The secretary state for international cooperation (SECI) is a senior minister of the Ministry of Foreign Affairs, European Union and Cooperation of the Spanish government. The SECIPIC is appointed by the king with the advice of the foreign minister.
The secretary of state for international cooperation is responsible for the Spanish international cooperation for development policies (especially focused on Latin America and Africa).
As the highest official in charge of the Spanish international cooperation, the SECIPIC is also the president of the Spanish Agency for International Development Cooperation (AECID).
The international cooperation and development policy of Spain exists since the Francoist Spain and the relations with Latin America since the independence of their current states.
During the first years of democracy, the competences over this matters were attached to bodies with the rank of directorate-general or less, however, the socialist government of Felipe Gonzalez decided in 1985 to create the current Secretariat of State with the aim to get an "effective cooperation with all the peoples of the Earth", [1] a mandate collected in the preamble of the Spanish Constitution (Constitution § Preamble).
Although international cooperation for development is destined for countries around the world, due to historical and cultural ties most of this Spanish cooperation goes to Latin America and the former Spanish territories of Africa like Equatorial Guinea, Morocco or Western Sahara, and also to Asian countries such as the Philippines, also former Spanish territories.
The most significant change since its creation was in 2004, when the competencies of the foreign policy of Spain in Ibero-American were transferred to the Secretariat of State for Foreign Affairs, [2] competences that were recovered in very late 2011. [3]
In 2017 the name was extended to include the Caribbean in the denomination in order to target the objective of at-that-time Foreign Minister Alfonso Dastis to impulse the relations with that geographical area. In 2020, the Secretariat of State lost is responsibilities over Ibero-American affairs.

The Director-General for Sustainable Development Policies is the Vice-president of the Spanish Agency for International Development Cooperation.
Although they are not departments and act with autonomy, the Spanish Agency for International Development Cooperation, the Cervantes Institute and the Royal Academy of Spain in Rome depend from the Secretariat of State.
The Ministry of Foreign Affairs, European Union and Cooperation (MAEUEC) is a department of the Government of Spain in charge of planning, managing, carrying out and evaluating the country's foreign and international cooperation for development policies, paying special attention to the ones in relation to the European Union and Ibero-America, as well as coordinating and supervising all actions done in this areas by the other Ministries and Public Administrations. Likewise, it is responsible for promoting international economic, cultural and scientific relationships, taking part in the proposal and application of the migration policy, promoting cross-border and interterritorial cooperation, protecting Spaniards abroad and preparing, negotiating and processing the international treaties which Spain is part of.
The Ministry of Transport and Sustainable Mobility (MITMA), traditionally known as the Ministry of Development (MIFOM), is the department of the Government of Spain responsible for preparing and implementing the government policy on land, air and maritime transport infrastructure and the control, planning and regulation of the transport services on this areas. It is also responsible for guaranteeing access to housing; urban, soil and architecture policies; planning and controlling the postal and telegraph services, directing the services related to astronomy, geodesy, geophysics and mapping, and planning and programing the government investments on infrastructure and services related to this scope. The Ministry's headquarters are in the New Ministries government complex.
The Ministry of Economy, Trade and Business (MINECO) is the department of the Government of Spain responsible for proposing and carrying out the government policy on economic affairs, through reforms to improve competitiveness and trade, focused on business support and the potential growth of the economy. At the same time, it directs the commercial policy of internationalization of companies, as well as the supervision of investments and foreign transactions.
The Ministry of Justice (MJUS) was the department of the Government of Spain responsible for preparing and carrying out the government policy in order to bring the legal system off, specially in criminal, civil, commercial and procedural law affairs, supporting the Administration of Justice and the legal and international cooperation.
The Ministry of Defence (MINISDEF) is the department of the Government of Spain responsible for planning, developing and carrying out the general guidelines of the Government about the defence policy and the managing of the military administration. It is the administrative and executive body of the Spanish Armed Forces.
The Ministry of Equality is a department of the Government of Spain responsible for the proposal and execution of the government's policy on equality, with a focus on making the equality between men and women real and effective as well as prevention and eradication of different forms of violence against women. The department's roles also include eradication of all kind of discrimination by sex, racial and ethnic origin, religion or ideology, sexual orientation, gender identity, age, disability or any other personal or social condition or circumstances. It existed from 2008 to 2010 when it merged with the Ministry of Health, and then from 2020.
The Spanish Agency for International Development Cooperation (AECID) is a Spanish autonomous agency responsible for the management of the Government international development cooperation policy.
The Ministry of Education, Vocational Training and Sports (MEFPD) is the department of the Government of Spain responsible for proposing and carrying out the government policy on education and vocational training, including all the teachings of the education system except university education, without prejudice to the competences of the National Sports Council in matters of sports education. Likewise, it is also the responsibility of this Department the promotion of cooperation actions and, in coordination with the Ministry of Foreign Affairs, the promotion of international relations in the field of non-university education.
The Ministry of Science, Innovation and Universities (MICIU) is the department of the Government of Spain responsible for developing and implementing the government policy on scientific research, technological development and innovation in all sectors. In particular, MICIU is responsible for the exercise of research, technological development and innovation competencies in space matters, including representation and participation in European Union and International organizations. It is also responsible for the university policy.
The Ministry for the Ecological Transition and the Demographic Challenge (MITECO) is the department of the Government of Spain responsible for developing the government policy on fight against climate change, prevention of pollution, protecting the natural heritage, biodiversity, forests, sea, water and energy for a more ecological and productive social model. Likewise, it is responsible for the elaboration and development of the government policy against the country's demographic challenges.
The Secretary of State for Telecommunications and Digital Infrastructures (SETID) is senior minister of the Spanish Department of Economic Affairs and Digital Transformation.
The Secretary of State for the European Union (SEUE) is a senior official of the Ministry of Foreign Affairs, European Union and Cooperation of the Government of Spain. The SEUE is appointed by the Monarch with the advice of the Foreign Minister.
The secretary of state for foreign and global affairs (SEAEX) is a senior minister of the Ministry of Foreign Affairs, European Union and Cooperation of the Government of Spain. Although he or she has the same rank as the other Secretaries of State of the Department, the SEAEX is considered the second-in-command to the Minister.
The Secretary of State for Global Spain (SEEG) was a senior minister of the Ministry of Foreign Affairs, European Union and Cooperation of the Kingdom of Spain. It was directly responsible of the strategic design of Spain's foreign policy and external action. This involved, among other things, defining the key strategic lines of action, boosting and coordinating Spain's economic and public diplomacy, defending and promoting the image and international reputation of the country, and being in charge of the Ministry's communications. All of this occurred with the support of the rest of the Ministry's bodies and institutions that were linked to it such as the network of Casas, the Fundaciones Consejo or other analogous entities.
The Secretary of State for Science, Innovation and Universities, known in its early years as Secretary of State for Universities and Research, is the second highest office of the Ministry of Science, Innovation and Universities of the Government of Spain. The Secretary of State is appointed by the Monarch on the advice of the Science Minister.

The Ministry of Social Affairs (MAS), since 2023 known as Ministry of Social Rights, Consumer Affairs and 2030 Agenda, is a department of the Government of Spain responsible for the government policies on social services, family, minors protection, disability and prevention of youth crime, adoptions and foster care and the promotion of cultural communication and youth association. Likewise, the department is responsible for the government policies on animal welfare and UN Sustainable Development Goals.
