Major General Richard Otto, is a senior military officer in the Uganda People's Defence Forces (UPDF). Effective 13 May 2024, he is the Commander of the UPDF Mountain Division and also Commander of "Operation Shujaa", the joint undertaking by the UPDF and the Armed Forces of the Democratic Republic of the Congo (FARDC) to neutralize the Allied Democratic Front (ADF) terrorist organization in the Eastern DR Congo. [1] Immediately prior to his current assignment, Richard Otto was the chairman of the "South Sudan Peace Mechanism", an IGAD-sponsored observer mechanism, to ensure adherence to the peace treaties by the protagonists. Before that, he was the commanding officer of the third army division of the UPDF, based in Moroto. He was appointed to that position in May 2017. [3] [4]

Prior to that, he served as the commander of the UPDF contingent in the Central African Republic, as part of the African Union Regional Task Force (AU-RTF), the regional counter-offensive against the Lord's Resistance Army (LRA). [5]

Background

He was born in the Northern Region of Uganda in the 1960s[ citation needed ]

Career

The regional task force to neutralise (kill or capture) the Ugandan fugitive Joseph Kony was established in 2012. The force was supposed to be 5,000 troops strong, with units from the African countries terrorized by Kony and his guerilla force, the LRA. [6] Major General Dick Olum, at the rank of colonel, was selected as first commander of that force. [7]

However, the force turned out to be composed entirely of Ugandan soldiers. The other countries, South Sudan, Democratic Republic of the Congo and Central African Republic, beset by domestic instability and in some cases outright civil war, were unable to send troops or quickly withdrew the ones assigned to the mission. The mission failed to secure donor funding and Uganda ended up funding the entire mission on its own. [8]

Later, Richard Otto, at the rank of colonel took command of the Anti-LRA troops. They were joined by a 100-troops strong contingent from the United States military in non combative roles. In April 2017, the mission was closed and the Ugandan and American troops were relocated to other missions. [8]

Richard Otto, at the rank of brigadier, also served as commander of the 6,000 military personnel comprising the UPDF AMISOM contingent in Somalia. He replaced Brigadier Michael Kabango, whose tour of duty had come to an end. [9]

In October 2017, the president of Uganda and commander-in-chief sent Richard Otto, now at the rank of Brigadier to replace Dick Prit Olum as the head of the UPDF third division, in Moroto. Olum was dispatched to Kinshasa, as Uganda's Defence Attache to DR Congo. [10]

In May 2024, Richard Otto now at the rank of major general, replaced Major General Dick Olum, as commander of the UPDF Mountain Division. Dick Olum was selected to lead the "South Sudanese Stabilization Mission". [1]

The Lord's Resistance Army (LRA) is a Christian extremist organization operating in Central Africa and East Africa. Its origins were in the Ugandan insurgency (1986–1994) against President Yoweri Museveni during which Joseph Rao Kony founded the LRA in 1987.

Shaban Bantariza was a Colonel in the Uganda People's Defense Force (UPDF). He served as the deputy director of the Uganda Media Centre and deputy government spokesperson, from June 2015.

Brigadier Patrick Kankiriho was a military officer in Uganda. He was a senior commander in the Uganda People's Defence Force (UPDF). At the time of his death, he was the commander of the 2nd Army Division in Mbarara, Western Uganda. In 2008, he served as the commander of Operation Lightning Thunder, the military operation that dislodged the Lord’s Resistance Army rebels out of Garamba National Forest, in the Democratic Republic of the Congo.

He was appointed to that position in October 2022 by the President of Uganda and Commander in chief of the UPDF, Yoweri Museveni. He previously served as commander of the Uganda People's Defence Force contingent in Eastern DRC under operation code named Operation Shujaa. He was appointed to that position in January 2021 by General Yoweri Museveni, the Commander in Chief of the UPDF and the President of Uganda. Prior to that, Maj. General Muhanga served as the commandant of the military police within the Uganda People's Defence Force (UPDF).

Major General Moses Ddiba Ssentongo is a military officer in the Uganda People's Defence Force (UPDF). He is one of two deputy director generals of the National Enterprise Corporation (NEC), the investment vehicle of the UPDF. He was appointed to that position in March 2016. Before that, from June 2013 until June 2014, he served as the chairman of the UPDF General Court Martial, one of the highest military courts in the UPDF. Before that, Ssentongo served as the political commissar of the UPDF. He replaced Fred Tolit, who was appointed as Uganda’s Defense Attaché to the headquarters of the African Union in Addis Ababa, Ethiopia.

Major General Fred Ociti Tolit, is a military officer in the Uganda People's Defense Force. He currently serves as Uganda's Defense Attaché to South Africa, based at the country's embassy in Pretoria. He previously served as Uganda's defence attaché to Burundi, based at Uganda's Embassy in Bujumbura, since 2016.

Major General Richard Prit Olum, commonly known as Dick Olum, is a military officer in the Uganda People's Defence Force (UPDF). Effective 13 May 2024, he serves as commander of the "South Sudan Stabilization Mechanism", an observer force to ensure adherence to the peace agreements. Before that, he served as the Ugandan commander of the UPDF forces in the Democratic Republic of the Congo under the joint Uganda/DRC mission code named Operation Shujaa. He contemporaneously served as the commander of the UPDF Mountain Division, based in Fort Portal, Kabarole District at the base of the Rwenzori Mountains. His appointment was made on 12 October 2022.

James Nakibus Lakara, commonly known as Nakibus Lakara, is a Ugandan Lieutenant General in the Uganda People's Defence Force (UPDF). Since June 2016, he has been the commander of the Uganda Rapid Deployment Capability Centre based in Jinja in the Eastern Region of Uganda. From April 2015 until June 2016, he served as the deputy force commander of the African Union Mission to Somalia (AMISOM) and was in charge of logistical support. From July 2013 until April 2015, he served as the commanding officer of the UPDF 3rd Division, based in Moroto.

Lieutenant General Charles Lwanga Lutaaya, is a senior Ugandan military officer in the Uganda People's Defence Forces (UPDF). He a presidential advisor on matters of Airforce. Before that, he was the Commander of the UPDF Air Force after having served as Deputy Commander of the UPDF Air Force.

The Regional Cooperation Initiative for the elimination of the LRA (RCI-LRA) with its military arm, the African Union Regional Task Force was a multi-national operation to counter the Lord's Resistance Army (LRA). On 22 November 2011 the AU Peace and Security Council authorized the RCI-LRA with the mandate to "strengthen the operational capabilities of the countries affected by the atrocities of the LRA, create an environment conducive to the stabilization of the affected areas, free of LRA atrocities, and facilitate the delivery of humanitarian aid to affected areas." The United Nations provided logistical support, the European Union and African Union contributed additional funding, and the United States provided non-combat military and strategic support.

Peter Elwelu is a Lieutenant General in the Ugandan military, known formally as the Uganda People's Defence Force (UPDF).He currently serves as the Deputy Chief of the Defense Forces of the UPDF. He was appointed to that position on 24 June 2021 Since 9 January 2017, he has served as the commander of land forces, which is the fourth-highest position in the UPDF hierarchy. Prior to that, from June 2013 until January 2017, he was the commander of the UPDF 2nd division, based in Mbarara, the largest town in Uganda's Western Region. Elwelu is most known for the Kasese massacre in which according to Human Rights Watch 153 people, including children, were killed. "They deserved to die" he told the Observer in May 2021.

Major Christine Nyangoma, is a senior Ugandan military officer in the Uganda People's Defence Forces (UPDF). She is the Commander of the UPDF Women’s Unit in Somalia, as part of the African Unions force, AMISOM.

Joseph Musanyufu, is a lieutenant general in the Uganda People's Defence Force,(UPDF), who serves as the Permanent Secretary Ministry of Internal Affairs, Uganda. Immediately prior to his current appointment, he served as Joint Chief of Staff, the third highest rank in the Ugandan military, and is known to have four children, 2 sons and 2 daughters . Musanyufu also served as the Chief of Personnel and Administration in the UPDF, a position that he was appointed to in 2014.

Brigadier Michael Kabango, is an Ugandan military officer, who serves as the commander of the Ugandan contingent to the African Union Mission to Somalia (AMISOM). He took up that position on 21 December 2018.

Stephen Kiggundu, was a Ugandan military officer, military pilot, paratrooper, military flight instructor and military commander in the Uganda People's Defence Force. At the time of his death, he was the Deputy Commander of the UPDF Air Force. He served in that role from September 2022 until March 2024.

Operation Shujaa is an ongoing military offensive conducted by the Democratic Republic of the Congo and Uganda against insurgent forces in Kivu and Ituri, mainly Islamic State (IS) affiliates and the Allied Democratic Forces (ADF). Launched in November 2021, it has resulted in significant losses for the targeted rebel forces and substantially reduced their activity. At times, the government forces engaged in Operation Shujaa have also fought non-ADF/IS rebel groups.
