Lieutenant General Sir Robert Henry Gervase Fulton, KBE , KStJ (born 1948) [1] is a retired British Royal Marines officer who served as Governor of Gibraltar from 2006 to 2009.
Educated at Eton College and the University of East Anglia where he graduated with a Bachelor of Arts,Fulton joined the Royal Marines in 1972. [2] After serving as a junior officer for a number of years,he was appointed to the Staff College at Warminster. [2] He became a company commander in 42 Commando in 1983 and then undertook various staff appointments before joining the Directing Staff of the Army Staff College,Camberley in 1990. [2]
Fulton was appointed commanding officer of 42 Commando in 1992,Assistant Director for CIS Operational Requirements in 1994,and a member of the Rapid Reaction Force Operations Staff in UNPROFOR in 1995. [2] After attending the Royal College of Defence Studies and then the Higher Command and Staff Course in 1996,he became commander of 3 Commando Brigade in 1997,Commandant-General Royal Marines in 1998 and equipment capability manager at the Ministry of Defence in 2001. [2] In 2003 was promoted to lieutenant general on appointment as Deputy Chief of the Defence Staff (Equipment Capability). [2] He was knighted as a Knight Commander of the Order of the British Empire in the 2005 Birthday Honours. [3]
In September 2006,Fulton took over as Governor of Gibraltar. He was Britain's first governor to witness change in the Gibraltar constitution since 1967. He was appointed a Knight of the Most Venerable Order of Saint John on 5 August 2009, [4] and his term as governor ended in October 2009. [2]
In April 2007 it was announced that Fulton would lead an enquiry into the capture of 15 British military personnel by Iranian forces; [5] he reported to Parliament later that year. [6]
A Freeman of the City of London,Fulton serves as a Court Assistant of the Worshipful Company of Haberdashers and,in July 2010,became chief executive officer of the Global Leadership Foundation. [7]
He was appointed King of Arms of the Order of the British Empire in 2016, [8] serving as such until May 2024. [9]
Fulton married Midge Free in 1975;they had two sons before they separated in 2010. [1]

Vice Admiral Sir Adrian James Johns,is a former senior officer in the Royal Navy,serving as Second Sea Lord between 2005 and 2008. He was the Governor of Gibraltar between 2009 and 2013.
Major General Sir John Jeremy Moore,was a British senior Royal Marine officer who served as the commander of the British land forces during the Falklands War in 1982. Moore received the surrender of the Argentine forces on the islands.

Admiral Sir Mark Stanhope,is a retired Royal Navy officer. After serving as a submarine commander,he commanded a frigate and then commanded an aircraft carrier on operational patrol off Sierra Leone. He went on to be Deputy Supreme Allied Commander Transformation and then Commander-in-Chief Fleet. He served as First Sea Lord and Chief of the Naval staff,the professional head of the Royal Navy,from July 2009 to April 2013. In this role he advised the British Government on the deployment of naval forces during operations around Libya. He was succeeded by Admiral Sir George Zambellas in April 2013.
Major General Garry Stuart Robison,is a retired Royal Marines officer who served as Commandant-General Royal Marines and Commander United Kingdom Amphibious Forces from 2006 to 2009.
General Sir Gordon Kenneth Messenger,is a retired senior Royal Marines officer who served as Vice-Chief of the Defence Staff from May 2016 to May 2019. As a colonel he commanded 40 Commando during the Iraq War,and led the Commando in the assault on the Al-Faw Peninsula. As a brigadier,he held two high-level staff posts—the first at the Ministry of Defence in London,as Director of NATO policy,and the second as a British liaison to The Pentagon shortly after the September 11 attacks,where he was involved in the planning for the subsequent invasion of Afghanistan.
Lieutenant General Edward Grant Martin Davis,is a former senior Royal Marines officer. He was Commandant General Royal Marines from December 2011 to June 2014,and the Deputy Commander of NATO's Allied Land Command in Izmir,Turkey,from 2014 to 2015. He was Governor of Gibraltar from 2016 to 2020.
