Namayanja Rose Nsereko (born 18 August 1975) is a Ugandan lawyer, columnist, author, security sector manager and politician. She is the current Deputy Secretary General of Uganda's ruling party. [1]

Namayanja is a former National Treasurer of Uganda's ruling party, The National Resistance Movement (NRM). She is also the former Minister of Information and National Guidance in the Cabinet of Uganda, a position she held from 23 May 2013, [2] until 1 March 2015. [3] Prior to that, she served as Minister of State for Luwero Triangle in the Prime Minister's office, from 27 May 2011 until 24 May 2013. She replaced Thembo Nyombi, who was appointed State Minister for Information Technology. [4] Namayanja also served as the elected Member of Parliament for Nakaseke District Women Representative from 2006 to 2016. [5] She was a founder member of the Uganda Young Democrats (UYD), the youth wing of Uganda's Democratic Party (DP) that was known for its radicalism in the mid-1990s. [6] [7]

Background and education

Namayanja was born in Kalagi, a village in Nakaseke District (one of the Luwero Triangle districts) on 18 August 1975 to Jackson Ssebowa and Catherine Namirembe Ssebowa. A Muganda by tribe, she was born in an Anglican family. She converted to the Seventh-day Adventist Church while in high school. She attended Kabowa Church of Uganda Primary School, for her primary education and Light College Katikamu for her middle and high school education. She holds the degrees of Bachelor of Arts (1998) and Bachelor of Laws (2011), both from Makerere University, the oldest and largest public university in Uganda. She also holds the degree of Master of Science (2010), in Security Sector Management, obtained from and Cranfield University, the Defence Academy of the United Kingdom. [7]

Career

Prior to her senior political career, Namayanja worked as an academic registrar for Light Bureau of Accountancy in 1998. Between 1999 and 2001, she worked as a political officer at State House Kampala. She started her political career as a student and youth leader at Makerere University in 1995. She was a founder member of the Uganda Young Democrats (UYD), the youth wing of Uganda's Democratic Party (DP). According to her, she drew her inspiration from the then young people in politics like the late Nobel Mayombo and further from the powerful women in politics like the former vice president of Uganda, Specioza Naigaga Wandira Kazibwe, Winnie Byanyima, Janat Mukwaya and Cecilia Ogwal. The desire to make a contribution to rebuilding Luwero Triangle, her homeland and the theatre of Yoweri Museveni's liberation war made her aim for more influential political positions.

In 2001 at the age of 25, she was elected as Member of Parliament (MP) representing the youth for Uganda's Central Region, which includes Luwero Triangle, for a five-year term. In 2006, having crossed to the NRM after the introduction of Multi-Party Politics and the creation of Nakaseke District the previous year, Namayanja stood unopposed for the position of Woman MP for Nakaseke District and was reelected in 2011 for a five-year term. In 2011, she was appointed for her first ministerial position as Minister of State for Luwero Triangle in the Office of the Prime Minister (OPM). She held that portfolio until she was appointed Minister of information and National Guidance on 23 May 2013, [4] [7] [8] [9] a position she held until 1 May 2015, when she was dropped from the Cabinet in consideration of the fact that she had been appointed National Treasurer of the National Resistance Movement in January 2015. [10] [11] Namayanja did not contest the 2016 general election. [5] Namayanja is the current Deputy Secretary General of the National Resistance Movement as appointed by the Chairman in 2021.

Personal life

Rose Namayanja is married to Charles Nsereko. They were married in a Seventh-day Adventist ceremony on 2 September 2002. She was the Chairperson of the Uganda Parliamentary Forum for Children. [12] She retired from active elective politics in 2016. [13]

Minister of Trade and Industry from June 2006 until February 2009. In May 2011, she temporarily retired from politics and was replaced in the cabinet by Kiddu Makubuya. She also served as the elected member of Parliament for Mukono South Constituency in Mukono District, from 2006 until her retirement in 2011.

Ruth Nankabirwa Ssentamu is a Ugandan politician, who serves as the Minister of Energy and Mineral Development in the Ugandan Cabinet, effective 8 June 2021. Although she told her supporters "If the cows vote, let them vote, I want to get 120%" she lost her seat as Women MP for Kiboga District in January 2021.

Jessica Rose Epel Alupo, commonly known as Jessica Alupo, is a Ugandan politician who is the ninth and current vice president of Uganda since 2021. She is also an educator, and former military officer. She previously served in the cabinet of Uganda as minister of education between 2011 and 2016. She is also an elected member of parliament as Katakwi District's women's representative.

Jenipher Kacha Namuyangu, also Jennifer Namuyangu Byakatonda, but commonly referred to as Jennifer Namuyangu, is a Ugandan politician and environmentalist. She belongs to the National Resistance Movement political party. She is the current Minister of State for Bunyoro Affairs in the Prime Minister's Office and former Minister of State for Local Government in the Ugandan Cabinet. She was appointed to that position on 6 June 2016. She previously served as the Minister of State for Water Resources, from 1 June 2006 until 27 May 2011. In the Cabinet reshuffle on 27 May 2011, she was dropped from the cabinet and was replaced by Betty Bigombe. She also served as the elected Member of Parliament for Pallisa District Women's Representative, from 2001 until 2011. In 2010, Pallisa District was split into two, to create Kibuku District. Namuyangu contested for the parliamentary seat of Kibuku County, Kibuku District. She was rigged bySaleh Kamba by a wide margin.

John Chrysestom Muyingo is a Ugandan educator and politician. He is the State Minister for Higher Education in the Ugandan Cabinet. He was appointed to that position on 6 June 2016. He previously served as the State Minister for Primary Education from 1 March 2015 until 5 June 2016. Before that, from 27 May 2011 until 1 March 2015, he served as the State Minister for Higher Education, having replaced Mwesigwa Rukutana in May 2011. Muyingo was also the elected Member of Parliament for Bamunanika County, Luweero District. In the 2021 general elections he lost the seat to his former campaign manager and personal assistant, Robert Ssekitoleko who run on the National Unity Platform party ticket.

Barbara Nekesa Oundo is a Ugandan politician and diplomat, who serves as Uganda's High Commissioner to South Africa, based in Pretoria. In that capacity, she also represents her country, to the nations of South Africa, Botswana, Namibia, Lesotho and Swaziland.

Justine Lumumba Kasule is a Ugandan educator and politician. She is the current Minister, Office of the Prime Minister, in the cabinet of Uganda, since June 2021.

Mariam Najjemba Mbabaali, formerly known as Rosemary Najjemba Muyinda is a Ugandan politician. She served as the State Minister for Urban Planning in the Ugandan Cabinet from 15 August 2012, until 6 June 2016, when she was dropped from cabinet. In the cabinet, she replaced Justine Lumumba Kasule, who was appointed Government Chief Whip. Najjemba served as the elected Member of Parliament for Gomba County, Gomba District on the National Resistance Movement (NRM) political party ticket, for two consecutive terms, from 2006 until 2016.

Ida Erios Nantaba is a Ugandan politician. She was the State Minister in the Uganda Ministry of Information and Communications Technology. She was appointed to that position on 6 June 2016. Prior to that, from 15 August 2012 until 6 June 2016, she was Minister of State for Lands in the Cabinet of Uganda. Nantaba is also the elected Member of Parliament for Women in Kayunga District Constituency.

Sarah Ndoboli Kataike is a Ugandan politician. She is the current State Minister for Luweero Triangle, in the Cabinet of Uganda. She was appointed to that position on 25 July 2013. Prior to that, from 15 August 2012 until 25 July 2013, she served as the State Minister of Health for General Duties. She replaced Richard Nduhura, who was appointed Uganda's Ambassador to the United Nations. Richard Todwong is a Ugandan politician. He is the Secretary General of the National Resistance Movement He was the Minister Without Portfolio in the Ugandan Cabinet. He was appointed to that position on 15 August 2012. He replaced Nasser Sebaggala who was appointed in May 2011, but was rejected by parliament. Richard Todwong was also the elected Member of Parliament for Nwoya County, Nwoya District.

Chris Baryomunsi is a Ugandan physician, public health specialist, demographer, and politician. He is the Minister for ICT and National Guidance in the Cabinet of Uganda. He was appointed to that position in 2021. From 1 March 2015 until 6 June 2016, he served as State Minister of Health for General Duties.

Beti Olive Namisango Kamya-Turomwe, also known as Betty Kamya and Beti Kamya, is a businesswoman and politician in Uganda, the third-largest economy in the East African Community. She is the Inspector General of Government in Uganda, since 16 July 2021.

Evelyn Anite Kajik, commonly known as Evelyn Anite, is a Ugandan journalist and politician. She is the State Minister of Finance for Investment and Privatization in the Ugandan Cabinet since 6 June 2016. Previously, she served as State Minister for Youth. She was appointed to that position on 1 March 2015, replacing Ronald Kibuule, who was appointed State Minister for Water Resources. She also served as the elected Member of Parliament for Koboko Municipality, in the West Nile sub-region, in the Northern Region of Uganda, a position she occupied from 2011 until 2021. In the 2020 National Resistance Movement (NRM) primary elections, Anite lost to Dr Charles Ayume, the son of former speaker of the Ugandan Parliament, the late Francis Ayume.

Philemon Mateke, is a Ugandan politician. He is the current Minister of State for Regional Affairs in the Ugandan Cabinet. He was appointed to that position on 1 March 2015, replacing Asuman Kiyingi, who was appointed State Minister of Works. On account of his cabinet post, he is an Ex-Officio Member of Parliament. He is also the first and current Chancellor of Metropolitan International University, Kisoro.

Esther Mbulakubuza Mbayo, is a Ugandan politician. She is the Minister of the Presidency in the Ugandan Cabinet. She was appointed to that position on 6 June 2016, replacing Frank Tumwebaze, who was appointed Ministry of Information Information Technology and Communication. She also serves in the Parliament of Uganda, as the Luuka District Women's Representative.

Harriet Ntabazi is a Ugandan politician. She is the current Minister of State for Trade at the Ministry of Trade industry and Cooperatives.Between 2011 and 2016, she served as the Women's Representative for Bundibugyo in the Parliament of Uganda.

Judith Nalule Nabakooba is a Ugandan politician and former policewoman. She is currently the Minister of Lands, Housing and Urban Development, in the Cabinet of Uganda. She was appointed to that position on 8 June 2021.

Sarah Najjuma, is a female Ugandan politician and a teacher by profession. She is a member of parliament for the Nakaseke Constituency in the Parliament of Uganda representing the ruling National Resistance Movement (NRM) party. She was elected to this position in February 2016. She replaced Rose Namayanja, the former women representing Nakaseke District who served from May 2006 – February 2016.
