The Public Health Act 1875 [1] (38 & 39 Vict. c. 55) is an Act of the Parliament of the United Kingdom, one of the Public Health Acts, [2] and a significant step in the advancement of public health in England.
Its purpose was to codify previous measures aimed at combating filthy urban living conditions, [3] which caused various health threats, including the spread of many diseases such as cholera and typhus.
Reformers had from the 1830s wanted to resolve sanitary problems in urban areas, because sewage was flowing down the street daily, including the presence of sewage in living quarters. In 1848 their efforts led to the establishment of a three-man Board of Health – if one with very limited powers. [4] Many factors delayed effective implementation of reform, however, such as the fact that to perform a clean-up would cost money, and neither government, factory owners, or local authorities were keen to pay. Gradually, however, reformers helped to counteract the laissez-faire attitude of the government and public. In 1871, the Board of Health was subsumed into the Local Government Board by the Liberal Party; and when the Conservatives came to power in 1874, they were committed by Disraeli to extending social reform. A public health Act was introduced in 1875. Home Secretary Richard Cross was responsible for drafting the legislation, and received much good will from trades union groups in the consequent years for "humanising the toil of the working man". Disraeli ensured the passing of the 1875 Act; and when mocked by his opponents for neglecting more important political reforms, retorted on them with the resounding phrase "sanitas sanitatum, omnia sanitas" (health above everything). With the rapid urbanisation that accompanied the Industrial Revolution, huge swathes of terraced houses had been built to accommodate factory workers. The contrast between the housing stock built before the passage of the Act and that built after it was stark.
The act required all new residential construction to include running water and an internal drainage system, and also led to the government prohibiting the construction of shoddy housing by building contractors.[ citation needed ]
The act also meant that every public health authority had to have a medical officer and a sanitary inspector, [6] to ensure the laws on food, housing, water and hygiene were carried out; and that towns had to have pavements and street lighting. [7]
It is, however, important to realise that the new powers provided were permissive, not compulsory: they provided a model of best practice for municipalities, but actual implementation remained for the most part up to the individual local authority. [8]
Sir Edwin Chadwick KCB was an English social reformer who is noted for his leadership in reforming the Poor Laws in England and instituting major reforms in urban sanitation and public health. A disciple of Utilitarian philosopher Jeremy Bentham, he was most active between 1832 and 1854; after that he held minor positions, and his views were largely ignored. Chadwick pioneered the use of scientific surveys to identify all phases of a complex social problem, and pioneered the use of systematic long-term inspection programmes to make sure the reforms operated as planned.
The Local Government Board (LGB) was a British Government supervisory body overseeing local administration in England and Wales from 1871 to 1919.
The Local Government (Ireland) Act 1898 was an Act of the Parliament of the United Kingdom of Great Britain and Ireland that established a system of local government in Ireland similar to that already created for England, Wales and Scotland by legislation in 1888 and 1889. The Act effectively ended landlord control of local government in Ireland.
A municipal borough was a type of local government district which existed in England and Wales between 1836 and 1974, in Northern Ireland from 1840 to 1973 and in the Republic of Ireland from 1840 to 2002. Broadly similar structures existed in Scotland from 1833 to 1975 with the reform of royal burghs and creation of police burghs.

Sunbury on Thames Urban District, also known as Sunbury Urban District, was a local government district from 1894 to 1974 comprising the town and parish of Sunbury-on-Thames and from 1930 also the parishes of Littleton and Shepperton.
A local board of health was a local authority in urban areas of England and Wales from 1848 to 1894. They were formed in response to cholera epidemics and were given powers to control sewers, clean the streets, regulate environmental health risks including slaughterhouses and ensure the proper supply of water to their districts. Local boards were eventually merged with the corporations of municipal boroughs in 1873, or became urban districts in 1894.
Boards of improvement commissioners were ad hoc urban local government boards created during the 18th and 19th centuries in the United Kingdom of Great Britain and Ireland and its predecessors the Kingdom of Great Britain and the Kingdom of Ireland. Around 300 boards were created, each by a private Act of Parliament, typically termed an Improvement Act. The powers of the boards varied according to the acts which created them. They often included street paving, cleansing, lighting, providing watchmen or dealing with various public nuisances. Those with restricted powers might be called lighting commissioners, paving commissioners, police commissioners, etc.
The Artisans' and Labourers' Dwellings Improvement Act 1875 or the Cross Act was an Act of the Parliament of the United Kingdom designed by Richard Cross, Home Secretary during Prime Minister Benjamin Disraeli's second Conservative Government, which involved allowing local councils to buy up areas of slum dwellings in order to clear and then rebuild them. It formed part of Disraeli's social reform initiative aimed at the "elevation of the people", a policy stated in his 1872 speeches at Manchester and Crystal Palace, and associated with his doctrine of One Nation Conservatism. Also, key individuals, such as the philanthropist Octavia Hill, helped pressurise the government into passing the Act.
The Royal Commission on London Government, also known as the Ullswater Commission, was a Royal Commission which considered the case for amendments to the local government arrangements in the County of London and its environs. The commission was chaired by Viscount Ullswater, appointed in October 1921, and reported in 1923. The inquiry was described as an "unmitigated disaster" for proponents of reformed local government in the capital, as the commission failed to reach a unanimous decision. The majority report recommending virtually no change was signed by four commissioners, one of whom added a memorandum of dissent. Two minority reports, each signed by two commissioners, reached differing conclusions. In the event, administrative reforms were not carried out until 1965 following another inquiry.
Benjamin Disraeli's tenure as prime minister of the United Kingdom of Great Britain and Ireland began when Queen Victoria first invited him to form a government in 1864. He was then the Conservative prime minister on two occasions, first in 1868 and then between 1874 and 1880.
Drainage districts occur in England and Wales, varying in size from a few hundred acres to over 100,000 acres (400 km2), all in low-lying areas of the country where flood risk management and land drainage are sensitive issues. Most drainage districts are administered by an internal drainage board (IDB), which are single purpose local drainage authorities, dealing with the drainage and water level management of clean water only. Each drainage district has a defined area, and the IDB only has powers to deal with matters affecting that area.
William Henry Corfield was an English public health physician. Appointed Professor of Hygiene and Public Health at University College London in 1869, Corfield had a major influence on public health and household sanitation in Victorian England before there was extensive knowledge of bacteriology and a clear understanding of infectious disease transmission. He was also an early advocate of land filtration and sewage farms.
The Sanitary Act 1866, sometimes called the Public Health Act 1866, was an Act of the Parliament of the United Kingdom. The Act allowed the formation of drainage districts and enabled the provision of better house drainage. The second part of the Act dealt with nuisances and stated that it was the duty of councils to locate nuisances and remove them.

A byelaw terraced house is a type of dwelling built to comply with the Public Health Act 1875. It is a type of British terraced house at the opposite end of the social scale from the aristocratic townhouse but a marked improvement on the pre-regulation house built as cheap accommodation for the urban poor of the Industrial Revolution. The term usually refers to houses built between 1875 and 1918.
