Rahul Gupta (born 1970 or 1971) [1] is an American physician from the state of West Virginia. In 2021,he was appointed to serve as director of the Office of National Drug Control Policy by President Joe Biden. He formerly served at the helm of the West Virginia Bureau for Public Health. [2]
Gupta was born in India and raised in a suburb of Washington,D.C. His father is a diplomat. [2] Gupta earned his Doctor of Medicine from the University College of Medical Sciences of Delhi University. He earned a Master of Public Health from the University of Alabama at Birmingham (UAB). He worked as an assistant professor of medicine at Meharry Medical College and at UAB. [3]
Gupta ran the Kanawha-Charleston Health Department from 2009 to 2014. [4] He became the director of the West Virginia Bureau for Public Health,an agency housed within the West Virginia Department of Health and Human Resources,in 2015. [5]
In this role,he focused on reducing overdose deaths from the opioid epidemic. [2] He also led West Virginia's response to the Zika virus and Ebola epidemics. [6] He left the role in 2018 to become the chief medical officer of the March of Dimes,a nonprofit organization. [7]
Gupta was the lead member of the 2020 presidential transition of Joe Biden for the Office of National Drug Control Policy (ONDCP). [8] Biden nominated him to be director of the ONDCP on July 13,2021. [9] His nomination was confirmed by the United States Senate on October 28, [10] and he was sworn into office on November 18. [11]
Upon taking office,Gupta noted that addressing “the overdose epidemic that has claimed more than 100,000 lives between April 2020 and April 2021”would be his priority. [12] In office,he has pushed for funding opioid addiction treatment programs for incarcerated individuals. [13]

Michael P. Botticelli is an American public health official who served as the director of the White House Office of National Drug Control Policy (ONDCP) from March 2014 until the end of President Obama's term. He was named acting director after the resignation of Gil Kerlikowske,and received confirmation from the United States Senate in February 2015. Prior to joining ONDCP,he worked in the Massachusetts Department of Public Health. Following completion of his service as ONDCP Director,he became the executive director of the Grayken Center for Addiction Medicine at the Boston Medical Center.
Patrick James Morrisey is an American politician and attorney serving since 2025 as the 37th governor of West Virginia. He served from 2013 to 2025 as the 34th attorney general of West Virginia. A member of the Republican Party,he was elected state attorney general in 2012,becoming the first Republican in the role since 1933. Morrisey ran for the United States Senate in 2018 and narrowly lost to incumbent Senator Joe Manchin.

Naloxone is a medication that was created to reverse opioid overdoses. As an opioid antagonist,it binds to the μ-opioid receptors blocking the opioid's effects. Naloxone quickly restores normal respiration. The ongoing opioid epidemic has caused many public health authorities to expand access to naloxone.

The U.S. state of West Virginia reported its first confirmed case relating to the COVID-19 pandemic on March 17,2020,becoming the last state to do so. The patient had shown symptoms for several days prior. On March 29,2020,the state reported its first COVID-19 death.

Regina LaBelle is a professor and the director of the Addiction and Public Policy Initiative at the Georgetown University Law Center's O’Neill Institute for National and Global Health Law. She was the acting director of the White House Office of National Drug Control Policy (ONDCP) from January 20,2021 to November 5,2021,and the only woman to ever lead this office. She was named deputy director and served as acting director by President Joe Biden on the first day of his presidency. Prior to her work with the Biden Administration,she was the Chief of Staff of ONDCP under President Barack Obama.
