.
Combi aircraft in commercial aviation are aircraft that can be used to carry either passengers as an airliner, or cargo as a freighter, and may have a partition in the aircraft cabin to allow both uses at the same time in a mixed passenger/freight combination. The name combi comes from the word combination. The concept originated in railroading with the combine car, a passenger car that contains a separate compartment for mail or baggage.
A cargo aircraft is a fixed-wing aircraft that is designed or converted for the carriage of cargo rather than passengers. Such aircraft generally feature one or more large doors for loading cargo. Passenger amenities are removed or not installed, although there are usually basic comfort facilities for the crew such as a galley, lavatory, and bunks in larger planes. Freighters may be operated by civil passenger or cargo airlines, by private individuals, or by government agencies of individual countries such as the armed forces.
Air Canada Cargo is the cargo service subsidiary of Air Canada. Air Canada Cargo offers cargo services on domestic and trans-border flights, using the cargo capacity on aircraft operated by Air Canada and Air Canada Jazz on domestic and trans-border routes. Air Canada offers cargo services on its international passenger flights and also uses chartered, all-freighter aircraft for Canada – Europe and Canada – Asia services.
The Alaska Airlines fleet are all Boeing 737 series aircraft, operated directly by Alaska Airlines. A regional fleet of Alaska branded Embraer 175 jets are operated by the Alaska Air Group-owned regional airline Horizon Air and third-party contractor SkyWest Airlines.
The Cessna 408 SkyCourier is an American utility aircraft designed and built by the Cessna division of Textron Aviation. It was launched on November 28, 2017, with an order for 50 from FedEx Express, with the aircraft designed for the needs of its FedEx Feeder service. It made its first flight on May 17, 2020, and was type certified on March 11, 2022. FedEx took delivery of the first production model on May 9, 2022.
ʻOhana by Hawaiian was a regional subsidiary carrier of Hawaiian Airlines. The service was operated using four ATR 42 turboprop airplanes owned by Hawaiian and operated under contract by Empire Airlines. The new service was slated to begin in summer 2013 initially flying to Moloka'i and Lana'i; however, the airline was unable to begin operations during that period because of Federal Aviation Administration delays in certifying ʻOhana's operation. During its time of operation, ʻOhana by Hawaiian was fully integrated into the Hawaiian Airlines network.
