Local elections were held in Kosovo on 3 November 2013, with a second round on 1 December. [1] [2] These were the first elections which the Serbs of Northern Kosovo participated in since the Republic of Kosovo declared independence in 2008; polls were monitored by the OSCE. There were violent reactions in Serb-majority areas of northern Kosovo. [3]
In August 2013, members of the "Interim Assembly of the Autonomous Province of Kosovo-Metohija" voted on a statement that said the election would violate Serbian law. This statement was rejected by the governments of Kosovo and of Serbia. [6] Since Kosovo declared independence in 2008, government in these Serb-majority municipalities in the north of Kosovo has been funded by Serbia, and they have been dominated by organised crime and paramilitaries. [7]
In the predominantly Serb area of Northern Kosovo, local Serb hardliners campaigned for a boycott of the elections. Voter intimidation was reported. Right before the election day, on Saturday night, a group of people attacked and severely injured the G.I.Srpska candidate for northern Mitrovica Krstimir Pantić in front of his house in Koloshin street; he was taken to hospital. The entire political spectrum condemned the attack. Though the perpetrators were not found, Pantić pointed to the pro-boycott groups, who were not interested in official representation of Serbs within Kosovo. [8] [9] [10]
On election day, there were incidents and clashes with police, after extremists raided several polling stations and spoiled votes. [3] [11] Staff were assaulted, ballot boxes smashed, and tear gas canisters set off. [12] This disruption caused the elections to be annulled in three polls in northern Mitrovica, [13] repeated on November 17. [14] [15] The government of Serbia had encouraged Serbs in North Kosovo to participate in the elections, [16] but this violence undermined attempts to normalise relations between the two governments. According to the OSCE the voter turnout was 22% in Leposavić, 22% in Zubin Potok and 11.21% in Zvečan. [13] Oliver Ivanović called for the results in the northern four municipalities to be annulled. [17] Following Foreign Minister Enver Hoxhaj declarations that "the mayors in the north should be of Serbian ethnicity", [18] [19] the Albanian opposition accused the government and DPK for having intentionally facilitated the defeat of Albanian candidates for the sake of stimulating the Serbian citizens in the north, despite their low voter turnout. [20] [21]
The partial revoting in three polls of Northern Mitrovica on 17 November was quiet without any notable incident. [22] The result reconfirmed G.I.Srpska had the plurality, pushing the municipality elections into the second round on 1 December. [23]
The media reported a turnout of 41.5%, while the official statement after the closing of polls from the Central Election Commission chairwoman Valdete Daka gave a turnout of 39.87%. [24]
Incidents similar to Northern Mitrovica during the first round we reported in Partesh during the second round, where groups of persons entered the voting polls and destroyed the materials. [27] The Central Election Commission reordered re-voting in three polls to be held in December 15, 2013, before finalizing the results for this municipality. [28]
Other controversies sprang in Prishtina, where a video of Isa Mustafa's son trying to buy votes were registered and distributed to the media from a VV! activist. [29] [30]
The repetition took place in Pasjan village on December 15. 1,304 voters (68.78%) participated. G.I.Srpska won over SLS with 52.4%. [31]
The official statement from the Prosecution Office during the fourth press conference within December 1, stated that the office received material regarding 44 cases involving 81 persons. Out of these, 16 charges were pressed towards 21 persons. In addition, 8 persons were arrested during the same day for various offenses related to the election process. [32] [33] [34]

Rasim Selmanaj resigned as mayor of Deçan in July 2017 after being elected to the Assembly of the Republic of Kosovo. Sami Cacaj of the Alliance for the Future of Kosovo became acting mayor pending the 2017 Kosovan local elections. [44]

In addition to being elected mayor of Leposavić in the Republic of Kosovo's electoral system, Dragan Jablanović was also recognized by Serbia as the leader of a parallel provisional authority. [53] He became a founding member of the Serb List in 2014. He was removed as leader of the provisional authority the following year at his own request, amid the backdrop of serious divisions in the Serb List, and was replaced by Zoran Tomić. [54] Jablanović continued to serve as Leposavić's mayor as recognized by the Republic of Kosovo, and in 2017 he joined the Party of Kosovo Serbs. [55] Jablanović's various political affiliations in these years corresponded to those of his son, Aleksandar Jablanović.

All candidates who won elections had to sign a swearing in and oath paper that contained symbols of the Republic of Kosovo. In Serbian areas, a piece of paper was taped over the symbols so that Serbs would sign them without incident. Krstimir Pantić, mayor-elect of North Mitrovica, took the paper off the symbols, declared he would never sign them and resigned. A new election for North Mitrovica was scheduled for February 23, 2014. [83] [84] Goran Rakić won the election on February 23. [85] He campaigned that he would sign the oath.[ citation needed ]

Municipal elections were held in Kosovo on November 17, 2007, at the same time as elections to the Assembly of Kosovo, with a second round for the mayoral elections held on 2007-12-08. The date was originally set for September 1, 2007 by the Special Representative of the Secretary-General of the United Nations, Joachim Rücker.
Local elections were held in Kosovo on 15 November and 13 December 2009. These were the first local elections to be held after Kosovo declared independence in February 2008. The elections were to elect mayors and municipal councils in 36 municipalities, and were contested by 37 ethnic Albanian parties and 21 Serbian lists. All citizens with a valid ID were able to vote in the elections.
Local elections were held in Kosovo on 22 October 2017. Only 19 municipalities elected a mayor in the first round, and 19 voted again on 19 November 2017.
Local elections were held in Kosovo on 17 October 2021. Only 17 municipalities elected a mayor in the first round, and 21 will vote again on 14 November 2021. In Hani i Elezit, the election was seriously hampered by election fraud, and a second ballot planned to be held in October/November 2021. On 25 October 2021, the Supreme Court annulled the decision for re-vote in Hani i Elezit.
Besim Muzaqi is a politician in Kosovo. He was the deputy mayor of Vushtrri from 2017 to 2021 and has been a member of the Assembly of the Republic of Kosovo since 2021. Muzaqi is a member of Vetëvendosje (VV).
Ibush Jonuzi is a politician in Kosovo. He participated in Ibrahim Rugova's parallel governing structures in the 1990s and served two terms in the Assembly of Kosovo. Jonuzi is a member of the Democratic League of Kosovo (LDK).
Local elections were held throughout Kosovo on 26 October 2002, organized by the Organization for Security and Co-operation in Europe (OSCE) and the United Nations Interim Administration Mission in Kosovo (UNMIK). This was the second local electoral cycle held in Kosovo after the start of the UNMIK mandate in 1999.
Muharrem Shabani is a politician in Kosovo. He served in the assembly of the Socialist Autonomous Province of Kosovo in 1989-90 and was a deputy speaker. He was prominent among a group of Albanian delegates that supported Kosovo becoming a republic within Yugoslavia and he played a key role in establishing a "parallel" assembly when the official parliament was shut down in July 1990. Shabani later served as the mayor of Vushtrri after the 1998–99 Kosovo War.
Visar Korenica is a politician in Kosovo. He has served in the Assembly of the Republic of Kosovo since 2021 as a member of Vetëvendosje (VV).
Gani Dreshaj is a politician in Kosovo. He served in the Assembly of the Republic of Kosovo from 2017 to 2019 and was a deputy minister in the Republic of Kosovo government from 2020 to 2021. Dreshaj is a member of the Alliance for the Future of Kosovo (AAK).
Driton Çaushi is a politician in Kosovo. He served in the Assembly of the Republic of Kosovo from 2016 to 2019, initially as a member of Vetëvendosje (VV) and later with the Social Democratic Party of Kosovo (PSD).
Idriz Vehapi is an academic and politician in Kosovo. He was a minister in the Kosovo government from 2008 to 2010, served in the Assembly of the Republic of Kosovo from 2011 to 2013, and was mayor of Rahovec from 2013 to 2017. Vehapi is a member of the Democratic Party of Kosovo (PDK).
Ali Berisha is a medical doctor and politician in Kosovo. He was the mayor of Peja from 2007 to 2013 and served two terms in the Assembly of the Republic of Kosovo between 2016 and 2021. Berisha is a member of the Alliance for the Future of Kosovo (AAK).
Fadil Gashi is a politician and former Kosovo Liberation Army (KLA) commander in Kosovo. He was a member of the Assembly of Kosovo from 2004 to 2007 and has served several terms in the local assembly of Klina. Gashi is a member of the Democratic League of Kosovo (LDK).
Pal Lekaj is a politician and medical doctor in Kosovo. He was the mayor of Gjakova from 2007 to 2013 and a cabinet minister in the Republic of Kosovo government from 2017 to 2020. Lekaj is a member of the Alliance for the Future of Kosovo (AAK).
Fehmi Vula is a medical doctor and politician in Kosovo. His arrest and detention by Serbian authorities in 1998 were reported by international human rights organizations. Vula served in the Assembly of Kosovo from 2004 to 2007 as a member of the Democratic League of Kosovo (LDK).
Smajl Latifi is a politician in Kosovo. He served in the Assembly of Kosovo from 2001 to 2004 as a member of the National Movement for the Liberation of Kosovo (LKÇK), which he later led from 2005 to 2008. He has been a member of the Alliance for the Future of Kosovo (AAK) since 2009 and is currently serving his third term as mayor of Rahovec.
Xhelal Canziba is a politician in Kosovo. He was active in Kosovo's parallel institutions in the 1990s and served in the Assembly of Kosovo from 2002 to 2007 as a member of the Democratic Party of Kosovo (PDK).
Hajzer Hajzeraj was a politician and military leader in Kosovo. He is recognized as having been the first minister of defence in the breakaway Republic of Kosova, serving from 1991 to 1993.
Aqif Shehu is a former politician in Kosovo and former footballer. He was a member of the parallel Republic of Kosova assembly in the 1990s and served as mayor of Gjakova from 2001 to 2007. For most of his time as an elected official, Shehu was a member of Democratic League of Kosovo (LDK).
