The R28 Regional Highway is a highway in the Volta Region of Ghana. It starts in the south from Sogakope through Ho the regional capital to Fume at its northern end. The total length is one hundred and seventeen (117) kilometres.^[1]

Route

South Tongu District

The R28 Regional Highway starts in the South Tongu District as a junction off the N1 Highway which is part of the Trans–West African Coastal Highway through West Africa from Dakar in Senegal to Lagos in Nigeria. In Ghana, it runs from Elubo on the western border with the Côte d'Ivoire to Aflao on the eastern border with Togo. The R28 has three main sections. They are the Adidome-Sogakope Road, the Ho-Adidome road and the Fume-Ho road. After leaving the N1, it travels north through Dendo to Yorkutikpo where it turns westwards.

Central Tongu District

The R28 enters the Central Tongu District from the east and heads on to Mafi-Adidome, the district capital where it meets the Ho-Adidome road. Just off this junction is the junction of the R24 Regional Highway from Frankadua to Adidome with the Ho-Adidome road. The R28 then heads northwards on the Ho-Adidome road. It continues through Kpedzeglo and Mafi-Asiekpe.

Adaklu District

From Asiekpe, it continues north through Adaklu Ahunda Boso, Adaklu Ahunda Kpodzi and Adaklu Kpetsu. It then continues in a semi-circle round the western side ending at north of the Adaklu mountain at Tsrefe in an easterly direction. It then turns left at its junction with the Adaklu-Waya road and heads north towards Ho.

Ho Municipal District

Entering Ho, the regional capital from the south, the R28 courses right through it, exiting at its northwestern edge past Klefe and Ziavi, suburbs of Ho. It then continues through Taviefe to Matse. At Matse, it turns west before bending northwards.

Ho West District

The road continues north into the Ho West District where it passes through Dzolo Gbogame and then on to Dzolokpuita, the capital. It then continues through Vane and Biakpa. It runs past the western side of Amedzofe where it meets the N2 Highway at Fume.

Maintenance

There have been concerns about the maintenance of this road. The road had been under contract for design and reconstruction by Messrs Frandesco West African Limited in 1996 under the Rawlings government. The works was stopped in 2001 and the contract terminated. The aggrieved company went to court. Richard Anane Adabor, Minister for Roads and Highways in the Kufuor government assured the Parliament of Ghana when questioned that work be restarted quickly.^[1]

Fauna

Some birds found in the region covered by the R28 include the Common hooded vulture (Necrosyrtes monachus), the Harrier Hawk (Polyboroides radiatus), the Finch (Serinus mozambicus) and the Woodland kingfisher (Halcyon senegalensis). Some reptiles found here include the Nile monitor (Varanus niloticus) and the Agama lizard (Agama agama).^[2]

The Guan peoples include the Lolobi, Likpe, Akpafu, Buem,Nyangbo,Avatime, and Nkonya. This region was carved out of the Volta Region in December 2018 by the New Patriotic Party. The people of the Volta Region are popularly known as Ewes. The people of the Volta Region are popular known for their rich cultural display and music some of which include Agbadza, Borborbor and Zigi.

North Tongu District is one of the eighteen districts in Volta Region, Ghana. Originally it was formerly part of the then-larger and original North Tongu District on 10 March 1989, with Adidome as its capital town, which was created from the former Tongu District Council, until the western part of the district was split off to create a new North Tongu District on 28 June 2012, with Battor Dugame as its capital town, which was established by Legislative Instrument (L.I.) 2081; thus the remaining part has been renamed as Central Tongu District, with Adidome as its capital town, which was established by Legislative Instrument (L.I.) 2077. The district assembly is located in Addidome, near Adidome Senior High School (Adisec) the southwest part of Volta Region and has Battor Dugame as its capital town.

South Tongu District is one of the eighteen districts in Volta Region, Ghana. Originally created as an ordinary district assembly on 10 March 1989, which was created from the former Tongu District Council, which was established by Legislative Instrument (L.I.) 1466. The district assembly is located in the southwest part of Volta Region and has Sogakope as its capital town.

Adaklu-Anyigbe District is a former district that was located in Volta Region, Ghana. Originally it was formerly part of the then-larger Ho District on 10 March 1989, until the southern part was split off to create Adaklu-Anyigbe District on 13 August 2004; thus the remaining part has been retained as Ho Municipal District. However, on 28 June 2012, it was split off into two new districts: Agotime-Ziope District and Adaklu District. The district assembly was located in the central part of Volta Region and had Agortime-Kpetoe as its capital town.

Sogakofe is the capital of South Tongu district, a district in the Volta Region of Ghana. It is home to the lower Volta Bridge which connects Sogakofe to Sokpoe. The town is mostly known for its river tourism and Mass bread production. The lower Volta Bridge is also the site for the famous Tortsogbeza, an annual festival held during Easter, which involves diving off the bridge, and is held in conjunction with the neighbouring town, Sokpoe. It is home to the Holy Trinity Spa, Cisneros Villa Hotel and other notable resorts including Shekinah Glory Hotel, Sogakofe Beach Resort etc. Most commuters plying the Accra to Aflao road usually stop over to buy snacks and bread. Ferdinand Koblavi Dra Goka (1919-2007) was a Ghanaian teacher and politician. He was a Volta Regional minister, and as Ghana's second finance minister during the first republic. He is often credited as the man who changed the name of Trans Volta Togoland to the Volta Region.

The R10 Regional Highway is a highway in the Volta Region of Ghana. It begins at Tokor, on the northern edge of Denu and runs north through Dzodze, Agotime-Ziope and Agortime-Kpetoe ending at the regional capital of Ho. It is also known as the Ho - Denu road. It is an important link from Ho, the capital of the Volta Region which borders Togo and Denu near Aflao which is the main border crossing in the south between Ghana and Togo. The total length is about ninety-nine (99) kilometres.

The N12 or National Highway 12 is a national highway in Ghana that begins at the Ghana - Côte d'Ivoire border in the Western Region of Ghana and travels generally north to Hamile on the Ghana - Burkina Faso border. Its total length is 670 kilometres.

The R12 Regional Highway is a highway in the Volta Region of Ghana. It starts from Akatsi in the west to Akanu on the border with Togo. It is 30 kilometres in length.

Tongu District is a former district council that was located in Volta Region, Ghana. Originally created as an ordinary district assembly in 1975. However on 10 March 1989, it was split off into two new district assemblies: South Tongu District and the first North Tongu District. The district assembly was located in the southwest part of Volta Region and had Sogakope as its capital town.

The R16 Regional Highway is a highway located in the Volta Region of Ghana. It runs in a northerly direction from Srogbe, in the Anloga District of the Volta Region ending at the Dabala junction on the National Highway 1 (N1). The N1 is part of the Trans-African Highway network.
