The Second Ministry of Hiteswar Saikia was the Cabinet of Assam headed by Chief Minister of Assam Hiteswar Saikia that was formed after the 1991 Assam Legislative Assembly election. [1] [2] The 36 member Congress ministry included 21 Cabinet Ministers and 15 Ministers of State. [3] The election was held between 6 and 8 June 1991 and this led to the formation of the 9th Assam Legislative Assembly. Saikia was sworn in as Chief Minister on 30 June 1991 by Governor Lokanath Misra. [4] [5] [6] The ministry was dissolved following the death of Chief Minister Hiteswar Saikia on 22 April 1996. [7]

Tarun Gogoi was an Indian politician and lawyer who served as the 13th Chief Minister of Assam from 2001 to 2016. He was the longest serving Chief Minister of Assam. He was a member of the Indian National Congress. During his tenure as the chief minister, he is credited with ending militant insurgency and mitigating violence in addition to improving the state's fiscal condition.
Hiteswar Saikia was an Indian politician who served as the 10th chief minister of Assam for two terms, firstly from 28 February 1983 to 23 December 1985 and then from 30 June 1991 to 22 April 1996. He was the 1st Governor of Mizoram from 1987 to 1989 and the 6th Lieutenant Governor of Mizoram from 1986 to 1987. He was the education minister in the Government of Assam from and from 1980 to 1981 and again from 1982 to 1982. He was the Minister of State for Home, Education And public relations from 1972 to 1974 and the minister of Home from 1974 to 1978. He represented the Nazira constituency in the Assam Legislative Assembly from 1972 to 1988 and again from 1991 to 1996.

The ministry of Kesab Chandra Gogoi was formed on 13 January 1982. The formation of the ministry ended 197 days of President’s rule in Assam. The ministry ended after only 66 days, after Gogoi resigned during a motion of no confidence vote. Gogoi then recommended that the state again be put under President’s Rule.

The Borbora ministry was the state ministry of Assam headed by Chief Minister Golap Borbora of the Janata Party from 12 March 1978 until its resignation on 4 September 1979. The ministry was formed in the aftermath of the post-Emergency election in the state held in 1978 resulting in the victory of the Janata Party in the state. Borbora became the first non-Congress chief minister of the state and ousted the government of Sarat Chandra Sinha who had been in power since January 1972. The ministry remained in office until Borbora's resignation on 4 September 1979 and his subsequent replacement by Speaker of the Assembly Jogendra Nath Hazarika.
The Taimur ministry was the state ministry of Assam headed by Chief Minister Anwara Taimur of the Indian National Congress (I) from 6 December 1980 until its resignation on 30 June 1981. The ministry was formed after the withdrawal of President's rule imposed in the state since 12 December 1979 in the aftermath of Assam agitation against illegal foreign nationals staying in Assam under the leadership of the All Assam Students' Union (AASU) and further involvement of the United Liberation Front of Asom (ULFA) which resulted in breakdown of law and order in the state and the resignation of Chief Minister Jogendra Nath Hazarika.
