Sokol Bashota (born 7 March 1966) is a politician and former Kosovo Liberation Army (KLA) leader in Kosovo. He served in the Assembly of Kosovo from 2004 to 2007 and was mayor of Klina from 2007 to 2017. Bashota is a member of the Democratic Party of Kosovo (PDK).

Early life and career

Bashota was born to a Kosovo Albanian family in the village of Caravik in Klina, in what was then the Autonomous Province of Kosovo and Metohija in the Socialist Republic of Serbia, Socialist Federal Republic of Yugoslavia. He graduated in Albanian language and Albanian literature at the University of Pristina. [1]

Politician

Kosovo War and early UNMIK mandate (1998–2002)

Bashota was deputy commander of the KLA's general headquarters during the Kosovo War and ran its information committee. [2] [3] He was appointed as a member of the KLA's first political committee in August 1998. [4] In October of the same year, against the backdrop of a fragile ceasefire agreement, he said the KLA's strategy if fighting resumed would be to "break the morale of the Serb forces" by initially attacking police in isolated areas. [5] In January 1999, he was part of a KLA delegation that met with American envoy Christopher Hill and European Union envoy Wolfgang Petritsch in an attempt at ending the conflict via diplomatic means. [6]

He was selected for the KLA's delation on the proposed Rambouillet Agreement in early 1999, though ultimately he stayed behind during the discussions. [7] [8] During this time, he said that the KLA would only agree to disarm if the Yugoslav army in Kosovo did the same, with the latter's weapons stored in warehouses controlled by the KLA and the North Atlantic Treaty Organization (NATO). He added that the KLA would insist on a clause in the agreement giving Kosovo Albanians the right to vote for independence after a transitional period, saying that independence for Kosovo was inevitable. A Los Angeles Times report from this period identified him as a "moderate" in the KLA's leadership. [9]

Bashota described Ibrahim Rugova as "[a] man who has never done anything good for Albanians" in a February 1999 interview. [10]

On 2 April 1999, KLA political leader Hashim Thaçi announced the creation of a new provisional government for Kosovo. Bashota was appointed as minister of labour and social affairs. The legitimacy of Thaçi's cabinet was not accepted internationally or by his rivals in the Kosovo Albanian community. [11] Some online reports indicate that Bashota remained a member of Thaçi's "ministry" until 2002. [12]

Bashota was elected to the inaugural presidency of the Party for the Democratic Progress of Kosovo in October 1999. [13] The party was renamed as the Democratic Party of Kosovo in May 2000.

Parliamentarian (2004–07)

Bashota received the twenty-ninth position on the PDK's electoral list in the 2004 Kosovan parliamentary election, which was held under closed list proportional representation, and was elected when the party won thirty seats. [14] [15] He was a member of the assembly's security commission in the term that followed. [16] The PDK served in opposition during this time.

All parliamentary elections in Kosovo since 2007 have been held under open list proportional representation. Bashota was given the thirty-seventh position on the PDK's list in the 2007 parliamentary election. He finished forty-fourth among the list's candidates and was not re-elected when the PDK won thirty-seven seats. [17]

Mayor of Klina (2007–17) and after

Kosovo introduced the direct election of mayors with the 2007 local elections, held concurrently with the parliamentary vote. Bashota ran for mayor of Klina and was elected in the second round. He was re-elected in the 2009 and 2013 votes. At the beginning of his last year in office, he said his priorities were the construction of the "Ismet Rraci" school, completing the square in the middle of the city, and building a youth center. [18] He was somewhat unexpectedly defeated by a candidate of the Alliance for the Future of Kosovo (AAK) in the 2017 Kosovan local elections.

In August 2016, the European Union Rule of Law Mission in Kosovo (EULEX) issued an indictment against Bashota for abuse of office. [19] Three years later, he was convicted of not declaring his personal assets to Kosovo's Anti-Corruption Agency and issued a 1100 Euro fine and a six-month suspended sentence. [20] A subsequent retrial led to an almost identical verdict in 2021, and his conviction in the second trial was afterward upheld on appeal. [21] [22]

Bashota was one of several former KLA officials to receive a summons from the Kosovo Specialist Chambers in The Hague in September 2019, relating to alleged war crimes by the KLA. [23] As he recounted afterward, he was interrogated as a suspect for two days and offered a deal that he declined on the grounds it would harm the KLA. He was then permitted to return to Kosovo. [24]

He was nominated as the PDK's candidate for mayor of Klina in the 2021 local elections but was disqualified due to his previous conviction. [25] [26]

Municipal elections were held in Kosovo on November 17, 2007, at the same time as elections to the Assembly of Kosovo, with a second round for the mayoral elections held on 2007-12-08. The date was originally set for September 1, 2007 by the Special Representative of the Secretary-General of the United Nations, Joachim Rücker.

Local elections were held in Kosovo on 15 November and 13 December 2009. These were the first local elections to be held after Kosovo declared independence in February 2008. The elections were to elect mayors and municipal councils in 36 municipalities, and were contested by 37 ethnic Albanian parties and 21 Serbian lists. All citizens with a valid ID were able to vote in the elections.

Local elections were held in Kosovo on 3 November 2013, with a second round on 1 December. These were the first elections which the Serbs of Northern Kosovo participated in since the Republic of Kosovo declared independence in 2008; polls were monitored by the OSCE. There were violent reactions in Serb-majority areas of northern Kosovo.

Local elections were held in Kosovo on 22 October 2017. Only 19 municipalities elected a mayor in the first round, and 19 voted again on 19 November 2017.

Local elections were held in Kosovo on 17 October 2021. Only 17 municipalities elected a mayor in the first round, and 21 will vote again on 14 November 2021. In Hani i Elezit, the election was seriously hampered by election fraud, and a second ballot will be held in October/November 2021. On 25 October 2021, the Supreme Court annulled the decision for re-vote in Hani i Elezit.

Xhafer Tahiri is a politician in Kosovo. He served in the Assembly of the Republic of Kosovo from 2013 to 2014 and was the mayor of Vushtrri from 2017 to 2021. Tahiri is a member of the Democratic League of Kosovo (LDK).

Muharrem Shabani is a politician in Kosovo. He served in the assembly of the Socialist Autonomous Province of Kosovo in 1989-90 and was a deputy speaker. He was prominent among a group of Albanian delegates that supported Kosovo becoming a republic within Yugoslavia and he played a key role in establishing a "parallel" assembly when the official parliament was shut down in July 1990. Shabani later served as the mayor of Vushtrri after the 1998–99 Kosovo War.

Gazmend Muhaxheri is a politician in Kosovo. He served in the Assembly of Kosovo from 2004 to 2007 with the Reformist Party ORA and has been the mayor of Peja since 2013 as a member of the Democratic League of Kosovo (LDK).

Donika Kadaj Bujupi is a politician in Kosovo. She served in the Assembly of Kosovo from 2007 to 2021 and in April 2023 was appointed as an advisor to Republic of Kosovo president Vjosa Osmani. Kadaj Bujupi was a member of the Alliance for the Future of Kosovo (AAK) for most of her time as an elected official, although from 2016 to 2018 she was a member of Vetëvendosje (VV).

Fadil Gashi is a politician and former Kosovo Liberation Army (KLA) commander in Kosovo. He was a member of the Assembly of Kosovo from 2004 to 2007 and has served several terms in the local assembly of Klina. Gashi is a member of the Democratic League of Kosovo (LDK).

Pal Lekaj is a politician and medical doctor in Kosovo. He was the mayor of Gjakova from 2007 to 2013 and a cabinet minister in the Republic of Kosovo government from 2017 to 2020. Lekaj is a member of the Alliance for the Future of Kosovo (AAK).

Hajdar Beqa is a politician in Kosovo, currently serving his third term in the Assembly of the Republic of Kosovo. He is a member of the Democratic Party of Kosovo (PDK).

The Republic of Kosovo oversaw local elections in three municipalities in 2010.

Smajl Latifi is a politician in Kosovo. He served in the Assembly of Kosovo from 2001 to 2004 as a member of the National Movement for the Liberation of Kosovo (LKÇK), which he later led from 2005 to 2008. He has been a member of the Alliance for the Future of Kosovo (AAK) since 2009 and is currently serving his third term as mayor of Rahovec.

Hajzer Hajzeraj was a politician and military leader in Kosovo. He is recognized as having been the first minister of defence in the breakaway Republic of Kosova, serving from 1991 to 1993.
