Ray T. Reyes is a Filipino politician serving as the Representative for AnaKalusugan Party List since 2022. [1]

Early life

Education

Ray Reyes completed his elementary studies at the Don Bosco Technical College Mandaluyong.

Reyes is also an alumnus of the Ateneo de Manila University, [2] graduating in 2003 with a Bachelor of Science degree in Management Information Systems.

In 2018, Reyes also completed the Owner President Management Program from the Harvard Business School Executive Education. [2]

Early career

Before entering politics, Reyes began as a business executive, offering his talents in project and operations management to various industries. [3]

Beginning in 2003, Reyes served as the project manager for Comnet Management Corporation and was part of the COMELEC Modernization Program for the May 2004 National and Local Elections. Reyes would then become the Vice President for Business Development of Comnet in 2016 and its President since 2017. [2]

In 2005, Reyes became the General Manager of a failing electric utility, tasked with its technical and administrative rehabilitation. It was during his tenure that he effectively reduced overall systems loss from 50.2% to 8.9% and increased overall systems reliability to exceed national government standards. [2]

From 2013 to 2022, Reyes also served as the Business Development Manager of Adventureland International Leisure Corporation, which was engaged in the business of owning, managing, operating, maintaining and constructing of real properties, hotels, recreational facilities, commercial, businesses and retail centers. [2]

Since 2013, Reyes has held the position of President for B.T.G. Holdings, Inc. [2]

Political career

House of Representatives

In 2022, Reyes ran as the first nominee for AnaKalusugan Party List and won. [4]

As the representative of AnaKalusugan Party List, Reyes advocates for improved and equitable health care for all Filipinos. [5] Emphasizing accessibility and the expansion of specialized health care providers in rural areas of the country, Reyes filed House Bill No. 3134 which was enacted as Republic Act No. 11959, otherwise known as the Regional Specialty Centers Act. [6]

Currently, Reyes sits on 12 Congressional Committees and serves as the Vice Chairperson of the Committee on Health, the Special Committee on Food Security and the Special Committee on Southern Tagalog Development for the 19th Congress. [1]

As of March 2024, Reyes has principally authored 163 House Bills, including the Ease of Paying Taxes Act (RA 11976), the New Agrarian Emancipation Act (RA 11953), the New Philippine Passport Act (RA 11983) and the aforementioned Regional Specialty Centers Act (RA 11959). [1]

Several legislative acts passed on third reading in the House of Representatives include the following bills, namely, the Magna Carta for Barangay Health Workers (HB 06557), the Philippine Centers for Disease Prevention and Control Act (HB 06522), Amendments to the Anti-Agricultural Smuggling Act of 2016 (HB 03917), Amendments to the Philippine Clean Air Act of 1999, otherwise known as the Waste Treatment Technology Act (HB 06444), the Virology and Vaccine Institute of the Philippines Act (HB 06452) and the Basic Education Mental Health and Well-Being Promotion Act (HB 06574). [1]

Reyes also plans to submit a bill proposing an increase in excise tax for alcoholic beverages. [7] In an event led by the Sin Tax Coalition, Reyes said, “Imagine ‘yung scenario na sobrang optimize natin ‘yung sin taxes; hindi na natin kailangan magbayad ng premium kasi sapat na ‘yung nako-collect natin. Definitely, that is a welcomed proposal from the Congress.” [8]

In line with his role as Vice Chairperson of the Committee on Health, Reyes pressed PhilHealth about its plans to make up for the years that it failed to improve its outdated case rates and benefit packages, noting that under the Universal Healthcare Act, patients’ out-of-pocket expenses should only stand at around 35% of their total hospital bills. This prompted PhilHealth to commit an increase to 50% before the 2024 ends. [9] [10]

Personal life

Ray Reyes has been a member of the Young Presidents' Organization since 2020, being a part of the Pearl of the Orient Regional Integrated Chapter. He served as the Chapter's Finance Officer from 2020 to 2021, Assistant Learning Officer from 2021 to 2022, Learning Officer from 2022 to 2023 and Chapter Chairman from 2023 to 2024.

Reyes has also contributed time to Anakalusugan's charity medical missions from 2018 to 2021, which has been instrumental to his selection as the party list's nominee for the 2022 elections.
