A stadium district is a mixed-use retail and entertainment district centered around a large collegiate or professional sports stadium. It may also refer to a legal special district that is constituted for the financing and maintenance of a professional stadium.

History

In the 2000s and 2010s, as more cities started to balk at the idea of using large amounts of public tax revenue to build stadiums for rich owners, [1] developers started to offer incentives to convince cities to chip in with the promise of revitalizing downtown neighborhoods or creating new ones by building shops, entertainment venues, offices, and residences on or near the stadium site; these sites would also generate tax revenues to pay for the sports facility [2] and entice customers to stay longer in the area. [1]

The area around Nationwide Arena in Columbus, Ohio, completed in 2000, was considered the first sports-anchored stadium district. [3] That same year, the St. Louis Cardinals proposed a new stadium to anchor a larger "ballpark village" which would occupy the site of the previous Busch Stadium; [4] it in turn was inspired by the residential rooftops around Wrigley Field. [5] While a similar project was proposed around what became Petco Park, it took 17 years to break ground due to financing issues and environmental concerns. [6] The Cordish Companies, which developed Ballpark Village in St. Louis, has gone on to similar developments around other stadiums; [7] one, the Kansas City Power & Light District, was credited with leading to the development of a streetcar line to the site. [8]

Characteristics

Stadium districts often include a variety of uses, so as to provide year-round, all-day activation of the area with uses beyond the sports facility itself. These typically include public squares and gathering places, an amenity now considered "absolutely critical"; [3] offices, including corporate headquarters; [1] [7] hotels and residential units that can support the retail businesses; [7] and other event spaces that can support additional types of events. [7] [2] In the Milwaukee Bucks' experience with the Deer District, the team has been able to charge higher rates for square footage because of the unique positioning of the property. [9]

Districts often host watch parties for major events, especially playoff games of the associated teams. During the Bucks' run to the 2021 NBA Finals, the Deer District plaza, which holds 8,000, was augmented with space for another 20,000 on the former Bradley Center site. [10] For the clinching Game 6 of the Finals, further space was designated to expand capacity to 65,000 fans; even then, crowds were turned back before halftime. [11]

Stadium districts may also be created as the result of a legal action, to raise funds for and then maintain a professional sports stadium. In 1989, the Colorado General Assembly created the Denver Metropolitan Major League Baseball Stadium District, which was empowered to levy a tax in seven metropolitan Denver counties for the construction of Coors Field. [15] Seven years later, the Metropolitan Football Stadium District was chartered, leading to the construction of Empower Field at Mile High. [16] The Maricopa County Stadium District, created in 1991, provided funding for seven new spring training stadiums in the Cactus League and then financed a portion of the construction costs of Chase Field. [17] Wisconsin also has a stadium district, the Southeast Wisconsin Professional Baseball Park District, which developed American Family Field. [18]

Fifth Third Field is a Minor League Baseball stadium in Toledo, Ohio. The facility is home to the Toledo Mud Hens, a International League team and the Triple-A affiliate of the Detroit Tigers.

It replaced Busch Memorial Stadium and occupies a portion of that stadium's former footprint. A commercial area dubbed Ballpark Village was built adjacent to the stadium over the remainder of the former stadium's footprint.

Howard Terminal Ballpark is a proposed baseball stadium to be built in the Jack London Square neighborhood of Oakland, California. It would serve as the new home stadium of the Oakland Athletics of Major League Baseball, and replace the Oakland Coliseum as their current home. After several unsuccessful attempts to build a new stadium, both in Oakland and elsewhere, the Athletics landed on their current plan, which is to build a 34,000-seat stadium at Howard Terminal. The site is currently a parcel of land owned by the Port of Oakland. After securing the site, the Athletics plan to have the stadium built and operational after the team's lease expires at the Oakland Coliseum in 2024.

Werner Park

Werner Park is a minor league ballpark located just west of Papillion, Nebraska, a suburb in Sarpy County southwest of Omaha. Opened in 2011, it is owned by Sarpy County. It is the home of the Omaha Storm Chasers and USL League One professional soccer club Union Omaha. The Omaha Mavericks of the University of Nebraska Omaha also use the stadium for some home college baseball games.

Franklin Field is a baseball park in Franklin, Wisconsin, which is part of the Milwaukee metropolitan area. The ballpark was built on the site of a former landfill. It is the home of the Milwaukee Milkmen, an independent professional baseball team playing in the American Association of Professional Baseball, and it will be the home of the NCAA Division I University of Wisconsin-Milwaukee Panthers baseball team. The Lake Country DockHounds are a professional baseball team based in Oconomowoc, Wisconsin, that plays in the American Association of Professional Baseball, an official Partner League of Major League Baseball. The DockHounds will play their first season in 2022, becoming the first professional sports team in Waukesha County.

Wisconsin Brewing Company Park Baseball stadium

Wisconsin Brewing Company Park is a baseball stadium in Oconomowoc, Wisconsin, part of the Milwaukee metropolitan area. Built in 2021, the ballpark is home to the Lake Country DockHounds, an independent professional baseball team in the American Association of Professional Baseball. The stadium was designed to fit soccer or lacrosse fields, and has an all artificial turf field so it can be used from when the snow melts to when the snow falls. The stadium is one part of the larger Lake Country Live development that also includes an attached indoor training facility.
