Major General Richard Prit Olum, commonly known as Dick Olum, is a military officer in the Uganda People's Defence Force (UPDF). Effective 13 May 2024, he serves as commander of the "South Sudan Stabilization Mechanism", an observer force to ensure adherence to the peace agreements. [2] Before that, he served as the Ugandan commander of the UPDF forces in the Democratic Republic of the Congo under the joint Uganda/DRC mission code named Operation Shujaa . He contemporaneously served as the commander of the UPDF Mountain Division, based in Fort Portal, Kabarole District at the base of the Rwenzori Mountains. His appointment was made on 12 October 2022. Before that, from October 2017 until October 2022, he was Uganda's military attache at the Ugandan embassy in the Democratic Republic of the Congo, based in Kinshasa. [5] [6]

Immediately prior to that assignment, from April 2015 until October 2017, he was the commanding officer of the third army division of the UPDF, based in Moroto. [7] Before that, he served as the commander of the UPDF contingent in Somalia as part of the African Union Mission to Somalia (AMISOM). He was appointed to that position in June 2013 by Yoweri Museveni, the commander in chief of the UPDF and the president of Uganda. [8] He took his position in Mogadishu Somalia, in September 2013. [9] His mission to Somalia ended in November 2014 when he was replaced by Sam Kavuma. [10]

Background

Olum was born in Zombo District, West Nile sub-region, Northern Region of Uganda in 1970. [1]

Military career

In 2006, when the Uganda Junior Staff College, based in Jinja, was founded, Lieutenant Colonel Olum was selected to be its commandant. [11] In 2010, at the rank of colonel, he was transferred to the Uganda Military Academy in Kabamba as chief instructor. [12] In 2012, the African Union (AU) established a 5,000 strong military force, based in Nzara, South Sudan, with the objective of hunting down fugitive warlord Joseph Kony. The force was composed of troops from the African countries affected by the Lord's Resistance Army insurgency, namely Uganda, South Sudan, the Democratic Republic of the Congo, and the Central African Republic. [13] Colonel Olum was selected as the first commander of the AU force against Kony. [14] In June 2013, he was assigned to lead the UPDF contingent to AMISOM and was appointed acting brigadier. He assumed his post in Somalia in September 2013. In November 2013, Olum was promoted to full Brigadier in the UPDF. [15] [16] In April 2015, he was appointed commanding officer of the UPDF third division, based in Moroto. [7]

As commander of the UPDF Mountain Division and as commander of Operation Shuja, General Olum replaced Lieutenant General Kayanja Muhanga who was promoted to the position of Commander of the UPDF Land Forces, based in Bombo, Uganda. [3] [4]

Lieutenant General Kayanja Muhanga, is Ugandan army officer. He currently serves as Commander Of Land forces in UPDF. He was appointed to that position in October 2022 by the President of Uganda and Commander in chief of the UPDF, Yoweri Museveni. He previously served as commander of the Uganda People's Defence Force contingent in Eastern DRC under operation code named Operation Shujaa. He was appointed to that position in January 2021 by General Yoweri Museveni, the Commander in Chief of the UPDF and the President of Uganda. Prior to that, Maj. General Muhanga served as the commandant of the military police within the Uganda People's Defence Force (UPDF).

Lieutenant General Sam Kavuma, whose full name is Samuel Kavuma, is a Ugandan senior military officer. He currently serves as the Commander of the African Union Transition Mission in Somalia (ATMIS), effective March 2024. Before that, from 24 June 2021 until 24 March 2024, he was the deputy coordinator of the Operation Wealth Creation, a presidential appointment by Yoweri Kaguta Museveni Immediately before that position, he served as the deputy commander of the Uganda People's Defence Force Air Force. Before that, Kavuma served as the Commander of the Uganda People's Defence Force Contingent in Somalia, as part of the African Union Mission to Somalia (AMISOM). He was appointed to that position in October 2014. He replaced Brigadier General Dick Olum, who served in that position from September 2013 until October 2014.

The Regional Cooperation Initiative for the elimination of the LRA (RCI-LRA) with its military arm, the African Union Regional Task Force was a multi-national operation to counter the Lord's Resistance Army (LRA). On 22 November 2011 the AU Peace and Security Council authorized the RCI-LRA with the mandate to "strengthen the operational capabilities of the countries affected by the atrocities of the LRA, create an environment conducive to the stabilization of the affected areas, free of LRA atrocities, and facilitate the delivery of humanitarian aid to affected areas." The United Nations provided logistical support, the European Union and African Union contributed additional funding, and the United States provided non-combat military and strategic support.

Peter Elwelu is a Lieutenant General in the Ugandan military, known formally as the Uganda People's Defence Force (UPDF).He currently serves as the Deputy Chief of the Defense Forces of the UPDF. He was appointed to that position on 24 June 2021 Since 9 January 2017, he has served as the commander of land forces, which is the fourth-highest position in the UPDF hierarchy. Prior to that, from June 2013 until January 2017, he was the commander of the UPDF 2nd division, based in Mbarara, the largest town in Uganda's Western Region. Elwelu is most known for the Kasese massacre in which according to Human Rights Watch 153 people, including children, were killed. "They deserved to die" he told the Observer in May 2021.

Major General Richard Otto, is a senior military officer in the Uganda People's Defence Forces (UPDF). Effective 13 May 2024, he is the Commander of the UPDF Mountain Division and also Commander of "Operation Shujaa", the joint undertaking by the UPDF and the Armed Forces of the Democratic Republic of the Congo (FARDC) to neutralize the Allied Democratic Front (ADF) terrorist organization in the Eastern DR Congo. Immediately prior to his current assignment, Richard Otto was the chairman of the "South Sudan Peace Mechanism", an IGAD-sponsored observer mechanism, to ensure adherence to the peace treaties by the protagonists.

Joseph Musanyufu, is a lieutenant general in the Uganda People's Defence Force,(UPDF), who serves as the Permanent Secretary Ministry of Internal Affairs, Uganda. Immediately prior to his current appointment, he served as Joint Chief of Staff, the third highest rank in the Ugandan military, and is known to have four children, 2 sons and 2 daughters . Musanyufu also served as the Chief of Personnel and Administration in the UPDF, a position that he was appointed to in 2014.

Major General Don William Nabasa, is a Ugandan military officer in the Uganda People's Defence Forces (UPDF). He currently serves as the Commander of the UPDF Military Police, effective 26 October 2021. Before that, he was the Commander of the Uganda Contingent in Somalia as part of AMISOM.

Hudson Mukasa is a Major General in the Uganda People's Defence Forces (UPDF). Since June 2016, he has been the Military Attaché to Uganda's Embassy to Kenya, based in Nairobi. Before that he served as the Military Attaché Uganda's Embassy to Burundi, based in Bujumbura.

Paul L'Okech, was a senior military officer at the rank of Lieutenant General, in the Uganda People's Defence Forces (UPDF), who was appointed Deputy Inspector General of Police of the Uganda Police Force on 16 December 2020. Between November 2017 and December 2019, he served on special assignment "to monitor on behalf of the guarantors of the South Sudan peace process, the assembling, screening, demobilization and integration of the armed forces of South Sudan".

Brigadier Michael Kabango, is an Ugandan military officer, who serves as the commander of the Ugandan contingent to the African Union Mission to Somalia (AMISOM). He took up that position on 21 December 2018.

James Birungi, is a Major General in the Uganda People's Defence Force Air Force (UPDAF). He serves as the Chief of Military Intelligence in the UPDF, effective January 2022.
