Libmanan, officially the Municipality of Libmanan, is a 1st class municipality in the province of Camarines Sur, Philippines. According to the 2020 census, it has a population of 112,994 people. Libmanan is the largest municipality in Camarines Sur in terms of population, and the second largest in terms of land area.

He was born on January 23, 1949, in San Jose de Buenavista, Antique to Juan P. Lazo and Fausta Orquejo, both now deceased, and was baptized on February 13 of the same year at the St. Joseph Parish of the same town.
Rex Andrew Clement Alarcon is a prelate of the Catholic church in the Philippines. He is the Metropolitan Archbishop-elect of Cáceres, with its seat at Naga, Camarines Sur. He succeeded Rolando Tirona. He was appointed by Pope Francis to be the Archbishop of Nueva Cáceres on February 22, 2024, replacing the retiring Archbishop Rolando Tirona. Prior to appointment, he served as Bishop of Daet. Until his installation as Archbishop of Caceres, Alarcon will continue to lead the diocese of Daet as apostolic administrator.
